General idea of the first Step for Leakage Prevention Items Leak Survey Leakage Repair Minimum Night Flow Measurement If not, prepare below. Establish survey team / Prepare suitable leak detecting equipment / Design a leak survey plan / Make pipeline map book and coloring in the mesh / Review and evaluate current plan Establish repair team / Build quick contact and repair system after finding the leakage Create DMAs and install water meter and mother meters / If cannot install mother meter, use ultrasonic flowmeter 27

Specific plan for Leakage Prevention Install the Water Meter - Surface leak is in need of repairing immediately - Move to flat rate to metering Rate 24 Hours Water Supply - Develop new resource, DMA, etc. Distribution Water Analysis - Establish the prevention Plan - Decide the target value and target year NRW Reduction Action - Leakage detection, Replacement, Repairing and etc. Improvement of Customer Satisfaction - Return to NRW reduction if not satisfied 28
