EUROPEAN COMMISSION DIRECTORATE-GENERAL JOINT RESEARCH CENTRE Directrate B Grwth and Innvatin Circular Ecnmy and Industrial Leadership Seville, 6 th April 2018 Level(s) testing phase Guidance and rules fr selecting indicatrs A brad range f building prfessinals are encuraged t participate in the testing f Level(s), the cmmn EU framewrk f cre sustainability indicatrs fr buildings. The test phase prvides an pprtunity t participate in the refinement f a tl that will enable mre building prjects t cntribute t Eurpean envirnmental plicy bjectives, as well as enabling buildings t be healthier t live and wrk in, less cstly t run and maintain, and which are futureprfed against ptential financial and peratinal risks t perfrmance. 1. Adapting Level(s) t each test team's experience and pririties Level(s) is designed t be accessible and useable by as many ptential users as pssible frm thse just starting t assess the envirnmental perfrmance f buildings t thse wh are experts with many years f experience. In ttal, it cnsists f eight cre indicatrs, cmplemented by six life cycle tls which include the ptin t make a full Life Cycle Assessment (LCA). Fr less experienced testers wh are nt accustmed t carrying ut envirnmental perfrmance assessments f buildings, there is the pssibility t start with the Level(s) 'minimum reprting requirements'. These cnsist f five cre indicatrs that address the mst fundamental aspects f perfrmance, tgether with a recmmendatin t try and start t use ne additinal cre indicatr and a life cycle tl. Fr testers that have mre experience, there is the ptin t add a selectin f mre advanced indicatrs and life cycle tls t their test. The pssibilities fr 'ptinal additinal reprting' encmpass: Three additinal cre indicatrs, Six life cycle tls, cnsisting f: - Cmpilatin f the Bill f Materials fr a building - Three scenaris fr a building life span, adaptability and decnstructin - One scenari fr future climate change - A cradle t cradle Life Cycle Assessment (LCA) These indicatrs and life cycle tls are mre challenging but will prvide testers with a mre cmprehensive understanding f the life cycle perfrmance f a building. They will als make a cntributin twards a mre circular analysis apprach t buildings. A brief descriptin f the minimum and ptinal reprting pssibilities, and where t find guidance and reprting frmats, is prvided in this nte. The indicatrs and tls selected, the Level at which yu will use the indicatrs and tls as well as the prject stage fr which they are being reprted must be recrded using the 1. 1 The can be dwnladed frm the JRC's website here: http://susprc.jrc.ec.eurpa.eu/efficient_buildings/dcuments.html 1

2. The rules fr making yur selectin f indicatrs Testers will select the indicatrs and life cycle tls that they will test in accrdance with the fllwing rules: Minimum reprting requirements: All testers must use these indicatrs. Optinal additinal reprting: Testers may add further indicatrs and als life cycle tls t their test, accrding t the fllwing ptins: Optin 1: Thematic sets f indicatrs and life cycle tls, r Optin 2: Their wn selectin f further indicatrs and life cycle tls. These rules are intended t ensure a thrugh and balanced testing f Level(s). 2.1 The Level(s) test minimum reprting requirements The minimum reprting requirements are made up f: A descriptin f the building t be tested (als referred t in the Level(s) dcumentatin as the 'gal and scpe definitin'), including: the buildings cnfiguratin, details f its lcatin, details n hw it is intended t be used. Results fr selected Level(s) cre indicatrs and tls. The results must be reprted using the Level(s) cmmn reprting frmat, which is in an excel spreadsheet frmat. The cre indicatrs t test are listed in Table 1. Table 1. The Level(s) minimum reprting requirements Part f the Level(s) framewrk Gal and scpe definitin Descriptin What will I need t reprt n? 1. The building and its elements 2. The building type, wnership and market segment 3. The unit t be used fr cmparative purpses 4. Hw the building will be used and the lifespan f its elements 5. The timescale fr the perfrmance assessment Where can I find mre guidance and a reprting frmat? See sectin 1 f 'Hw t make perfrmance 2

