2. Horizon 2020 Societal Challenge 5 Climate action, environment, resource efficiency raw materials 11
Societal Challenge 5: Climate action, environment, resource efficiency raw materials (1) Objective: "to achieve a resource water efficient climate change resilient economy society, the protection sustainable management of natural resources ecosystems, a sustainable supply use of raw materials, in order to meet the needs of a growing global population within the sustainable limits of the planet's natural resources ecosystems." 12
Societal Challenge 5: Climate action, environment, resource efficiency raw materials (2) Broad lines of activities: Fighting adapting to climate change Sustainably managing natural resources ecosystems Sustainable supply of non-energy non-agricultural raw materials Transition towards a green economy through ecoinnovation Global environmental observation information systems Cultural heritage 13
Horizon 2020: main environment-related novelties Integrated, systemic challenge-driven approach Focus on transformation towards a green economy society More eco-innovation, including social innovation More socio-economic forward-looking activities Inclusion of raw materials Environment health now under "Health" Challenge
Strategic programming in H2020 (1) Work programme preparation based on guidance obtained from a strategic programming exercise To increase impact of the funding, a more integrated approach Work programmes with a 2 year-duration Leitmotif of the first work programme is the economic crisis the path to sustainable growth - Horizon 2020 can make a significant contribution to this effort 15
Strategic programming in H2020 (2) 'Key drivers' used to identify areas on which resources effort will be focused for maximum impact o sustainable competitiveness, innovation growth; o leveraging engagement of industry, including SMEs; o access to finance; o developing new knowledge contributing to skills; o deployment of enabling technologies; o measures to address the research innovation divide; o supporting strong partnership with Member States; o strategic approach to international cooperation. 16
Focus Areas (1) Personalising health care Sustainable food security Blue growth: unlocking the potential of the oceans Smart cities communities Competitive low-carbon energy Energy efficiency Mobility for growth Waste: a resource to recycle, reuse recover raw materials Water innovation: boosting its value for Europe Overcoming the crisis: new ideas, strategies governance structures for Europe Disaster-resilience: safeguarding society adapting to climate change Digital security 17
Focus Areas (2) Strategic programming identifies focus areas, each covered by a specific call, that: o o o o Bring together activities from different challenges enabling technologies Provide support across the innovation chain from research, to development, to proof of concept, piloting, demonstration projects, to setting stards policy frameworks. Make use of the full spectrum of funding schemes types of action e.g. research innovation actions, innovation actions, ERANets, SME instrument Integrate different perspectives, including from the social sciences humanities, gender perspectives, international strategy 18

4. Discussion on strategic priority setting for Societal Challenge 5 Climate action, environment, resource efficiency raw materials during Horizon 2020 26
Discussion on future strategic priorities Core activity areas Promote support, in Europe globally, research innovation for a green economy Promote a systemic approach to eco-innovation Innovate with nature Derive societal economic value from climate research Raw materials Objectives Establish a European reference policy framework for research innovation that greens the economy enables sustainable development Position Europe as the continent which realises a low-carbon circular economy Position Europe as world leader in nature-based solutions renaturing cities Position Europe as a world leader in the global market for climate services develop solutions for a climate resilient society Ensuring the sustainable supply of non-energy non-agricultural raw materials Consolidate, promote support the European Research Area in the fields of climate change; biodiversity ecosystems; Earth observation, leading a global effort supporting the development implementation of EU international policies. Structure climate research to enhance the scientific understing anticipation of climate change develop cost-effective mitigation adaptation solutions Structure biodiversity ecosystems services research to achieve a better understing, valuing valorising of ecosystems services Make GEO operational at global European level to deliver observationbased end-user applications 27
5. Sustainable development climate action in H2020 28
Sustainable development climate action in H2020 Sustainable Development = social, economic, environment economic capital 100% = contributes explicitly to one pillar, adds to others; 40% = adds to one pillar, assesses impact on others; 0% = otherwise. Climate action 100% = climate is principal aim 40% - climate is important but not principal aim 0% = no or little contribution to climate 29
