Individual Contractor (International) Poverty-Environment Initiative Consultant (Communications and Programme Support) English 3 January to 30 June 2018 for a maximum of 130 working days BACKGROUND The Poverty-Environment Initiative of the UN Development Programme and UN Environment is a global UN-led programme that supports country-led efforts to mainstream pro-poor environmental and climate change issues into national and sub-national development planning, budgeting and investment management systems. The Initiative assists government partners to strengthen institutional and technical capacity with the aim of influencing policies and investments in environmental sustainability and poverty eradication. The Initiative works with relevant government ministries including planning, finance and environment, and with other relevant actors at the country level such as leading practitioners and knowledgeable organizations, civil society, and the private sector. PEI has extensive experience in nearly 30 countries in pioneering an integrated approach to core development planning, budgeting and investment management. PEI has produced global and countrylevel knowledge products on integrating environmental sustainability and climate change into national, sectoral and sub-national development planning and budgeting as well as in managing social and environmental impacts of investments in natural resources (refer to www.unpei.org). For instance, the Handbook on Mainstreaming Environment and Climate for Poverty Reduction and Sustainable Development (2015) provides the rationale and general approaches for poverty-environment mainstreaming. PEI in Asia Pacific has been developing communications and knowledge products since its first phase. The programme has produced country level videos (shared on the PEI YouTube channel), publications, policy briefs that are all available on the PEI website. Dedicated pages to country programmes on the website, social media channels on Facebook, Twitter and YouTube and mailing lists have been used to disseminate content on poverty-environment issues, results from the programme, impacts of policies and plans and acknowledge partnerships. Achieving the SDGs is a very complex policy challenge, which includes the inter-linkages between the social, environmental and economic dimensions of sustainable development. A large number of countries are requesting UN support for achieving the SDGs in an integrated manner. PEI has valuable knowledge and lessons learned in operationalizing an integrated approach to inform the SDGs implementation process. With the adoption of the new 2030 Sustainable Development Agenda, there is an increasing need to document and share PEI s experiences and lessons learned in a way that is relevant to country-level efforts for achieving the Sustainable Development Goals. Communicating in the context of the SDGs is an opportunity that PEI can leverage. Demonstrating the trade-offs between goals, highlighting nexus issues that speak to multiple goals and drawing attention to good practices by countries on the road to the SDGs- these will be the niche of PEI s communications activities closing this phase and looking forward. 1

DUTIES AND RESPONSIBILITIES Scope of Work The purpose of this assignment is to undertake targeted communication activities, knowledge management activities and provide programme support functions for the PEI regional team and for three country teams (PEI Bangladesh, PEI Bhutan, PEI Nepal) in the closing phase More precisely, the Consultant will be required to complete the following tasks: (i) (ii) (iii) Regional Communications: a) Finalize and disseminate regional communications products produced in 2017 and in early 2018 b) Produce case studies/ human impact stories for the progress report and website c) Produce web-stories on the successes of the PEI programme for dissemination on the website and to internal and external audiences d) Develop and implement a social media strategy and related content for PEI Asia Pacific s results, in collaboration with UNDP and UN Environment digital platforms Regional Knowledge Management a) Provide support to the drafting, review, design and update of the 2017 annual progress report b) Support to the review of the regional data sheet for 2017 progress reporting c) Input into UN Environment Asia Pacific s annual progress reporting system d) Provide inputs to the development of the global SDG Tools compendium and ensure that Asia Pacific s tools and results are well captured in the global database e) Update and disseminate the Asia Pacific Spark page for the SDG Tools Compendium and disseminate the SDG narrative document among audiences and partners f) Facilitate any design and dissemination for PEI Regional Knowledge products including the Poverty-Environment Accounting Framework, SDG Tools Compendium, Mining paper etc. g) Produce and disseminate regional policy briefs built on key PEI tools and results that will be sustained h) Provide inputs in drafting, editing and designing final project review report as necessary Country level Communications, Knowledge Management and Programme Management Support a) Follow up and provide inputs and review of country level progress reports b) Follow up and monitor activities of three countries based on the 2018 Annual Work Plans c) Provide support to internal project review process of countries as necessary d) Produce country level communication products or knowledge products e) Strategize with country teams to disseminate existing communication products better among in-country audiences with the support of UNDP Country Office Communications Officers 2

f) Produce human impact/ success stories with testimonials for web and progress reporting submission g) Support country level knowledge management activities- in organizing knowledge products, exploring knowledge management databases to store, access and disseminate key documents and knowledge products with the support of UN Environment and UNDP Country Offices h) Provide support with TORs or stock-taking for the new project preparation as necessary Expected Outputs: (i) 2017 Annual Progress Report and Human interest stories (ii) Regional Website Updates (iii) Social Media Strategy and Content/ Postings and follow-up summary (iv) 3 web-stories on PEI Website and 2 instances of content shared on UNDP and UN Environment channels (v) Upload all documents from country teams on the PEI Website (vi) Inputs to UN Environment progress reporting (vii) Inputs to Global SDG compendium (viii) Bhutan video bytes shared on website and social media (ix) Bhutan SEA Communications Strategy Inputs (x) Bhutan MRG stories- 2 articles (xi) 3 Policy briefs (xii) Knowledge Management Plan for 8 countries (xiii) Bangladesh- brochure/ communication product on PEAF accounts (xiv) EFLG Lessons Learned Brochure and 2 webstories (xv) Dissemination of videos and brochures produced in 2017 (xvi) Web story on Myanmar s integrated mining assessment (xvii) Inputs to internal project review TORs and reports of 3 countries (xviii) Inputs to Final Regional Project Review Report (xix) Mining paper- designed/ disseminated Institutional Arrangement Under general supervision of the Asia-Pacific Regional Team Leader, Inclusive Growth and Sustainable Development, the consultant is required to work in close consultation with and under the guidance of the Regional One UN Coordinator and Advisor for Strategic Policy and Programmes, UN Environment responsible for the UNDP-UN Environment Poverty-Environment Asia Pacific. The consultant will work team members of the Asia-Pacific UNDP-UN Environment Poverty-Environment Initiative based in Bangkok, the PEI country teams and liaise with the PEI Global Team in Nairobi. Duration of the Work The contract will cover a period of 3 January to 30 June 2018 with a maximum of 130 working days. The exact delivery and sequence of the products will be determined in discussion with the UNDP-UNEP Poverty-Environment Initiative and respective assigned focal points for the various products. REQUIRED SKILLS AND EXPERIENCE Educational Qualifications: Advanced university degree (at Master level or equivalent) in Communications, Journalism, Online Media, Video Production, Sustainable Development or related field is required. A firstlevel university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Experience: Minimum 3 years of experience working with UN or INGOs, At least 2 years of experience in designing communications products and strategies for development or environment related projects, including the use of social media. Experience in storytelling, video editing and production, film and photo editing. Experience in web content development. Proficiency of Adobe Illustrator/ Photoshop/Indesign. Requirements: Fluency of English language is required. Incumbent is required to carry his/her own computer, production equipment and software. Price Proposal and Schedule of Payments Consultant must send a financial proposal based on a Daily Fee. Consultant shall quote an all-inclusive Daily Fee for the contract period. The term all-inclusive implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC s duty station) should be identified separately. Payments shall be done monthly based on actual days worked, upon verification of completion of deliverables and approval by the IC s supervisor of a Time Sheet indicating the days worked in the period. In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources 4

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed. EVALUATION Criteria for Selection of the Best Offer The criteria which shall serve as basis for evaluating offers as follows: Combined Scoring method - where the application will be weighted a maximum of 70%, and with the price offer weighted a maximum of 30%.
