INTRODUCTION The goal of the African Resource Centre (ANRC) is to help maximise the development outcomes derived from African natural resources. This will be done by providing independent advice and technical assistance to RMCs in order to ensure sustainable development and management of natural resources, while increasing the impact of the Bank Group s activities in the sector. Its activities cover both renewable and nonrenewable natural resources. The scope of work of the ANRC is underpinned by the following pillars (core functions): Advisory services and technical assistance to RMCs Capacity building of Natural Resource Management (NRM) institutions 1
Knowledge generation on NRM Advocate sustainable development of African Natural Resources. 2. POSITION INFORMATION: Reporting to ANRC Advisor to the Director, the incumbent shall provide assistance to the department in collecting and analysing data, conducting literature and media research to inform ANRC s activities, preparing reports and presentations etc. 3. DUTIES: a) Data Collection and analysis. In liaison with other relevant Bank departments, collects various forms of data pertaining to areas of operation of the ANRC. b) ANRC Library. Making use of the facilities offered by the Bank s Resource Centre and the internet, Collects and serializes titles of publications on natural resources as the basis of ANRC library c) Technical Research. Independently conducts policy research as required d) Data Analysis. Conducts data analysis. Interprets, presents data through charts, graphs and other visual forms; draws conclusions, and discusses with ANRC staff. e) Report and Presentation Preparation. Assists in preparing various reports as needed in ANRC. f) Performs other tasks as assigned by the supervisor 4. MANAGEMENT/SUPERVISION OF THE CONSULTANCY The Consultant will work independently, under the immediate supervision of the ANRC Advisor to the Director for this undertaking. 5. DURATION OF THE ASSIGNEMENT: The consultant will work on a fulltime basis for a period of six months, from 1 st April to 30 September 2014. 6. REQUIRED QUALIFICATIONS AND EXPERIENCE : At least a Master s degree (or its equivalent) in in economics, international development or sciences related to natural resources; Be a national of one of the member countries of the Bank; Minimum of two years and a maximum of five years of experience in policyrelated research and analysis. Specific background in natural resources policy/consultancy/advisory and/or statistical experience would be advantageous 2
Be under 32 years of age; Competent in the use of MS Windows (Word, Excel, Access, PowerPoint, and web tools); other quantitative and econometric packages an advantage. Fluent in English, with preferably a working knowledge of French. Strong quantitative and analytical skills are essential, and good interpersonal skills, well organised, able to work independently with minimal supervision as well as part of a team. written and verbal communication skills. 7. REMUNERATION OF THE ASSIGNEMENET: The Consultant will be hired for a period of six (6) months and paid a lump sum per month following the schedule and conditions to be negotiated with the recruiting unit. The consultancy will take place in Tunis, Tunisia and requires regular full time presence in the Bank s offices. Field missions might occasionally be required. In such case, cost of travel and per diem will be covered in line with Bank s rules. The consultant will be granted 2 days of leave per month, or 12 days cumulative for the duration of the assignment.
