Minutes of the 33 rd SEIAA Meeting held on 10 th May, 2010 The 33 rd meeting of the State Level Environment Impact Assessment Authority was convened on 10 th May, 2010 at 3.00 P M at the Authority's office in M.P. Pollution Control Building, Paryavaran Parisar, Bhopal chaired by Shri Subroto Banerji, Chairman SEIAA. The following members attended the meeting: 1. Shri M. Hashim, Member 2. Shri Ashok Shah, Member Secretary (A) Cases recommended by SEAC for Prior Environmental Clearance 1. Shri Shantilal Singhvi, Director, M/s Vinayak Natural Stone Pvt Ltd, Chamber No.5, Room No. 3, 32/379, Opposite Gogunda House, I.N. Mishra Marg (Detya Magri) Udaypur (Rajasthan) Marble Mine 42.515 ha. near village Dinarikhamaria, Teh Majholi, Distt Jabalpur M,P, Case No. 241/2008 SEIAA while scrutinizing the documents observed that the Forest Deptt. NOC has not been submitted by the project proponent. Hence it was decided to send the case back to SEAC to obtain a latest Forest Deptt. NOC for all Khasras issued by the competent Authority as per the format decided in the 27 th meeting of SEIAA. 2. Mr. Rakesh Kumar Agarwal, Managing Director, M/s Saurabh metal Pvt Ltd, Plot no 27 A, New Industrial area, Mandieep, Raisen Road M.P. Expansion of plant capacity at plot no.27 A, New Industrial area, Mandideep Distt Raisen M.P Case No. 499/2010 The above case recommended by SEAC for grant of prior environmental SEIAA while scrutinizing the documents observed that the water requirement is 250m 3 /day and the source of water has been mentioned as ground water. Neither NOC issued by the CGWA nor a firm commitment to supply water by any agency has been submitted by the project proponent. Page no 1 of 5
3. Shri Ashish Modi, Director, M/s Milan Realities2006 Oasis Trade centre, 20/22, Yeshwant Niwas Road, Distt Indore M.P. High rise multi storied residential project at village Bicholi Mardana, Indore M.P. Case No. 497/2010 SEIAA while scrutinizing the documents observed that it is proposed to meet water demand from the Municipal supply as well as from ground water, but no commitment letter issued by the Municipal Authority stating specific date of completion of Narmada Phase III work and/or the CGWA, NOC to draw ground water has been submitted. It was also decided that since the project is proposed at Indore, the Collector, Indore and Commissioner Municipal Corp. Indore may be requested to specify whether the proposed location lies within the areas specified in MoEF s memorandum dated 15/03/2010. 4. M/s Rajkumar N.Tirpude, Civil line, Nagpur, Maharashtra, Dolomite deposit mine 5.0 hact. capacity 20000 MT/Y, Vill Malegaon, Teh: Sausar, Distt Chhindwara M.P. Case No. 152/2008 SEIAA while scrutinizing the documents observed that the Forest Deptt. NOC does not specify the distance from the protected areas under Wildlife Protection Act, 1972 and the distance from inter state boundary. Hence it was decided to write to DFO requesting him to send the above information to the Authority. Page no 2 of 5
5. Wonderland Real Estate Pvt Ltd, 6 th Floor, Treasure Island II, Tukoganj, Main Road, Indore M.P. Residential Township project at village Rangwasa, Distt Indore M.P. Case No. 228/2008 SEIAA while scrutinizing the documents observed that the total fresh water demand is of 1727 KLD. Out of this, CGWA has permitted to draw 1052 KLD ground water. However, the project proponent has not submitted a firm commitment letter from the Municipal Authority to provide the remaining fresh water i.e. 675 KLD (1727 1052). It was also decided that since the project is proposed at Indore, the Collector, Indore and Commissioner Municipal Corp. Indore may be requested to specify whether the proposed location lies within the areas specified in MoEF s memorandum dated 15/03/2010. 6. Shankar Lal Vishwakarma, Jalpadevi ward, Gautam Mohalla, Katni M.P, Fire Clay mines in 17.33 ha. at village Tikariya, Teh. Murwara Distt. Katni M.P. Case No. 38/2008 The above case was sent back to SEAC for reconsideration. The project proponent was asked to furnish a fresh Forest Deptt. NOC. Same was submitted to SEAC and the case was recommended by SEAC after reconsideration. The Authority accepted the recommendation of SEAC and decided to accord prior environmental clearance to the above project. Page no 3 of 5
7. ABU Industries Ltd, 6, Jaora compound, Near Bharat Gas, Indore M.P., Mini Cement Plant from 9000 TPA to 39,000 TPA industrial area, Labad, Distt Dhar M.P. Case No. 249/2008 The Authority accepted the recommendation of SEAC and decided to accord the prior environmental clearance to the above project. 8. M/s Fortunes stones Ltd, Opp. Agriculture office, 1 st floor, Vishwanath Road, Chhatarpur M.P Katahara Granite Quarry 21.736 Ha (10000 Cu.M/year at village Katahara, Tehsil Laundi, Distt Chhatarpur (M.P.) Case No. 286/2009 The Authority while scrutinizing the documents observed that the above mine is located within the forest area. Ministry of Environmental and Forests, Govt.of India has already given clearance to above project under Forest Conservation Act, 1980. It was decided by the Authority to get a clarification from the Regional Office of the Ministry of Environment and Forests, Govt.of India, Bhopal, that whether in such type of mining areas located within forest areas, a prior environmental clearance under the Environment Protection Act, 1986 may be given or not. 9. M/s Fortunes stones Ltd, Opp. Agriculture office, 1 st floor, Vishwanath Road, Chhatarpur M.P., Katahara Granite quarry 6.0 ha. 7000 Cu.m per annum at village Katahara Teh Laundi Distt Chhatarpur M.P. Case No. 285/2009 It was decided by the Authority to get a clarification from the Regional Office of the Ministry of Environment and Forests, Govt.of India, Bhopal, that whether in such type of mining areas located within forest areas, a prior environmental clearance under the Environment Protection Act, 1986 may be given or not. The Managing Director, M/s Madhya Pradesh Road Development Corporation Ltd, 16 A, Arera Hills, Distt Bhopal (M.P) 462 011 Construction of 4 lane road connecting SH 31 to NH 3 from Lebad to Manpur total length proposed 34.30 Km and proposed right of way (ROW) 45 meters. Case No. 471/2009 The above case was recommended by SEAC for prior environmental The Authority accepted the recommendation of SEAC and decided to accord prior environmental clearance to the above project.
