As you will appreciate, proposed changes by the Niagara Health System to our hospital services in Niagara-on-the-Lake are of great concern to our community. QUEENSTON STREET BRIDGE REHABILITAION Between Dee Road and Niagara River Parkway Carlington Construction Inc. will be starting construction on this project the week of March 31, 2014. The work will consist of major bridge deck and parapet wall rehabilitation work, asphalt paving at the structure and new guide rails at all four (4) approaches to the bridge. The work will take approximately 13 weeks to complete, weather permitting, and the bridge will be closed for the duration of the project with road closed signs (local access only) at the Queenston Street at Highlander Street and at the Niagara River Parkway intersections with a detour route via Highlander Street. At times there may be some inconvenience to you during the construction period and we respectfully request your patience and co-operation during this period. Driveway access for properties adjacent to the bridge will always have access with brief intermediate interruptions due to deliveries, concrete trucks, paving, etc. Work hours will typically be 7:00 a.m. to 5:00 p.m., Monday to Friday, and some Saturday work from 7:00 am to 3:00 pm. For the properties immediately adjacent to the bridge on the north side, the municipal boulevard in front of your property will be disturbed during the construction and with guide rail installation, with sod restoration being completed at the end of the project. Please be advised that the Town s Contractor will be responsible for the watering and condition of the sodded areas for a period of 120 days after placement, however, if you have an opportunity, additional watering would assist in sod growth. Please refrain from mowing the sod until such time as the sod begins to root (minimum of 14 days after installation). For the properties immediately adjacent to the bridge on the north side, if you have an irrigation system or invisible fencing on the Municipal Right of Way, you must spray paint, white paint only, or stake out the location of your system within 6 metres of the roadway. Only systems which have been correctly located by the property owner and are damaged by the Contractor will be repaired. The property owner will be responsible for repairs to any system on Municipal property that is damaged which has not been located previously by the owner. The Construction Inspector will advise you at the beginning of the project if any of your decorative or landscaping items (shrubs, hedges, fences, etc.) are on Municipal Property and are conflicting with the proposed works. It is requested that the property owners remove/relocate these conflicts that would otherwise be damaged, destroyed or removed and not replaced by the Contractor to accommodate the proposed works. Dyck, that the Library Board proceed to closed session to consider matters that qualify under the Public Libraries Act 1990: Section 16.4.b personal matters about an identifiable individual, specifically correspondence and harassment of staff by a member of the public. Flynn, that the Library Board rise from closed session to consider matters that qualify under the Public Libraries Act 1990: Section 16.4.b personal matters about an identifiable individual, specifically correspondence and harassment of staff by a member of the public, with direction that the CEO advised library staff the Board has addressed the issue and that the CEO update library policies and procedures for reporting incidents of harassment. CARRIED. 9. Board Inquiries A financial investment plan for the Irene Burnard Bequest was discussed. ACTION: CEO and Chair to meet with Liz Palmieri of the Niagara Community Foundation to discuss setting up an endowment fund. 10. Adjournment MOTION 14-12: Moved by J.
