OTC INSTITUTE UNISIM DIPLOMA IN EMPLOYMENT RELATIONS (DER) >> PROGRAMME DESCRIPTION << The OTC Institute - UniSIM Diploma in Employment Relations Programme is specially designed to equip you with the knowledge and techniques necessary to manage relationships between knowledge employees, their unions and employers. OBJECTIVES Acquire working knowledge of the relevant theories, legislation and practices on change management, human resource and organisational development, compensation management, tripartism and industrial relations Increase awareness of international employment practices Enhance participants' analytical and thinking skills by integrating theory with practical issues and experiences Forge better labour-management relations at company level, and tripartite partnership at national level through sharing of real-life workplace situations >> PROGRAMME FEATURES << This part-time diploma comprises 10 modules, totaling 300 contact hours, conducted over 16 months. Participants who successfully complete the diploma programme will receive the Diploma in Employment Relations awarded jointly by the Ong Teng Cheong Labour Leadership Institute (OTC Institute) and SIM University (UniSIM). EXEMPTIONS Applicants with relevant diploma or degree qualifications from recognised institutions may apply for exemptions of up to 2 modules from modules offered under Phase 1 of the programme. FOR WHOM The Diploma in Employment Relations is specially designed to be practice-oriented for personnel who have responsibilities or an interest in the industrial relations and human resource management functions - trade union leaders and members, industrial relations officers, supervisors, personnel/hr executives and managers. TEACHING RESOURCES Lecturers are drawn from: National University of Singapore o Faculty of Business Administration Singapore National Employers' Federation National Trades Union Congress Ministry of Manpower and related Government Agencies Experienced and qualified practitioners TEACHING METHODOLOGY Teaching methods for the programme include lectures, reading assignments, individual and small group work using case studies, discussions, short assignments and projects. A system of continuous assessment is used to ensure that students are able to cope with the rigorous programme of studies that culminate in a final written examination after each module which constitutes 50% of the grade. EXAMINATION POLICY Participants must have an overall average attendance of at least 75% of the programme to be eligible to sit for the written examination. Participants who did not manage to pass the examination have to take the reexamination together with the next intake. Participants who pass the re-examination will only be given a Pass grade (D grade). Participants who fail the re-examination will have to repeat the module and pay a prorated fee of $380 per module. There will be no re-examination for repeat students. >> ENROLMENT & ADMINISTRATION DETAILS << ADMISSION CRITERIA Applicants should: Have GCE "A" Level (with at least 2 Advance level passes and 2 Ordinary level passes including General Paper) or its equivalent; Be at least 22 years old at the date of programme commencement; Preferably have at least 2 years of full-time relevant work experience; Be proficient in both written spoken English; Have, in lieu of GCE "A" level, other qualifications or experience in trade union work; Such candidates will be considered on a case-by-case basis; Be either ordinary or general branch members of unions affiliated to NTUC OR individual members/staff of corporate members of SIM. The Diploma Advisory Committee in Employment Relations will do the selection of candidates. 4
APPLICATION There are two intakes a year commencing August and November. Where the application period ends on a public holiday or a Sunday, the closing date for applications will be the first working day following the stated closing date. CLASS If the class is less than 20pax, OTCi has the right to cancel or postpone the programme. The maximum class size will be 35 for each intake. SCHEDULE Classes will be held twice weekly in the evenings from 7pm to 10pm and on some Saturdays from 9am - 5pm at the Ong Teng Cheong Labour Leadership Institute, No. 1 Marina Boulevard, #10-01, One Marina Boulevard, Singapore 018989. COURSE FEE To encourage joint participation in the OTC Institute - UniSIM Diploma, the Skills Development Fund (SDF) has in the past supported the same level of funding for union and management participants in the course. Companies sponsoring management staff who are not ordinary or general branch members of unions affiliated to the NTUC have to pay the full course fee of $3,800 plus GST and seek funding assistance from the Skills Development Fund. Union members should get in touch with OTC Institute at Tel: 6213 8133 on prevailing arrangements for union members regarding payment of fees. The fee covers lectures, course materials and examination. No refund will be given for modules that are granted exemption. WITHDRAWAL AND DEFERMENT Should you decide to withdraw or defer paying the course fee, you are required to inform OTC Institute in writing, stating your reasons for withdrawal or deferment. If written notice for deferment or withdrawal are given at least one week before course commencement, a refund of 90% of the course fees would be given. NO REFUND will be given for deferment or withdrawal made thereafter. 5
