SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF TITANIUM DIOXIDE, ANATASE, FOR PAINTS ACCORDING TO IS : 411-1991 Doc. STI 411/3. November 1994 1 Laboratory A laboratory shall be maintained, which shall be suitably equipped and staffed where different tests given in the specification shall be carried out. 2 Test Records - All records of tests shall be kept in suitable forms approved by the Bureau of Indian Standards. 2.1 Copies of any records or charts that may be required by the Bureau shall be made available at any time on request. 2.2 It is recommended that, as far as possible, statistical quality control (SQC) methods may be used for controlling quality during production as envisaged in this scheme [See IS 397 (Part 1) : 1972. IS 397 (Part 2)- 1985. IS 397 (Part 3)- 1980]. 3. Standard Mark The Certification/Standards Mark as given in column (1) of the first in schedule of the license shall be stenciled on each package of Titanium Dioxide, Anatase, for Paints; provided always that the material in each container to which this mark is applied conforms to every requirement of the specification. 4. Marking In addition, the following information shall be given on each package of the material : a) Manufacturer s name and recognized trade mark, if any; b) Name of the material; c) Mass of the material; d) Month and year of manufacture; e) Control unit No. or identification in code or otherwise to enable the date and lot of manufacture to be traced back to factory records; and f) Made in India, if required. 5. Levels of Controls The tests on copper sulphate as indicated in Table 1 and at the levels of control specified therein, shall be carried out on the whole production of the factory covered by this Scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standards and covered by this license shall be marked with Certification Mark of the Bureau.
5.1 On the basis of the test and analysis results, decision regarding the conformity or otherwise of a batch of production to the requirement of the specification shall be made as follows. 5.1.1 Titanium dioxide produced in one day shall constitute a control unit. 5.1.2 The samples shall be drawn from the discharge end of the ring roller mill at the time when the material is being packed in bags. One sample shall be drawn from every 40 th bag during the course of production of the day. The first sample shall be from the 20 th bag, the second from the 60 th bag and so on. Each of these samples shall represent the quality of the material packed in 40 bags. Thus the sample from the 20 th bag, from the 60 th bag that of 41 st to 80 th bag and so on. 5.1.3 Color Test for colour (clause 11 of IS 33:1990) shall be made on each of the samples drawn from the day of production. If any of the sample fails, the material in the corresponding 40 bags shall not be used under the scheme without further processing. 5.1.4 Reducing Power, Oil, Absorption and Residue on Sieve - Two consecutive samples drawn to represent the production of 80 bags as under 5.1 shall be mixed together in equal proportion to form a composite sample and tested for these characteristics. The lot represented by the composite sample shall only be marked if the test results satisfy the requirements for all these characteristics as given in the specification (See cl. 9, 10 & 15 of IS 33:1990) 5.1.5 Description, Titanium Dioxide, Matter Soluble in Water, Volatile Matter and ph of Pigment Slurry - A composite sample shall be prepared mixing equal proportion of material drawn from selected bags of the day production (see para 5.1.2) and shall be tested for these requirements. If the composite sample satisfies the requirements for the various characteristics as given in the specification, the day s production shall be considered to have satisfied the requirements of the specification and shall be marked under the Scheme. If the sample fails in any of these requirements the day s production represented by the sample shall not be marked. 6 Routine analysis of each consignment of the raw material received by the factory shall be carried out and appropriate records maintained. 7. In respect of all other clauses of the specification, the factory shall maintain appropriate controls and checks to ensure that the product conforms to the requirements of those clauses. 8. A separate record shall be maintained giving information relating to the control units of titanium dioxide for paints, which do not conform to this specification and the method of their disposal. Such material shall, in no case, be stored with that conforming to the specification.
9. Samples The licensee shall supply, free of charge, the samples required in accordance with Regulation of the Indian Standards Institution from his factory or godown. The Bureau shall pay for the samples taken by it from the open market. 10. Replacement Whenever a complaint is received soon after the goods with Certification Mark have been purchased and used, and if there is adequate evidence that the goods have not misused, defective goods or their components shall be replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (Where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standards shall be with the Bureau. 11 Suspension of Marking The marking of the product shall be suspended under intimation to the Bureau if, at any time there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order, or if directed to do so by the Bureau for any reason. The marking may be resumed as soon as the defects are removed or when the Bureau gives the permission to do so. The information regarding resumption of marking shall also be sent to the Bureau. 12. Production Data The licensee shall send to the Bureau, as per the enclosed Performa a statement of quantity produced marked and exported by him and the trade value thereof during the half year ending 30 June and 31 December. This statement is required to be forwarded to the Bureau on or before 31 st day of July and January for preceding half-year.