Level(s) Cre Indicatrs Which indicatrs shuld I use? 1.1 Use stage energy cnsumptin (primary and delivered energy) 2.3 Cnstructin and demlitin waste and materials 3.1 Use stage water cnsumptin 4.1 Indr air quality (at Level 1) 4.2 Time ut f thermal cmfrt range (at Level 1) In additin t these indicatrs, it is recmmended t use: 2.1 Life cycle tl: Building Bill f Materials (BM) as this can supprt the use f indicatr 1.2. the simplified ptin fr 1.2 Life cycle Glbal Warming Ptential (see Guidance Nte 1.5 in 'Hw t make ) See Macr-bjectives 1-6 in 'Hw t make perfrmance The perfrmance measurement and frmat f reprting fr each cre indicatrs has been cnfigured in a specific manner. The indicatrs functin in a number f different ways, reflecting the different nature f each perfrmance aspect that is addressed within Level(s): Thse that have a single unit f measurement, fr example: Indicatr 1.1 Use stage energy cnsumptin Thse that aggregate data frm different activities n a site, fr example: Indicatr 2.3 Cnstructin and demlitin waste and materials Thse that are a cmpsite f different aspects f perfrmance that must be reprted under ne heading, fr example: Indicatr 4.1 Indr Air Quality The additinal 2.1 Life cycle tl: Building Bill f Materials requires the cmpilatin f data n building elements and their quantities. In all cases, results can be reprted based n either, r bth, f the fllwing: calculated perfrmance: by making an assessment at design stage, based n simulated r theretical values; actual perfrmance: by cllecting real peratinal and in-use data frm a building that is under cnstructin, recently cmpleted and/r ccupied. 2.2 The Level(s) test ptinal additinal reprting Testers wanting t g further than the minimum requirements can, as mentined previusly, chse between tw ptins fr additinal reprting: Optin 1: Thematic sets f indicatrs and life cycle tls which wrk tgether t understand a buildings perfrmance. Optin 2: A free chice frm the range f indicatrs and life cycle tls accrding t yur pririties and interests. The ptinal additinal reprting aspects cnsist f three further cre indicatrs and a number f life cycle tls that can be used t make a mre cmprehensive assessment f a buildings perfrmance: 3

1. Mre advanced indicatrs: Additinal indicatrs allw users t start by mdelling Glbal Warming Ptential ('GWP') and then expand t address a full set f envirnmental impact categries as specified in LCA methdlgies. They als allw life cycle csts t be mdelled, thereby supprting users wishing t mdel bth envirnmental and ecnmic perfrmance alng the full life cycle f a building. 2. Life cycle scenaris: Level(s) prvides a set f simple checklists and scring methds which enable analysis ver the full service life f a building, including its adaptability, decnstructin ptential and respnse t prjected future climatic cnditins. These fur tls can cntribute t a mre circular apprach t analysis f a building. In this way they are intended t supprt users in cnsidering future perfrmance aspects f a building. 3. Life Cycle Assessment (LCA): Mving t the mst advanced indicatr within Level(s), a building's perfrmance can be assessed by carrying ut a Life Cycle Assessment (LCA). This can help building prfessinals t develp a mre cmprehensive understanding f the lng term. perfrmance f a building and its impact alng all stages f its life cycle. 4. Prperty value creatin and risk factrs: This cmpsite checklist and rating tl is designed t supprt prperty valuers and investrs by supplementing their existing data and knwledge, thereby allwing them t better take int accunt the ptential influence f sustainability aspects n value and risk. Testers can either chse a predetermined set f cre indicatrs and tls (ptin 1) r t make a free chice frm thse listed (ptin 2). Optin 1: The Level(s) test thematic additinal reprting An imprtant feature f Level(s) is that it is based n six 'macr-bjectives'. These macr-bjectives reflect EU and Member State plicy bjectives in areas such as energy, material use and waste, water and indr air quality. Their rle is t ensure that all perfrmance assessments made accrding t Level(s) have the ptential t make a clear cntributin t brader Eurpean plicy bjectives. These macr-bjectives frm the basis fr Optin 1. Testers may chse frm predetermined sets f indicatrs and life cycle tls, as listed in Table 2. These sets f indicatrs and life cycle tls cntribute t the different macr-bjectives f Level(s). Each set belw in Table 2 will prvide fr a hlistic, life cycle based understanding f hw a building's perfrmance can be assessed fr each macr bjective. Table 2.
