Job Description Job Title: Location: Responsible To: Commissioning Manager St Martin s Place, Bath Road, Slough Director of Finance and Resources The Organisation Slough Childrens Service Trust is a new and innovative company delivering Children's Safeguarding and Social Care Services in Slough. It is a challenging but highly rewarding field of work making a real and positive difference to the lives of Children, young people and their families. Purpose of Role 1. Provide business acumen and understanding of the principles that inform enterprise, market management and commercial decision making. 2. To lead and manage a small but dynamic commissioning function that incorporates the development of an internal and external business interface. 3. Manage and oversee the strategic and operational commissioning functions including contract compliance and some ancillary finance and Direct Payment functions. 4. Create and direct commissioning and purchasing strategies using a business and project management approach, enabling the Trust to meet its statutory duties and commercial and business interests. 5. Take the lead role in identifying, promoting and managing joint and collaborate commissioning opportunities. Act as the Trust s representative when interfacing with external business interests and internal stakeholders.
6. Protect the business and financial interests of the Trust through the generation of accountable commissioning and contracting processes that protect the financial, legal and reputation of the Trust. 7. Report to the Director of Finance and Resources. Main Accountabilities 1. To lead and advise the Trust on business opportunities, develop commercially viable initiatives and cultivate a culture of enterprise and opportunity. 2. Be accountable, and hold responsibility for the Trust s Commissioning function and its business activities. 3. nsure the Trust s financial requirements and statutory duties form the core of all commissioning activities. Balancing quality and price with an identifiable need and demand on services. 4. Delegate commissioning and work activities, manage staff, oversee the monitoring of commissioning projects and supervise staff on a day to day basis. 5. Oversee the delivery of commissioning advice and market intelligence to enable the Trust to achieve the best service outcomes for Children at the most economically advantageous price achievable. 6. Develop, build upon and maintain a commissioning work plan that links with the strategic direction of the Trust. 7. nsure all commissioned services are person centred, promote end user choice and are compliant with the standards and requirements set by the inspectorate.
8. Safeguard the voice of the Child, ensuring Children and families are included and consulted in the commissioning process. 9. Work collaboratively and communicate effectively with colleagues across the Trust, Slough Borough Council and all external agencies. 10. Chair meetings including internal multi disciplinary, external and stakeholder meetings that may include NHS Trust s (Continuing Health Care), Clinical Commissioning Groups (CHC), Slough Borough Council and other statutory agencies. 11. Work flexibly and be willing to travel to meetings when required. 12. Undertake a range of other duties commensurate with the role of a Commissioning Manager. A Snapshot of the Benefits Salary 49,480 to 54,503 (inclusive of local weighting) Pro Rata Annual increments are paid on 1 st April each year subject to 6 months service and satisfactory performance. Annual Leave The annual leave year runs from 1 st April to 31 st March and increases with your length of service. FT entitlement based on continuous local government service: Years Service Up to 2 years ntitlement Total including Bank Holidays 25 33 2-5 years 29 37 5+ years 32 40 Pensions The Trust uphold the Local Government Pension Scheme (LGPS). Hours of work are 22.2 29.6 hours per week, 5 days a week. The Trust encourages flexible working, part time working and job shares. Mileage We reimburse all business mileage. We currently pay 45p per mile for the first 10,000 miles. Childcare If you require childcare, Slough s Children s Centres provide a range of childcare services. The Trust also provide Computershare childcare vouchers and staff may use them at the centres. Subscriptions If you are employed in a Social Work role the Trust will pay for your HCPC registration. Transport Loans The Trust offer all our staff an interest-free loan to buy an annual railway, London Underground or bus season ticket to cover travelling from home to work.
