Job Opportunity: Communications Officer CDEMA Coordinating Unit Competition Reference No. CDEMA-CU/CDM-HIP/10 Application Deadline Date December 13, 2013 Location Organization Bridgetown, Barbados Caribbean Disaster Emergency Management Agency The CDEMA Coordinating Unit (CU) is inviting applications for the post of Communications Officer who will be responsible for the development and implementation of the Comprehensive Disaster Management-Harmonised Implementation Programme (CDM-HIP) communications initiatives to ensure visibility and promotion of the CDEMA, the programme s sponsors and programme activities/results. The Communications Officer will also support the wider Agency communications and visibility initiatives. Open To: Employees of the CDEMA CU; all citizens and permanent residents of CARICOM countries. Merit Criteria: 6.0 QUALIFICATIONS AND EXPERIENCE 6.1 First degree in communications, journalism, public information or related discipline 6.2 A minimum of three (3) years experience in a similar capacity 7.0 SKILLS, KNOWLEDGE AND ABILITIES 7.1 Good knowledge of a wide range of communication approaches, tools and methodologies, including current trends in social media 7.2 Proficiency in relevant software applications including Microsoft Office Suite,

CARIBBEAN DISASTER EMERGENCY MANAGEMENT AGENCY JOB DESCRIPTION Position Title: Division: Reports To: Direct Reports: Communications Officer (CDM-HIP) Disaster Management Division (DMD) Programme Coordinator, CDM-HIP N/A 1.0 FUNCTIONAL RELATIONSHIPS Reports to the Programme Coordinator of the Comprehensive Disaster Management Harmonized Implementation Programme (CDM-HIP) and works in close collaboration with the CDM-HIP team, the Communications Specialist and other staff of the Coordinating Unit (CU) 2.0 SUMMARY The Communications Officer will be responsible for managing the development and implementation of the CDM-HIP communications initiatives to ensure visibility and promotion of the CDEMA, the programme s sponsors and programme activities/results. The Communications Officer will also support the wider Agency communications and visibility initiatives. 3.0 DUTIES AND RESPONSIBILITIES Specifically, the Communications Officer will: 3.1 Work with the Programme Coordinator of the CDM-HIP for the production and publication of documents of the programme. 3.2 Assist with the delivery of Agency s communications and visibility programme, in collaboration with the Communications and Marketing Specialists. 3.3 Produce and submit material on CDM-HIP implementation for the Agency s newsletter and other information products.

3.4 Prepare and ensure timely delivery of accurate and balanced information products, news releases, bulletins, updates etc via the Agency s website, mailing lists and other electronic media in collaboration with Communications Specialist. 3.5 Collaborate with CDM-HIP Team and Communications Specialist on the compilation and maintenance of information kits, end-user disaster readiness packages, newsletters and other publications. 3.6 Support the Agency s public awareness campaigns in collaboration with the Communications Specialist. 3.7 Assists in the orderly operation of the visibility activities of the CDM HIP, in line with established procedures and within established budgets. 3.8 Liaises with collaborating organizations to ensure adequate and timely technical implementation of communications and visibility activities. 3.9 Prepares monthly reports for the Programme Coordinator in keeping with established standards. 3.10 In collaboration with the Programme Coordinator, identify and recommend to the Executive Director, consultants to carry out specific tasks for projects. 3.11 Supervises the execution of relevant performance contracts, proposes contract amendments where necessary. 3.12 Ensures technical documents of assigned projects are fully reviewed, assessment reports prepared and discussed. 3.13 Provides guidance to consultants in the execution of their assignments. 3.14 Support the development of visibility components of Project proposals to advance the sustainability of the Programme outputs. 3.15 Provide support in the maintenance of programme records and documentation. 3.16 Assist in monitoring timelines and costs to ensure that activities are implemented in a timely and cost effective manner 3.17 Prepare and submit Monthly Activity Reports to the Programme Coordinator 3.18 Represent the Coordinating Unit at local or overseas meetings as requested 3.19 Participate in disaster response activities of the agency, as may be required 3.20 Performs such other job-related duties as may be assigned from time to time by the Programme Coordinator or other duly authorized staff member in her absence 4.0 CONDITIONS 4.1 General administrative office accommodation provided 4.2 Institutional support provided through documented rules and regulations, general policy guidelines and through access to available relevant information, resources and facilities 4.3 Position may require periods of travel to CDEMA member states as well as other destinations
