SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF CONDENSED MILK, PARTLY SKIMMED AND SKIMMED CONDENSED MILK ACCORDING TO IS 1166:1986 (Incorporating Amendment No. 1, 2 & 3) 1. Laboratory - A laboratory shall be maintained which shall be suitably equipped and staffed to carry out the different tests in accordance with the methods given in the Indian Standards. 2. Test Record - All records of analysis and tests shall be kept in suitable forms approved by the Bureau of Indian Standards. 2.1 Copies of any records that may be required by BIS shall be made available at any time on request. 3. Quality Control - It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the products as envisaged in this Scheme [See IS 397 (Part 1), IS 397(Part 2), and IS 397 (Part 3)]. 3.1 The following instruments/equipments are required to be brought under calibration control, as per frequency to be decided depending upon the usage. 3.2 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001:2008. 4. Standard Mark - The Standard Mark(s) as given in Column(l) of the first Schedule of the licence shall be printed/stenciled on each container of condensed milk, partly skimmed and skimmed condensed milk or printed on the label applied to the container as the case may be provided always that the material in each container to which this mark is applied conforms to every requirement of the specification. 5. Marking - In addition, the following information shall also be given on each tin container or on the label applied to it: a) Name of the manufacturer and trade mark, if any; b) Name and type of the material; c) Batch or code number; d) Minimum net mass; e) Level of fortification of vitamins, if done; f) The contents of this container, on reconstitution as per the directions have in litre(s) of standardized, toned, double toned, or skimmed milk with added sugar (depending upon the type of the material); and g) Any other requirement under the standards of Weights and Measures (Packaged commodities) Rule, 1977.

6. Packing The product shall be packed in clean and sound containers) see IS 1999:1988 Specification for condensed milk cans) or in thermoformed cups/blister packs made of polystyrene with top cap/closure made out of metallized polyster film or aluminium foil coated with food grade lacquer or in tetra packs or collapsible tubes or in bazzels of adequate mechanical strength capable of withstanding the normal handling and transportation in such a way as to protect it from deterioration. The packaging shall be hermetically sealed. The product shall be packed in quantities of 200g. 400, 1kg and there after in multiples of 1kg. Where the product is filled in tetrapacks, the quantities shall be 200 ml, 250ml, 500 ml and 1 litre subject to approval by the Weights and Measures Act. For bulk transaction of condensed mil the packaging and quantities may be as agreed to between the purchaser and the supplier. 7. Level of Control - The tests, as indicated in Table 1 and at the levels of control specified therein, shall be carried out on the whole production of the factory covered by this Scheme and appropriate records and charts maintained in accordance with paragraph 2 above. A separate record shall be maintained for requirements mentioned in clause 4.1.1, 4.1.2, 4.1.3, 4.1.6, and 4.1.7 of IS 1166: 1986. All the production which conforms to the Indian Standard and covered by the licence shall be marked with certification Mark of the Bureau. 7.1 Control Unit - For the purpose of this scheme, all the tins of condensed milk of one type filled from storage tank shall constitute a control unit. 7.2 On the basis of test results, the decision regarding the conformity or otherwise of a control unit to the requirements of the specification shall be made as follows; 7.2.1 A sample of specified type of condensed milk shall be taken from each control unit at the packaging stage and tested for all the requirements of the specification. If the sample fails to conform to any one or more of the requirements, the entire control unit represented by the sample shall either be rejected or reprocessed. A sample from the reprocessed material shall be taken and tested for all the requirements. It shall be marked if this sample satisfies all the requirements. 8. A sample of milk shall be taken from each tank of standardized milk and tested for acidity and fat content. Only the tank loads of milk found to be satisfactory in these requirements shall be used in the manufacture of condensed milk. Records of these tests shall be maintained. 8.1 The sugar used in the manufacture of condensed milk, full cream and condensed milk, skimmed, shall conform to IS 1679:1960 or any good quality food grade sugar may be used. A sample from each consignment of sugar received shall be tested or alternatively, test certificates shall be obtained from the suppliers for this purpose. 9. In respect of all other clauses of the specification and at all stages of manufacture, the factory shall maintain appropriate controls and checks to ensure that the product conforms to the various requirements of this specification.

10. The material shall be prepared, filled and processed under hygienic conditions and manufacturing premises shall be maintained in a thoroughly clean and hygienic manner. All workers shall use clean, washed clothing, hand covers and properly sterilized suitable gloves. Incidental contamination of the product from soiled equipment or from personal suffering from injuries, eruptions or boils shall be avoided. 10.1 As for as possible, the sanitary conditions as prescribed in IS 2491 shall be followed. (See cl. 4.1.9 of IS 1166:1986) 11. Rejection - A separate record shall be maintained giving information relating to the rejection of units of Condensed Milk, Partly Skimmed and Skimmed Condensed Milk which do not conform to the specification and the method of their disposal. Such material, if packed in containers, shall in no case be stored together with that conforming to the specification. 12. Samples - The licensee shall supply, free of charge, the sample or samples required in accordance with the Bureau of Indian Standards (Certification) Regulations from his factory or godown. BIS shall pay for the samples taken by it from the open market. 13. Replacement - Whenever a complaint is received soon after the goods with the Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components shall be replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS. The firm should have its own complaint investigation systems as per IS/ISO 10002:2004. 13.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not "conforming to" their relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 14. Stop Marking - The marking of the product shall be stopped under intimation to BIS, if at any time, there is some difficulty in maintaining the conformity of the product to the specification or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS. The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 15. Production Data - The licensee shall send to BIS as per the enclosed proforma to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit /undertaking, a statement of quantity produced, marked and exported by him and the trade value there of end of each operative year of the licence.
