The LCTID Mnthly Finance Reprt was prvided by Mark Hurst, wh stated the ttal fund balance is $399,870.10 as f January 31, 2014. The breakdwn f that balance is the General Fund balance is $19,870.10, the Drr Street @ I-475 Interchange Fund balance is $150,000, the US 20A @ I-475 Interchange Fund balance is $150,000, and the Briarfield Fund balance is $80,000. Brian stated while reviewing the alternatives he wuld like cmment frm the TID and funding partners, as t what they like and dislike f the alternatives. Presentatin Purpse: T prvide a status update n the interchange studies at I-475/Drr and I-475/US 20A T btain feedback frm the TID n the alternatives develped t date and dcument cmments received Decisins made during the meeting: Eliminate the Partial Clverleaf alternative at I-475/Drr Street frm further cnsideratin 1

Eliminate the Flded Diamnd alternative at I-475/US 20A frm further cnsideratin Actin items t d after the meeting: Prvide TID with the alternative that has the mst latent traffic capacity at I- 475/Drr Street interchange [B&N] Cnfirm which f the three alternatives shuld be the safest interchange at I- 475/Drr Street interchange [B&N] Update the cst estimates f the US 20A alternatives t reflect tw prpsed structures ver I-475 rather than ne existing and ne prpsed [B&N] Change the expected cnstructin year fr the tw interchanges frm 2017 t 2021 in the cst estimate [B&N] Remve the Spartan Drive callut frm the US 20A exhibits [B&N] Discussin: General Discussin TID asked what PRO std fr (shws up as a separate clumn in the cst estimate) Design Team explained PRO (Present Rad Occupied) land is nt acquired in fee typically acquired in easement fr the rad land wner has already been cmpensated fr the lss f use f this land public wner can then wn the land utright fr $1 per parcel (paid t the prperty wner and fficial transfer f the land frm easement t fee) TID asked abut what traffic analysis has been dne t date n the alternatives Design Team explained that traffic prjectins were btained frm TMACOG and ODOT District 2; prjectins are based n the develpment that is being shwn in the TMACOG lng-range planning mdel. Certified Traffic has nt been requested at this time; this wuld need t be dne during the next phase f plan develpment at each f these lcatins. Using prjectins, traffic analysis fr each alternative has been cnducted fr ramp intersectins fr bth lcatins. In additin, ramp junctin and weave analysis has been cnducted fr the cllectrdistributr radway fr the US 20A lcatin. TID requests that as the design is being develped (in this phase and in the next design phase f develpment fr these prjects) the designers lk at ptins that maximize merge lengths and acceleratin lengths t prvide a design that allws drivers t merge clser t the running speeds f the mainline traffic. I-475 @ Drr Street Interchange Rundabuts Lwest relative cst f alternative cmpared t ther alternatives prpsed 2

Highest R/W cst f all f the alternatives prpsed Nervus abut the lcatin f the Limited Access (LA) R/W line n the east side; they wuld like t see the LA R/W line mve west twards the interchange Partial Clverleaf Nne R/W impacts in the NW quadrant higher than desired; Clean Wd and Springfield Twnship viced ppsitin Tight Diamnd LA R/W lcatin n each side f the interchange is as tight as pssible against the freeway Least amunt f R/W impacts; shuld equate t mre pprtunities fr greater ecnmic develpment Highest cnstructin cst f the alternatives prpsed; required replacing the I-475 bridges ver Drr Street. General Discussin at Drr Design Team indicated that a previus versin f the Tight Diamnd interchange was the traditinal Diamnd interchange; this alternative was determined t be a nn-starter due t the significant impacts it presented in the NW and SW quadrants. The traditinal Diamnd was replaced by the Tight Diamnd fr the Stakehlder meeting. TID wants t knw which alternative has the mst latent capacity with respect t traffic peratins Which f the three alternatives wuld be cnsidered the safest? General belief is that the rundabuts are the safest; can this be cnfirmed? Eliminate the Partial Clverleaf ptin frm further develpment; d nt shw this alternative at the public meeting. Add the nrthern access rad (accessing the NW quadrant) ppsite the suthern access rad (accessing the SW quadrant) t the Rundabut and the Tight Diamnd alternatives. This access rad wuld travel alng the western edge f Parcel NW-4, then turn t the right and head east just nrth f the parcels adjacent t Drr. The access rad wuld have a cul-de-sac at the end f it. This wuld allw the parcels currently shaded light blue (as ttal takes) t be revised t be shaded yellw (impacted but nt ttal takes). 3

TID asked if single pint urban interchange (SPUI) ptin cnsidered. B&N respnded that wuld require replacement f existing bridge structures and sight distance fr signal were issues preventing ptin. TID questined abut whether there wuld be a need fr a nise wall in the SE quadrant f the interchange ODOT indicated that the 3 rd lane I-475 widening prject was lking at whether a nise wall was justified and desired by the residences in the SE quadrant. It is believed that the placement f the interchange wuld nt require a nise wall if the 3 rd lane widening didn t require ne TID nted there are sme drainage cncerns with the existing system alng Drr, especially alng the east side f the interchange. TID questined wh will wn the excess R/W nce the radway imprvements are cmpleted (e.g. the excess land f NW-3 at the Drr Interchange)? Further cnversatin needs t ccur n this subject between ODOT and the TID t reslve the timing and pssible ptins that can be dne with the land. I-475 @ US 20A Interchange Diverging Diamnd It is believed this alternative has the greatest traffic capacity f the three alternatives prpsed Lwest relative cst f alternative cmpared t ther alternatives prpsed Better safety assciated with this alternative cmpared t the ther alternatives prpsed Driver expectatin currently there is a Diverging Diamnd interchange being prpsed in Perrysburg at I-475/SR 25. Nne Flded Diamnd Maximizes the weave distance alng the Cllectr Distributr radway (between the Dussel and US 20A interchanges) Cncept prpsed is similar t the cncept currently in place n Central Avenue significant traffic cncerns, especially with amunt f trucks expected t use this Intersectin spacing between the western ramp intersectin and Briarfield Bulevard small and cncerning t the TID Partial Clverleaf Least amunt f R/W impacts f the three alternatives prpsed Intersectin spacing between the western ramp intersectin and Briarfield Bulevard small and cncerning t the TID 4
