NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT PROCESS PROPOSED CONVERSION OF THE ANKERLIG OPEN CYCLE GAS TURBINE POWER STATION TO A COMBINED CYCLE GAS TURBINE AND ASSOCIATED 400kV TRANSMISSION LINE BETWEEN ANKERLIG POWER STATION AND OMEGA SUBSTATION AN ESKOM INITIATIVE In order to increase the generating capacity of the existing Ankerlig Open Cycle Gas Turbine (OCGT) Power Station (located in Atlantis Industria) by approximately 675 MW through a more efficient process, Eskom Holdings Limited is proposing the conversion of the nine OCGT units at this existing Power Station to a Combined Cycle Gas Turbine (CCGT) Power Station. The proposed conversion involves the establishment of infrastructure associated with CCGT units and will be developed on the site of the existing Ankerlig OCGT power station. In order to transmit the additional power generated at this power station to the National electricity grid, Eskom Holdings Limited is proposing the construction of a 400kV transmission power line between the Ankerlig Power Station and the Omega Substation (located on the Farm Groot Oliphantskop 81), a distance of approximately 20 km. In terms of sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with Government Notices R385 (Regulations 27 36) and R387, a Scoping and Environmental Impact Assessment are required to be undertaken for this proposed project. This project has been registered with the National Department of Environmental Affairs and Tourism under Application Reference Numbers 12/12/20/1014 (power station conversion) and 12/12/20/1037 (transmission line). In this regard, Savannah Environmental has been appointed as an independent consultant to undertake the required environmental impact assessment and public participation for the proposed project. In terms of the EIA Regulations published in terms of Section 24(5) of the National Environmental Management Act (NEMA, No 107 of 1998), Eskom requires authorisation from the National Department of Environmental Affairs and Tourism (DEAT) (in consultation with the Western Cape Department of Environmental Affairs and Development Planning) for the undertaking of the proposed project. In order to obtain authorisation for this project, comprehensive, independent environmental studies must be undertaken in accordance with the EIA Regulations. This project has been registered with National DEAT under Application Reference numbers 12/12/20/1014 (power station conversion) and 12/12/20/1037 (transmission line). In this regard, Savannah Environmental has been appointed as an independent consultant to undertake the required environmental impact assessment and public participation for the proposed project. The project includes:» Investigating the conversion of nine units at the existing Open Cycle Gas Turbine plant to a Combined Cycle Gas Turbine plant to increase generating capacity to the existing power station by approximately 720 MW; and,» The investigation of a 400 kv transmission power line between Ankerlig Power Station and the already authorised Omega Substation (to be located on the Farm Groot Olifantskop 81) to transmit the additional power generated at this power station into the National electricity grid. The proposed project is located in Atlantis Industria. In terms of the EIA Regulations published in terms of Section 24(5) of the National Environmental Management Act (NEMA, No 107 of 1998), Eskom requires authorisation from the National Department of Environmental Affairs and Tourism (DEAT) (in consultation with the Western Cape Department of Environmental Affairs and Development Planning) for the undertaking of the proposed project. In order to obtain authorisation for this project, comprehensive, independent environmental studies must be undertaken in accordance with the EIA Regulations. This project has been registered with National DEAT under Application Reference numbers 12/12/20/1014 (power station conversion) and 12/12/20/1037 (transmission line). In this regard, Savannah Environmental has been appointed as an independent consultant to undertake the required environmental impact assessment and public participation for the proposed project. Savannah Environmental has appointed Sustainable Futures ZA to assist in the process of facilitating the public participation process. PUBLIC REVIEW OF THE DRAFT ENVIRONMENTAL SCOPING REPORT In accordance with the EIA Regulations, a draft Scoping Report has been prepared and will be made available for review and comment by Interested and Affected Parties (I&APs) and stakeholders.
