Taking Stock National Cleaner Production Centres (NCPCs) Established to foster adaptation and adoption of Cleaner Production 1. Information and awareness creation 2. Professional training 3. Plant level assessments and demonstrations 4. Policy advice 5. Technology transfer and investment Programme launched in 1994 and expanded to 47 countries 3

Major outputs and outcomes Outputs: Enterprise level: energy, materials, chemicals & waste management savings and reduced environmental impacts National level: core institutional capacity on CP and CP integration in policy and tertiary education Regional level: cooperation and experience sharing through knowledge management networks Outcomes Professional and institutional capacities, improved enabling environment in 47 developing and transition countries RECP makes good business sense as a cornerstone for Green Industry and Green Economy Developed resource and knowledge base on RECP applications, policies and tools Facilitated effective partnership between government, business sector and civil society, at national and international level, South-South and North-South 4

Lessons Learned 2007/8 evaluation confirmed: Success in: Putting CP on the agenda of businesses and government Training of professional CP auditors Implementation of CP options in companies Policy change and technology transfer in several countries Rising relevance and potential for greater impact Need for more programmatic approach to scale up and mainstream RECP Need for a Multi-pronged approach Give RECP strategic priority in national development policy and international collaboration Develop, implement and enforce policies and regulations Make technology, products and finance available Use available resources and experiences, including NCPCs and RECP Network 5

Moving forward RECP Programme Resource Efficient and Cleaner Production Continuous application of preventive environmental strategies to processes, products and services to increase efficiency and reduce risks to humans and the environment RECP addresses three sustainability dimensions individually and synergistically : Production efficiency Through improved productive use of natural resources by enterprises Environmental management Through minimisation of the impact on nature by enterprises Human development Through reduction of risks to people and communities from enterprises and supporting their development

o o o o Description: To enhance country capacities to assist SMEs develop and implement RECP programmes that will result in reduced manufacturing costs, lower pollution and improved health and safety performance. Timeframe:1 year, piloted in Ethiopia and Vietnam Partners: NCPCs and Ministries of Industry and Environment Working with SMEs: (1) Promoting resource efficiency in SMEs Activities: national needs assessment; country T-o-T and industries; interactive toolkit; industrial assessments; industrial RE improvement plans PRE-SME Toolkit: To broaden the substantive scope of the available toolkits from CP to RE covering both provisioning and the regulation function of the ecosystem Ensures the systematic and integrated application of RE, Cleaner & Safer Production in SMEs; Provides flexible sets of tools and guidance that facilitate a step-wise implementation of RECP by SMEs (CEOs, Operations Managers). Serves as a basis to provide capacity building training for industry support service providers in developing countries 11

Working with SMEs (2) Responsible Production Prevention of chemical accidents, with APELL and a b-to-b approach, promoting risk communication along value-chain Responsible Production Handbook piloted inthailand (Chemical Sector) and Peru (Mining Sector) identify and understand hazards and risks related to company products and operations; identify opportunities for reducing risk and costs; identify and engage with business partners and communities to improve safety and preparedness for accidents with chemical products; promote risk communication and product risk information along the value chain; train workers and business partners in chemical safety; improve procurement systems to include chemical safety management; measure and communicate performance in a transparent way. 12
