1. PROJECT DETAILS 1.1. PROJECT DESCRIPTION The work entails the following: Internal relocation of different departments and associated equipment. The works will comprise of internal alterations and associated building works ranging across numerous floors within the existing Tower Block. 1.2 KEY DATES Anticipated Start Date 07/07/2014 Anticipated date for completion 19/09/2014 1.3 MOBILISATION PERIOD The minimum time to be allowed between the appointment of the Principal Contractor and instruction to commence work on site is 2 weeks. During this period the Principal Contractor should prepare and submit the Construction Phase Plan to the CDM Coordinator for review. 1.4. WHAT THE STRUCTURE WILL BE USED FOR The newly formed classrooms and IT Office will provide enhanced teaching and office facilities to the LCC. 1.6. EXTENT & LOCATION OF EXISTING RECORDS & PLANS The following existing information is available for reference: Existing Floor Layouts prepared by UAL Estates department; Existing Management Asbestos Surveys Held by the Estate Department; Existing O &M Manuals for previous refurbishment works; Existing Health and Safety Files for emergency lighting and fire alarm upgrade works carried out by Paul Foster in 2008/2009. It is also understood that the Client will required the Principal Contractor to commission a Refurbishment and Demolition Asbestos Survey. The LCC Elephant & Castle 2 GEP Safety Consultants

scope of this commission will also include safe removal and disposal of any Asbestos Containing Materials found within the affected areas. No work stripping out or intrusive work should be allowed to commence in the work areas until the R&D asbestos survey has been completed and the entire works area has been declared safe by the specialist asbestos consultant. Drawings and design proposals submitted to the Principal Contractor at initial tender stage must be developed by the Principal Contractor to ensure that matters relating to structural stability and integrity of the existing building are fully considered before commencement of work on site. 1.7. SURROUNDING LAND USE The designated site is part of the existing multi-storey UAL/LCC teaching accommodation which is set primarily within a mixed used commercial, retail, education and residential environment. The building is located at a very busy A2 roundabout with traffic intersection lights connecting several mains roads from Southwest London to the London South Bank and Westminster. The building is also located very close to the busy Elephant and Castle Shopping Centre and the London Southbank University Campus and therefore shares both pedestrian and vehicular access routes with all of these establishments. The LCC tower block building and its occupants will continue to use the adjoining floors and shared college facilities throughout the period of the works. All adjoining uses and functions will continue and therefore must not be interrupted by the works. 1.8. EMERGENCY SERVICES The Principal Contractor s attention is drawn to the location and presence of the following essential services and facilities that are accessible from the site. 2. CLIENT S CONSIDERATIONS & MANAGEMENT REQUIREMENTS 2.1. ARRANGEMENTS FOR PLANNING & MANAGING THE CONSTRUCTION WORK, INCLUDING HEALTH & SAFETY GOALS FOR THE PROJECT The main health and safety goal is to complete this project in accordance with the requirements of current legislation, health and safety guidance and industry good practice without endangering the health, safety and welfare of the students, visitors or teaching staff. The Principal Contractor need to be mindful of the fact that the University will remain in operation during the works and that there will be limited staff presence on site during the holidays periods (ie Summer Vacation) Mr Brian Harvey (02075146147) will be acting as the key Client contact for this project. Given the extent of use of the adjoining pedestrian and vehicular access routes by locals, visitors, students and staff, the Contractor will be required to plan all vehicular deliveries carefully in order to avoid main pedestrian traffic during the works. A traffic management plan is required to control all vehicular movement. All construction vehicles entering and exiting the site must be controlled by a signaller. Deliveries and movement of materials are to be avoided during the peak rush hours of 8 am to 9.15am when the roundabout and feeder road can become very congested. 2.2. ARRANGEMENTS FOR COMMUNICATION & LIAISON BETWEEN CLIENT & OTHERS All matters that will affect the site and adjoining facilities must be discussed directly between the Client/Principal Contractor on a day-today basis. The CDM Co-ordinator or the client contact should be contacted on matters relating to existing services or information relating to the existing or adjoining facilities. 2.3. ARRANGEMENTS FOR SECURITY OF THE SITE The Principal Contractor should ensure that the designated site access area/compound (at the side of the building) is made and kept secure to prevent unauthorised entry. Specific measures must be taken to prevent visitors from entering site from the loading and unloading yard during deliveries or removals. LCC Elephant & Castle 5 GEP Safety Consultants

