Your proposal and any supporting documents must be in English. Your written proposal should include the following parts: 1) A Technical Proposal (maximum of 5 pages excluding the CV P.11) should consist of: a) A description of your proposed approach and methodology for undertaking the assignment; b) Description of the main deliverables and milestones related to the assignment; c) A work plan with a detailed time frame, including information on expected number of missions estimated and duration of each mission to Amman, d) Comments on the Terms of Reference, if any (in brief). e) An up to date curriculum vitae based on P11 form (Annex B); 2) A completed vendor s form (Annex C) 3) A lump sum amount to be charged for the assignment (excluding travel, accommodation and subsistence costs), which should be quoted in United States Dollars or in Euros. UNESCO Amman Office Education Sector Call for Proposal from Senior Individual Consultants (Annex A) Consultant for the Preparation of EMIS Phase 2 Project Document Background In order to strengthen the EMIS in a sustainable manner, a subsequent project design is needed to further support MoE to develop the capacity to fully operationalize OpenEMIS in terms of IT system operations and statistical data utilization for policy and planning. MoE has been developing its Education Strategic Plan (ESP) for 2018 2022. To this end, MoE is expected to effectively utilize the statistical information obtained from OpenEMIS and properly monitor, evaluate and report the progress against the indicators and targets set in the ESP. Taking into account the above context, the main purpose of this consultancy is to design and prepare an effective project document for EMIS Phase 2. The work will be carried out based on the initial document, which was drafted and requires updating by discussing with stakeholders involved in the on going EMIS Phase 1 and reviewing the capacity gap that exists within MoE in order to fully operationalize OpenEMIS, which has been installed under EMIS Phase 2. In parallel, a contractor is carrying out the capacity gap analysis of OpenEMIS within MoE. Therefore, the consultant is expected to work closely with the contractor in order that EMIS Phase 2 can address all the capacity gap that currently exists. Scope of Work Project Document for EMIS Phase 2 The consultant will use participatory approaches and will comprehensively consult with all stakeholders in order to prepare a project proposal that best suits the needs of the Government of Jordan and the institutional environment that will support the project implementation. The project should consists of two components; one on capacity development of MoE/QRC on IT system maintenance and management (modification, adding new features, trouble shooting, etc.), and another one for MoE directorates to be able to analyze data coming from OpenEMIS and to be able to utilize and formulate policies based on the statistical data. The project design will start from from the literature review from home for 4 days, when UNESCO Amman Education team will provide necessary documents and background information. It will then be followed by the time in Jordan for 3 weeks to meet with the stakeholders and consolidate a project document to be submitted to UNESCO Amman Office. More particularly, the consultant will look into the following areas: Identify key stakeholders in MoE and other partners and facilitate them to provide inputs for the design and preparation of the results based project proposal. Consult with all stakeholders and gather their inputs for a comprehensive project document for EMIS Phase 2 Prepare the project document with the following: 1. Background of context 2. Overview of the main project components in a results based framework 3. Description of the project activities 4. Identification of project beneficiaries 5. Comprehensive implementation arrangements that foster institutional capacity development of the MoE 6. Comprehensive projected budget to be incorporated in the proposal 7. Project implementation timelines 8. Theory of Change. Deliverables By the end of consultancy, the consultant must provide UNESCO the final version of a project document of EMIS Phase 2 in an official UNESCO template, which is presentable to potential donors. Expected Timeline (5 weeks duration) and deliverables (The stages may not happen in a chronological order, and some stages may occur at the same time) First Stage (1 week from home): 1. Preparatory literature review and other preparatory work. 2. Skype meetings with EMIS Team at UNESCO to obtain the briefing 3. Skype meeting with the contractor carrying out the capacity gap analysis 4. Agree on the schedule for the time in Amman Deliverables: Literature review report of EMIS and schedule for the time in Amman Second Stage: Identification of Capacity development activities for MoE/QRC on IT system (1.5 week in Amman): 1. Meetings with all key stakeholders related to EMIS within MoE/QRC 2. Field visit to assess the capacity of field governorate and schools on data base management Deliverables: First draft on MoE/QRC s capacity development plan. Third Stage: Identification of Capacity development activities for MoE Directorates (1.5 week in Amman): 1. Analysis of most updated version of ESP 2. Meeting with all key MoE Directorates that require utilization of data from OpenEMIS 3. Meetings with IIEP experts supporting the development of MoE s ESP 4. Carrying out the power point presentation to the potential donors 5. Consultation and refinement of the proposal and projected budget. Fourth Stage (1 week from home): 1. Finalization of project document for EMIS Phase 2. Call for Proposal from Senior Individual Consultants Deliverables: 1. Final EMIS Phase 2 Project Document Qualifications/Requirements: 1) Advanced university degree (Masters or equivalent) related to the field of project design, education,, preferably with the focus on policy planning in education and EMIS; 2) Proof of undertaking at least one similar assignment during the past 3 years and to furnish necessary references; 3) Excellent written and spoken English; 4) At least 7 10 years of progressively relevant experience in the context of developing countries,; 5) Excellent command in writing and reporting in English, able to write concise and clear reports, excellent research skills and personal integrity; 6) Excellent interpersonal and communication skills to allow full participation of various stakeholders; 7) Good computer and other IT skills and using web based proposal format; Reporting: The consultant will report to the Chief of Education (UNESCO Amman Office).
