Overall job purpose - Manage the delivery of a compliant, professional HR business service for WMAT. - Develop and implement HR strategies which support the delivery of WMAT strategic priorities - Provide the strategic and professional leadership of HR within the Trust, including the development and implementation of an annual HR plan and leadership of the Trust HR team - Ensure that WMAT is operating within a legally robust HR policy and procedural framework, that is fit for purpose - Ensure that WMAT is operating within the regulatory framework for pension provision and robust procedures are in place for pension administration - Provide robust professional advice and clear recommendations for action to the CEO and other key liaisons, in all aspects of HR policy and practice - Work to ensure that outstanding HR management and practice becomes embedded within the Trust Page 1 of 7
2. Key Tasks & Responsibilities HR Strategy Develop and implement an annual plan for HR in line with the Trust s strategic aims Lead on the staff pay and benefits strategy. Assist with the internal communications strategy. Developing the WMAT team Work in partnership with Trust central staff and Principals/Headteachers to develop WMAT as an excellent place to work, able to attract, recruit and retain the best staff. Develop and ensure the appropriate delivery of an induction process for all new WMAT staff Lead on the provision of support and advice to the Trust and school leadership teams on HR related issues as required, including providing professional developmental support to senior and middle leaders, in all aspects of HR including the application of Trust policies Work with the WMAT CPD Manager and other managers to assist in identifying and fulfilling training needs Supporting our schools Manage the provision of advice and guidance to WMAT managers in relation to all HR matters, utilising the Trust s retained legal support as necessary Manage the HR support team to deliver a responsive, effective, professional internal HR service for WMAT Lead on casework and employee relations and support on behalf of the Trust, liaising with legal advisors and trade unions as appropriate. Support the CEO and Principals/Headteachers in working constructively with the Joint Consultative Committee Develop and maintain the WMAT recruitment strategy and provide overall management of the process Ensure value for money is achieved in the procurement of HR related services and contracts Page 2 of 7
Manage the administration of Teachers Pensions, Local Government Pension Scheme and any other pension scheme offered by WMAT in line with Pension Regulations to ensure member records are updated, maintained and accurate Systems and Processes Produce a regular HR data dashboard for the Trust and provide written and verbal HR reports to the CEO, the Trust s Board of Directors and its committees as required Lead and oversee the implementation and continuous improvement of HR systems and processes, including payroll processing, pension arrangements, recruitment, absence monitoring and OH referrals, performance management and appraisal, and other operational areas Manage the central HR budget Manage HR MAT documentation including staff contracts, policies and procedures, forms, staff handbook, etc. ensuring that they are regularly reviewed and updated and compliant with employment legislation, safer recruitment etc Ensuring compliance Ensure that relevant legislative and educational employment knowledge is kept up to date within the Trust and wider school HR teams, advising on the interpretation and implementation of changes to ensure that all policies and procedures are up to date and legally compliant Implement and maintain a set of legally compliant Trust HR policies, ensuring these are reviewed and updated regularly in the light of changing legal and safer recruitment requirements Ensure that the Trust is compliant with equality legislation, in terms of arrangements for pay and conditions across its academies, giving professional recommendations and implementing action plans to address any inconsistencies of approach Provide HR input into WMAT projects and organisational changes including the management of TUPE Provide HR support for the process of schools joining the Trust Ensure WMAT compliance with the requirements of Safer Recruitment Ensure that HR record keeping including the Single Central Record is accurate and compliant across the Trust Page 3 of 7
Oversee statutory returns in relation to HR e.g. School Workforce Census Ensure WMAT compliance with pension regulations General Data Protection and Safeguarding Work within the requirements of Data Protection at all times Understand your responsibilities in relation to Safeguarding and child protection and how to highlight an issue / concerns Remain vigilant to ensure all students are protected from potential harm General The post-holder will be expected to undertake any appropriate training provided by the Trust to assist them in carrying out any of the above duties. The post-holder will be expected to contribute to the protection of children and young people, as appropriate, in accordance with any agreed policies and/or guidelines, reporting any issues or concerns to their immediate line manager. The post-holder will be required to promote, monitor and maintain health, safety and security in the work place.