Given the location of the site within an occupied building where students will be present, it will be necessary for clear and concise safety signage to be displayed on all doors (from the stairs and lift lobbies) in order to warn the students and staff of the need to keep out of the construction areas. In light of the need to for shared access through internal lifts, corridors and canteen areas it will be necessary for site operatives to wear identity high visibility vest and ID badges at all times. Tools, plant, skips, scaffolding and equipments must not be left unattended in staircases, lifts or lift lobbies. All materials must be stored within the confines of the agreed working areas, external site compound and storage areas only. It will be also necessary to use a banksman when removing debris from the site during normal working hours. In most instances, it is advised to stockpile non-combustible materials and arrange for removal outside of working hours. 2.4. ARRANGEMENTS FOR WELFARE PROVISION Although it is understood that the University has agreed for toilets, canteen areas and other welfare facilities to be shared with the Principal Contractor, the Principal Contractor will remain responsible for ensuring that welfare facilities are provided in accordance with the HSE s construction information sheet No 59 CIS59 (Provision of Welfare Facilities at Fixed Construction sites). Prior to removal of asbestos from the site, Principal Contractor will be required to ensure that removal operatives have access to suitable supply of high pressure water and adequate external space for locating their decontamination unit. Welfare provisions and RAMS containing details of any proposed safe system of work for the purpose of asbestos removal must be obtained and checked by the Principal Contractor prior to commencement. The usual 14 days removal notice is to be served to the HSE prior to removal and it will remain the Principal Contractor s responsibility to check these ahead of commencement. A First Aid box and Accident Record Folder must be available on site at all times. An appointed person is to be charged with the responsibility of providing first aid to operatives, and others who visit the site area. All injuries must be recorded within the Accident Book and reviewed by the Safety Advisors regularly. It will be necessary for the Client to be informed of any accidents and incidents that occur on the site as soon as they occur. LCC Elephant & Castle 6 GEP Safety Consultants

2.5. SITE HOARDING REQUIREMENTS The immediate area of the works, including the Principal Contractor s compound, must be securely contained to prevent unauthorised access. Full height polythene curtains should be provided at door openings leading to the areas being refurbished to prevent dust from spreading into the stairs or lift lobbies. The lift on the far right, which will be used to transport materials from the ground floor rear access, must be fully sheeted and protected against damage and should be kept clean at all times. Any debris or materials spilled into shared corridors must be cleaned immediately. Adequate warning signage and notices must be displayed to warn others of the constructions works and the associate hazards. 2.6. VEHICLE MOVEMENT RESTRICTIONS The site is bounded by Oswin Street (off the A302), A201, A3 and Brook Drive. Vehicular access for the purpose of carrying out the proposed works is therefore likely to be via the small entrance road off Oswin Street which will be shared with staff, visitors, other contractors and local residents throughout the works. All delivery vehicles will be required to have secure covers to prevent materials and debris falling into the main roads and anywhere along the vehicular access routes. Contractors will be required to clear debris frequently at their own cost. 2.7. CLIENT PERMIT-TO-WORK SYSTEMS Any work undertaken outside of the site confines must be undertaken in accordance with a permit-to work system. The Principal Contractor will need to implement a Hot Works permit of all hot works and must obtain a permit from UAL prior to disconnection or isolation of electrical services and any fire alarm systems. 2.8. FIRE PRECAUTIONS, EMERGENCY PROCEDURES & MEANS OF ESCAPE The Principal Contractor will be required to discharge their duties in accordance with the current Joint Code of Practice on the Prevention of Fire in Construction Sites to ensure that fire risks and the potential for damage are assessed and kept to a minimum during the construction works. The Principal Contractor must appoint a competent person who will be responsible for assessing the degree of fire risk and for creating and regularly updating the site Fire Safety Plan during the construction phase. At no time must exit routes from nearby facilities be blocked with the storage of materials, vehicles, rubbish or other items. Emergency routes should be kept clear at all times. Designated routes must be marked on a site plan, which must be displayed in the site office and at prominent points around lift lobby. Emergency routes including staircases must be regularly inspected to ensure that they are kept clear. Clear access must be provided for emergency vehicles at the entrance level all times. Rubbish and waste materials must be regularly removed from site to minimise the risk of fire. Details of the Principal Contractor s emergency procedures for this project should be included in the Construction Phase Plan. H 2 0 and CO 2 extinguishers must be provided nearby at all times and a Hot Works Permit must be enforced during any hot works. 2.9. RESTRICTED AREAS All areas outside of the agreed working areas and site compound will be restricted to the contractor and their sub-contractors unless otherwise agreed with the Client. Parking in roads within the area controlled by the Local Authority will not be permitted other than for the purpose of loading and unloading during working hours. Drivers must remain with their vehicles during such operations. Fire alarms and smoke detectors are present in parts of the site. These will have to be protected and isolated when necessary to prevent false alarms during the works Working hours are to be as agreed, however normally the hours are as follows: Monday to Friday 8.00am to 5.00pm Saturdays 8.30am to 1:00pm Smoking is not permitted on site. Noise restrictions will be enforced by the Client as and when necessary to enable them to operate. LCC Elephant & Castle 8 GEP Safety Consultants

