REFERENCE: EOI/1138/2015 Date: November 03, 2015 Dear Sir / Madam, United Nations Development Programme in Belarus (UNDP) invites companies to submit Expressions of Interest in participating in the subsequent tender exercise for the procurement, installation and commissioning of basic and auxiliary equipment, automatic process control systems for pulp and recirculated pulpwater cleaning, storage and transportation for the office paper production from wastepaper on a turnkey basis, Borisov, Republic of Belarus. а) Background Project Goals, Objectives, and Activities Project Supporting the Transition to a Green Economy in the Republic of Belarus funded by the European Union and implemented by the United Nations Development Programme, No. 00081657. Overall goal: Supporting the Republic of Belarus in generating green economic growth, including environmentally sustainable and economically feasible use of natural resources, promotion of green production and green consumption patterns, green jobs creation, changing target group s behavior towards greater environmental sustainability. This goal will be achieved through addressing the following objectives: 1. Expanding public knowledge of the principles and ideas of green economy. 2. Developing green economy in the regions through implementation of pilot initiatives in waste management, water management, biodiversity conservation, ecotourism, creation of eco-info centres, etc. 3. Creating effective partnership and joint action mechanisms for NGOs, local administrations and businesses to implement economically feasible projects based on green growth ideas in such areas as waste management, ecotourism, conservation of biodiversity (aimed at bird or fish conservation, activities at wetlands etc.), renewable energy promotion, etc. 4. Effective project management. One of the pilot initiatives within the project is organization of office paper production from recovered materials. The pilot initiative is aimed to conserve forest resources used in the production of paper through reducing the use of pulp and expanding the use of waste paper as feedstock. One of the objectives of the initiative is to develop technological capabilities for production of office paper by advanced processing of recycled pulp in the Republic of Belarus.

The project partner for implementation of the pilot initiative is Unitary Enterprise Paper Mill of Goznak. The company was founded in 1902 and currently produces over 200 types of paper. The company currently processes secondary paper stock (wastepaper) in the amount of 1-1,5 thousand tons per year. But because there is no special equipment and mechanisms the received printing paper is of low quality, label paper and other types of paper are of low grade. The Paper Mill has production capacities as well as potential and capacities for their extension. In 2013-2014 the Paper Mill acquired separate units and mechanisms for waste paper processing in order to obtain office paper. This increased the volume of the processed waste paper and allowed to improve the quality of the received paper. But presently there is a need to add other units and mechanisms in order to get a full-scale line on waste paper processing and obtaining of high quality office paper. After procurement and installation of the whole complex of the required equipment the production of office paper from waste paper will reach 2000 tons per year. This will help to satisfy the demand of Belarussian consumers in office paper by means of local production. Moreover, the procured equipment will provide high ecological and economical standards. b) General instructions and documents to be submitted by an interested company: United Nations Development Programme in Belarus anticipates issuing a corresponding ITB for the procurement, installation and commissioning of basic and auxiliary equipment, automatic process control systems for pulp and recirculated pulpwater cleaning, storage and transportation for the office paper production from wastepaper on a turnkey basis, Borisov, Republic of Belarus. The aim of this Expression of Interest is to identify potential bidders with capacity to supply the equipment and materials specified in Annex No.2. Potential suppliers should forward their EOI along with attached documents by email ONLY (max. 7 MB per email message with no limits on number of messages) to the following address: tenders.by@undp.org. Annex No.2 Reference: EOI/1138/2015 TERMS OF REFERENCE TERMS OF REFERENCE/ TECHNICAL SPECIFICATION for the procurement, installation and commissioning of main and auxiliary equipment, process control systems for pulp and recirculated white water cleaning, storage and transportation for the office paper production from wastepaper on a turnkey basis. The procurement of equipment is conducted within the framework of Project Supporting the Transition to a Green Economy in the Republic of Belarus funded by the European Union and implemented by the United Nations Development Programme, No. 00081657. The procurement of equipment is to be implemented in two stages. Stage 1 is carried out at the expense of the funds of the Unitary Enterprise Paper Mill of Goznak. So far the first stage has been completed. Stage 2 is being implemented within the framework of the Project Supporting the Transition to a Green Economy in the Republic of Belarus funded by the European Union and implemented by the United Nations Development Programme, No. 00081657. Works conducted by Unitary Enterprise Paper Mill of Goznak in the framework of Stage 2 are indicated in Annex 3. Functional designation: cleaning of waste paper pulp (secondary paper pulp) from polluting particles, storage of pulp and its transportation as well as cleaning of recirculated white water from suspended solids with using automatic process control systems. Location: a site in the area of the Unitary Enterprise Paper Mill of Goznak (State Mark) (Borisov, Minsk region) with the specifications indicated in Annexes 8, 9. Type of manufactured products: base for office paper of mark С according to TU of the Republic of Belarus 14498831.016-98; paper for producing exercise-books with basic weight 57 gr/m 2 and other types of printing paper with basic weight 50-120 gr/m 2 according to TU BY 600017868/062-2012; offset paper with basic weight 50-120 gr/m 2 according to GOST 9094-89. The Bidder shall carry out all works for complete integration of the automation system of the process line at stage 2 of the project into the existing system of automation of the process line, carried out at stage 1.

Legislation requirements: a participant of the bidding (tender) call would supply equipment and carry out works according to the technical normative and legal acts in force in the Republic of Belarus.
