TECHNICAL MEETING ON TECHNICAL SUPPORT ORGANIZATION (TSO) ROLE AND RESPONSIBILITIES May 2013 1 MARCH 13

What is TSO? What do we understand as a Technical Support Organization (TSO) in the nuclear business? An organization that supports the nuclear operations in all its activities from setting a nuclear power program to decommissioning of nuclear facilities to work in a safety and reliable environment. TSO can be internal or external to the nuclear organization. 2 MARCH 13

Types of organizations involved Operating organizations Research Organizations Reactor vendors (all types of reactors) Mining organizations Fuel fabrication Spent fuel treatment organizations Regulatory Bodies 3 MARCH 13

Different areas covered by a TSO Front end: mining prospection, ore extraction, fuel fabrication Setting up a Nuclear Program (government and operator levels) Design of NPP * NPP construction * NPP commissioning and start-up * NPP operation * Back end: Spent fuel management, fuel reprocessing * NI, TI, BOP 4 MARCH 13

Needed competences What kind of competences are needed in the different areas for the different organizations? 5 MARCH 13

Plant Operating Organizations Setting up a Nuclear Program (government and operator) High level experts Senior specialists All fields of nuclear infrastructures Support during power plant operations Dedicated projects (engineering team, experts) Safety analysis Safety reassessments Training Outage support Before outage: modifications analysis, during outage: modifications follow-up Seconded to specific outage phases responsibilities (refueling, open/close vessel ) Outage specific tasks (cleaning, scaffoldings ) Decommissioning Specific waste treatment projects Dismantling projects Site cleaning 6 MARCH 13

Research Organizations Setting up a Nuclear Research Program High level experts Senior specialists All fields of nuclear infrastructures Construction and commissioning of research project Dedicated phases of the project Dedicated domains (HVAC, construction ) Safety analysis Support during research operations Senior specialist support Safety analysis Decommissioning Specific waste treatment projects Dismantling projects Site cleaning 7 MARCH 13

Fuel fabrication Design and start-up fuel enrichment plant Full team for commissioning and start-up (engineers, workers ) Project managers Cost controllers Decommissioning teams (studies, engineering, workers ) 8 MARCH 13

Spent fuel treatment organization Design and start-up of new spent fuel treatment plant Full team for commissioning and start-up Project managers Cost controllers Operation of spent fuel treatment Operating team (full or partial) Supervision Specific tasks 9 MARCH 13

Regulatory Bodies Safety studies Senior or junior experts Reactor types reassessments Specific studies Expertise Senior experts National, international Audits and reviews 10 MARCH 13

Added Values of a TSO Availability Reliability Quality Assurance Competent personnel Trained People Confidence Long Term Commitment Independent verification Flexibility Experience Feedback (different organization, national and international) 11 MARCH 13

Needs from the Nuclear Organization Choice of TSO (international experience, external or internal TSO) Register, license TSO (short list) Perpetuate TSO Diversify TSO Supervising TSO s work Evaluate TSO 12 MARCH 13

End of Presentation 13 MARCH 13