The Contractor will be required to comply with the Universities procedures and arrangements for contractors working on their premises. No work shall commence on site until the contractor s manager and key staff, have been inducted by the UAL client representative. LCC Elephant & Castle 9 GEP Safety Consultants

3. ENVIRONMENTAL RESTRICTIONS & EXISTING ON-SITE RISKS 3.1. SAFETY HAZARDS During works, the Principal Contractor must be particularly mindful of the following: Extensive manual handling of materials from the delivery point into the lift via a stepped access route; Presence of asbestos containing materials on site; Presence of lead based substance such as paints on window frames and old pipe work on site; Working in occupied premises and the need to limit noise and dust spread into adjoining occupied teaching areas; Demolition hazards associated with removal of internal walls. These must be checked and verified by a structural engineer before removal on site; Removal of asbestos by others prior to commencement. The Principal Contractor must check all air clearance and asbestos removal certificates to ensure the site in clear of ACMS before commencing work. The presence of existing services and isolation valves within the affected areas; these must be traced, isolated and diverted safely prior to commencement. The Principal Contractor must arrange for all affected existing services to be traced, isolated and diverted as necessary before making connections or alteration. 3.2. HEALTH HAZARDS It will be necessary for the Principal Contractor to implement strict controls on noise and dust spread. Dust curtains will need to be installed on doors leading to the areas which are being refurbished. The Principal Contractor will be required to verify the asbestos status in order to ensure the site is clear of asbestos containing materials. They must in any event stop work, if any suspect material is encountered during the works and notify the Project Manager for further direction. Work must not commence in the affected areas until the area has been certified safe by a specialist. LCC Elephant & Castle 10 GEP Safety Consultants

3.3. MATERIAL RESTRICTIONS The Principal Contractor must not specify any of the following for use in connection with the works: - Materials containing asbestos. - Products that omit CFCs in their use or production. - Calcium silicate bricks or tiles. - Materials, which contain mineral fibres, which have a diameter of 3 microns or less, and a length of 20 microns or less or which may contain any fibres not sealed or otherwise stabilised to ensure fibre migration is prevented. - Any materials identified under the COSHH Regulations unless proper assessment has been made of these beforehand. - Any material that is considered unstable, inadequate, or otherwise unsuitable for the purpose. - Any material that has been classified as a Health and Safety Risk by the Building Research Establishment Digest. - Blocks which weigh in excess of 20kg. 4. SIGNIFICANT DESIGN & CONSTRUCTION HAZARDS 4.1. SIGNIFICANT DESIGN ASSUMPTIONS & SUGGESTED WORK METHODS, SEQUENCES OR OTHER CONTROL MEASURES Copies of the designer s risk assessments are attached within Appendix 3. Appropriate method statements and risk assessments need to be prepared for our review ahead of any demolition and services isolation works. These should be available on site for the workers to familiarise with the system of works. 4.2. ARRANGEMENTS FOR CO-ORDINATION OF ONGOING DESIGN WORK AND HANDLING DESIGN CHANGES If any changes are to be made to the design during the construction phase, by the Principal Contractor s designer, then the Principal Contractor must provide the CDM Coordinator with all necessary drawings, details and other information required to assess the implications of such changes. If the variations will result in significant hazards and risks the Principal Contractor shall submit method statements and risk assessments for the new works to the CDM Coordinator, for approval prior to any works commencing and update the Construction Phase Plan accordingly. 4.3. INFORMATION ON SIGNIFICANT RISKS IDENTIFIED DURING DESIGN Refer to item 3.1 & 4.1 The Principal Contractor is required to take the matters raised on board and ensure that adequate method statements are prepared to enable these risks to be minimised on site. 4.4 MATERIALS REQUIRING PARTICULAR PRECAUTIONS If Asbestos Containing Materials are identified within the affected areas follow the procedure described in item 3.2. 5. HEALTH AND SAFETY FILE 5.1. DESCRIPTION OF ITS FORMAT The Principal Contractor is responsible for promptly providing the CDM Coordinator with relevant information after the construction phase is completed to enable the CDM Coordinator to produce the health and safety file and submit it to the Client. Failure to provide the information requested will affect the issue of a practical completion certificate or valuation for payment. A list of relevant information required for the File and the associated O & M Manuals are provided in Appendix 1 but the final contents are to be agreed with CDM Coordinator before completion of the works. One hard copy and two disk copies of all relevant information will be required. The Principal Contractor will be required to provide the agreed information in a four ring binder with appropriate divider separating documents different packages of information. This information is by no means exhaustive and is subject to amendment. 5.2. CONDITIONS RELATING TO ITS CONTENT The Principal Contractor is to provide documents and other relevant information, which will provide safety information for future maintenance, use and demolition/dismantling of the structure/building. Operation and Maintenance Manuals need to be approved by the Services Engineer. The Principal Contractor will be required to provide the information requested in draft format for agreement and approval at least 2 weeks prior to the intended completion date.
