Regional Transport Action Plan (RTAP) for the Mediterranean 2007-2013 1. Developing the EuroMediterranean transport network & promoting economic integration among Mediterranean partners Priority actions in the transport sector for the period 2007-2013 approved by the Mediterranean partners; Road map for transport cooperation with a view on establishing a well-functioning transport system to support economic growth and integration in the Mediterranean; 6

Regional Transport Action Plan (RTAP) for the Mediterranean 2007-2013 2. Annex A: list of infrastructure projects (not definite) based on recommendations of High Level Group which need financing; Annex B: Set of 34 actions in different transport sectors (maritime, road, rail, civil aviation and Galileo applications) & targets on regulatory (institutional) reform (including social and environmental considerations) and infrastructure network planning and implementation. The RTAP is being implemented by Euromed Transport Ministerial conference, EuroMed Transport Forum and working groups, country programmas (bilateral actions) and multicountry programmes (regional programmes) and financed 7 by ENPI.

EuroMed Transport Forum under auspices of the Union for the Mediterranean Since July 2008 the EuroMed Transport regional cooperation is placed under the Union for the Mediterranean (Egyptian & French co-presidency); The Union for the Mediterranean should lead to cooperation with more co-ownership by all participants & visibility for the citizens; A number of key-initiatives (projects) fulfil these criteria - financing for these projects should be put in place asap; Tranport key initiatives: - Maritime highways (Motorways of the Seas) with specific attention to maritime safety and security; - Land highways to facilitate flow of goods and people (e.g. coastal highways and railways) Awaiting the appointment of Secretary General and establishment of the secretariat (Barcelona, Spain). 9

Support to establishing a regional dialogue, identifying infrastructure priority projects and developing a Mediterranean transport network EuroMed Transport contract - (2003/2009-9,7M ) CETMO contract (Centre d'etudes des Transports pour la Méditerranée Occidentale) (2009/2011 1.5 M ) New EuroMed Transport Main contract (2010-2012 4.5M ) - Finalizing short list of transport infrastructure projects which require secured and fast financing; - Adopting the so-called Trans Mediterranean Transport Network based on recommendations of the HLG, ECSWA, UMA & TINA; - Monitoring the progress of the beneficiary countries in overall reform of the transport sector. 12

EuroMed Transport Regional Programmes 4. Proposal for a Trans-Mediterranean Transport Network (9/2009) 13

Financing regional & bilateral cooperation 1. All new EuroMed Regional Cooperation is financed by the European Neighbourhood Policy Instrument (ENPI) (replacing MEDA programme & managed by DG AIDCO) Approx 12bn for 2007-2013 (+32% increase with previous period for all 14 countries/for all sectors); 2011-2013: 2.8bn ENPI South total regional projects (including EuroMed Transport Programmes) 2007-2010 = 343.3 M / 2011-2013 = 288 m ENPI South main focus on country programmes (bilateral actions supporting country s priorities and largely implemented by EU Delegations): e.g. Tunisia 2011-2013 = 240 M 14

Financing regional & bilateral cooperation 2. Emphasis on a country s needs laid down in strategy papers and indicative programmes covering country, regional and cross-border programmes. Actions defined in regional cooperation (RTAP, EuroMed Transport Forum) need to be further implemented by bilateral programmes (e.g. TWINNING): regional and bilateral cooperation needs to be complementary 15

To be implemented by EuroMed Transport Forum Working Group on GNSS and regional programmes GNSS I and II RTAP Action 27: Mediterranean countries should continue to collaborate with the EuroMed GNSS projects and liaise with the GALILEO Euro-Mediterranean Cooperation Office (GEMCO). The Mediterranean countries should also liaise with the European Commission regarding the progress and opportunities related to the gradual introduction of European GNSS services in the region as of 2011. 16
