Introduction Purpose of this report This report serves to compare the Occupational Skills Profile Model (OSPM) developed by the Software Human Resource Council to the National Occupational Classification (NOC) developed by the Canadian government. The OSPM focuses on the IT sector of the Canadian labour market, while the NOC covers the labour market as a whole. This report compares each stream of the OSPM to the NOC and determines which NOC codes are most closely related to each OSPM stream, and defend the selections. About OSPM The OSPM provides an analysis of 25 Information Technology job streams, divided into 7 groupings. The OSPM provides information about each stream including job descriptions, accountabilities, sample job titles and required skill sets, as well as dividing each stream into varying levels of seniority. About NOC The NOC provides information and classifications for the broad range of jobs found throughout the Canadian labour market. For more than 30,000 job titles in the market the NOC divides the titles into unit groupings based on occupational similarities. For each unit group the NOC provides information including job descriptions, duties and accountabilities, employment requirements, career information and related occupational groupings. Why compare the two? The NOC contains information on an enormous range of occupations found in the Canadian labour market. The OSPM focuses purely on IT related occupations, and as such is able to delve into greater detail. The NOC is very limited in the way IT occupations can be classified, and the available classifications do not reflect that the industry has grown at a tremendous rate in recent years. The OSPM allows for a much more in-depth view and classification structure for the IT labour market, and is much better suited to keeping up with such a rapidly changing section of the Canadian labour market. If the NOC were to divide all areas of the Canadian labour market as deeply as the OSPM is able to divide the IT market, the number of NOC codes required would grow enormously. While the NOC is essential for studying the overall picture of the labour market in Canada, the OSPM is vital for those interested in purely IT related occupations. This information is of great interest to employees, employers, educators, recruiters and government. How to use this report This report determines the NOC Code that is the closest match for each OSPM stream. For each OSPM stream in the table of contents, the section indicated in the table of contents will contain the following information: The OSPM definition The best match NOC code for that stream The NOC definition of the best-match code Other NOC codes that pertain to that OSPM stream A description indicating why each NOC code was chosen, i.e. Why it is the best match, and how the other pertinent codes are related. 1 national definitions for IT occupations

They are employed in information technology consulting firms, information technology research and development firms and in information technology units throughout the private and public sectors, or they may be self-employed. Other Relevant Codes: 2147 Computer Engineers (Except Software Engineers) 2175 Web Designers and Developers The NOC makes a clear distinction between Hardware and Software Engineering responsibilities, as well as separate classifications for all web-related work. This OSPM stream incorporates all computer-related engineering into one. Analysis Design In the field of analysis, you apply investigative skills to business, technical or organizational problems to determine if and how IT could be used to provide and define solutions for systems. In design, you prepare and ensure, as far as possible, that the detailed specifications for all information system components are valid and meet a defined set of requirements. Best Match NOC Code: 2171 Information Systems Analysts and Consultants Information systems analysts and consultants conduct research, develop and implement information systems development plans, policies and procedures, and provide advice on a wide range of information systems issues. They are employed in information technology consulting firms and in information technology units throughout the private and public sectors, or they may be self-employed. Other Relevant Codes: 0213 Computer and Information Systems Managers 2282 User Support Technicians 5241 Computer Graphics Specialists 2172 Database Analysts and Data Administrators NOC code 2171 is the closest match for this OSPM stream. Management positions are entirely separate in the NOC classification; therefore any sort of Project Management position would be better suited to code 0213. The user support aspect itself is also considered separate from the IS Analyst positions, and would be closer to NOC code 2282. A sample Job Title listed is Computer Graphics Specialist, and under NOC classification all graphics work is separate from IS work, falling under code 5241. EDP (Electronic Data Processing) Analyst would be considered Data Administrator work under NOC and therefore code 2172. You must also match the quality level and scope of services to the facilities and capabilities of existing information systems. Best Match NOC Code: 2171 Information Systems Analysts and Consultants Information systems analysts and consultants conduct research, develop and implement information systems development plans, policies and procedures, and provide advice on a wide range of information systems issues. They are employed in information technology consulting firms and in information technology units throughout the private and public sectors, or they may be self-employed. Other Relevant Codes: 2172 Database Analysts and Data Administrators 2282 User Support Technicians Code 2172 is a close match for this OSPM stream. The majority of OSPM sample job titles are identical to those found in the NOC, and the definitions are closely related. However, several of the sample job titles given would be better suited to a different NOC code. EDP (Electronic Data Processing) Analyst would be closer to code 2172, due to the data administration aspect. This also includes throughput performance measurement and acceptance testing for new applications against targets set through experience. Other Relevant Codes: 2173 Software Engineers The NOC makes a clear distinction between Software Engineering and all other types of computer engineering, be it hardware or networking. All hardware/network aspects of Capacity and Performance fall under code 2147, while NOC quite clearly separates Software Engineering (systems engineer, application engineer, software engineer) into a separate code, 2173. Technical Architecture You design, develop, evaluate and integrate a wide range of systems and components. These include business applications, technical environments, information warehouses, operating systems, databases, telecommunications networking, etc. In this occupation, you also define models, plan projects, develop standards and lead and guide IS staff. Best Match NOC Code: 2173 Software Engineers Software engineers research, design, evaluate, integrate and maintain software applications, technical environments, operating systems, embedded software, information warehouses and telecommunications software. They are employed in information technology consulting firms, information technology research and development firms and in information technology units throughout the private and public sectors, or they may be self-employed. The OSPM Description also touches on hardware and networking environments, which are separated by the NOC list into code 2147, Computer Engineers. The E-Commerce and Web Engineering also have a separate NOC code, code 2175. Informatics Business Includes the following Job Streams: Informatics Management Informatics Consultancy Problem Management Project Management Informatics Management You manage all resources needed to plan for and deliver properly engineered informatics services to users at all stages of the system s life cycle. This includes managing the development of services in the definition, design, construction, testing and delivery phases. You are also usually responsible for strategy, systems, hardware, software, manpower infrastructure operation and service delivery. Other responsibilities include scheduling and controlling a quality informatics service, and acting to correct any nonscheduled or nonroutine incident affecting service delivery. Best Match NOC Code: 0213 Computer and Information Systems Managers Computer and information systems managers plan, organize, direct, control and evaluate the activities of organizations that analyze, design, develop, implement, operate and administer computer and telecommunications software, networks and information systems. They are employed throughout the public and private sectors. Other Relevant Codes: 0611 Sales, Marketing and Advertising Managers NOC code 0213 covers most IT management roles, with samples titles and definitions that are extremely similar to this OSPM stream. As a consultant, you provide strategic advice and highlevel assistance for strategy and policy; architecture; technology; procurement; management; development methods; definition, design, construction and installation; and use and service delivery. Best Match NOC Code: 2171 Information Systems Analysts and Consultants Information systems analysts and consultants conduct research, develop and implement information systems development plans, policies and procedures, and provide advice on a wide range of information systems issues. They are employed in information technology consulting firms and in information technology units throughout the private and public sectors, or they may be self-employed. Other Relevant Codes: None. This OSPM stream covers a wide range of information systems related consulting roles, all of which are covered by NOC code 2171. This OSPM stream and NOC code are extremely well matched. Additionally, you define project phases, set deadlines and direct staff. Best Match NOC Code: 0213 Computer and Information Systems Managers Computer and information systems managers plan, organize, direct, control and evaluate the activities of organizations that analyze, design, develop, implement, operate and administer computer and telecommunications software, networks and information systems.
