PROGRAM CONTEXT AND OBJECTIVES 1.1 The Multinational Statistical Capacity Building in Regional Member Countries for MDG Monitoring and Results Measurement is being implemented within the context of the Reference Regional Strategic Framework (RRSF; the National Statistical Development Strategy (NSDS), and, the Bank s Strategic and Operational Framework. While the RRSF defines the strategic objectives and guidelines for statistical development in Africa, the NSDS provides the central national institutional and operational framework for (i) implementation of the objectives of RRSF in the context of country-owned PRS and (ii) dialogue with development partners for coordinated statistical development. The Statistical Capacity Building Program is situated within the Bank s Strategic and Operational Framework; its engagement with other international organizations to implement the Results Agenda for monitoring the MDGs; and; in response to the directives of the ADF Deputies that Result Measurement would be at the core of ADF_XI Agenda
1.2 Specifically, the program provides (i) Institutional and Organizational Support to (a) the 54 RMCs for the preparation or/and finalization of their NSDS and medium-term statistical development program and (b) Sub- Regional Organizations (SROs) to enhance their capacity for coordinating statistical activities at the country level; and, Statistical Training Centers (STCs) for organization of training and seminars at sub-regional and country levels, (ii) Capacity Support for Operational Activities at the country level, including, national accounts and price statistics; improvement of economic and social statistics, data management, archiving, dissemination and publications; and, administrative statistics; (iii) Support for Statistical Human Resource Capacity Development at the national and sub-regional levels, including, institutional, on-the-job; and, workshops and seminars; and, (iv) seed money that acts as a catalyst in generating additional funds from other sources. 1.3 The program is managed at three levels, namely, the Regional Coordination team at the level of AfDB; the Sub-Regional level through four selected SROs (AFRISTAT, COMESA, ECOWAS and SADC); and, the country level within the National Statistical Offices (NSOs). 1.4 Six selected Statistical Training Centers (STCs) will be used as key partners for delivering appropriate training and seminars at the country level; they include ENSEA in Côte d Ivoire, ENEA in Senegal, EASTC in Tanzania, ISAE in Uganda, INSEA in Morocco and ISSEA in Cameroon. 2. DUTIES The Junior Consultant of SCB Program Activities will be part of the Regional Coordination Team. The complexity of the SCB program in terms of the grant utilization requires a clear picture of the various beneficiaries of the program. Under the direct supervision of the Regional Program Task Manager, the junior consultant will assist in working on technical instruments/documents required in various forms of funding of the fourth phase of the SCB program. The specific tasks to be accomplished will include: 2.1 Resource mobilization Assist in the preparation of the documents required in the process of securing resources for the program from various funds, including the Middle Income Countries (MIC) Fund, Transitional States Facility, etc. Participate in preparing agreement documents required in the process of implementing such funds, such as Memorandums of Understanding (MOUs), Protocols of Agreement (POAs), and Letters of Agreement (LOAs). 2.2 Disbursements Engage SROs on their effective participation in SCB and ensure all the pre-requisites are adhered to before the launch of SCB 4 Assist in organizing launch programs at the sub-regional level for SCB 4 Monitor the progress of the program and ensure all necessary activities are completed in a timely manner 2.3 Others Undertake any other tasks as assigned by the program s Task Manager. 3. DURATION OF ASSIGNMENT 3.1 The services of the Junior Consultant will be retained for twelve months and may be extended once. It requires regular full-time presence in the Bank s offices. 4. SELECTION CRITERIA 4.1 Skills Required two (2) years minimum of working experience in Economics or related fields in an environment of a
large organization; working knowledge of disbursement policies, guidelines and procedures of multilateral development institutions; Ability to work in a multicultural environment and ability to establish effective working leadership with a team; Openness to sharing information and keeping people informed; strong communications skills, both oral and written, especially ability to draft/edit a variety of written reports and studies in a clear, concise style; and, Ability to write reports and complete tasks in French and English on a timely basis. Since most documents are in English, knowledge of English language will be of utmost advantage; knowledge of Microsoft Office Package especially WORD and EXCEL (and/or advanced ACCESS); 4.2 Qualifications Below the age of thirty-two (32), with a minimum of two (2) and maximum of five (5) years of fulltime experience at an expert or professional level in the area of expertise concerned by the assignment; Minimum of a post-graduate degree or its equivalent in Business Administration, Finance, Economics, or other related fields; and Having the nationality of a Bank Member Country. 4.3 Language An excellent knowledge of written and spoken English or French is required, with a good working knowledge of the other. 5. Remuneration and Leave The successful candidate will receive remuneration in line with the Bank s guidelines on remuneration of junior consultants. The consultant will also be granted leave in line with the Bank s leave policy for shortterm consultants.
