SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF LOW NICKEL AUSTENITIC STAINLESS STEEL SHEET AND STRIP FOR UTENSILS AND KITCHEN APPLIANCES as per IS 15997:2012 1. LABORATORY A laboratory shall be maintained which shall be suitably equipped and staffed where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 1.1 Environmental conditions wherever applicable shall be maintained. 2. TEST RECORDS - All records of tests and analysis shall be kept in such forms, charts, and tables which are approved by Bureau. Note: The existing forms, etc., as being maintained by the manufacturers may be retained. These forms, however, shall contain all the information required for operating this scheme of testing and inspection. 2.1 Copies of any records of calibration charts maintained by the manufacturer that may be required by BIS shall be made available at any time on request. 2.2 It is recommended that, as far as possible. Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme [ See IS 397(Part 1), IS397(Part 2), IS 397(Part 3) and IS 397(Part 4)]. 2.3 In addition efforts should be made to gradually introduce the Quality Management System in accordance with IS/ISO 9001 3. CALIBRATION: All testing apparatus/measuring Instruments shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. Tensile testing machine shall be calibrated at least once in a year. 4. STANDARD MARK: The standard mark as given in column 1 of the first schedule of the license is specified for the grades of stainless steel sheet and strip specified in IS 15997:2012. 4.1 For each consignment of ISI certified material conforming to IS 15997: 2012 there shall be a test certificate which shall contain ISI Mark on right corner of certificate, the cast number, the grade designation. Surface finish, Heat treatment conditions and corresponding test results (as given in Annex I) 5. MARKING AND PACKING: 5.1 MARKING : Every package of sheets, strips and coils shall be legibly marked with paint showing the name or trade mark of the manufacturer, mass, thickness, size,

grade and the cast number or identification marks by which the materials may be traced to the cast or casts from which they are made. 5.2 Material with suitable packing shall be provided to prevent damages and deterioration in quality during storage, handling and transport. The exact method of packing and weight of each packet shall be mutually agreed to between the purchaser and the supplier. 6. METHOD OF MANUFACTURE: Unless agreed to in the order, the processes used in making the steel shall be left to the discretion of the manufacturer. 6.1 Sufficient discard shall be made from each ingot to ensure freedom from pipe and harmful segregations. 7. LEVELS OF CONTROL: Inspections and tests at various levels of control (Table 1) shall be carried out on all quantities of steel intended to be covered under BIS Certification Marks Scheme and appropriate records thereof shall be maintained in accordance with para 2 above. On the basis of inspection and test-results, decision regarding conformity or otherwise of lots of steel to the requirements of the specification shall be taken as indicated below. 7.1 CONTROL UNIT: For the purpose of this scheme the material or part thereof representing the same cast per heat-treatment batch of the same thickness and subjected to same surface finish shall constitute a control unit. 7.1.1 CHEMICAL COMPOSITION: Ladle analysis of steel shall conform to the requirements as laid down in specification IS 15997:2012. 7.1.2 FREEDOM FROM DEFECTS: The material shall be of uniform quality consistent with the good manufacturing and inspection practice. The finished material shall be free from harmful defects, such as, scale, rust, blisters, laminations, cracked edges and seams. 7.1.3 DIMENSIONS AND TOLERANCES: All sheets and strips shall conform to dimensional tolerances specified in IS 15997:2012. 8. MECHANICALPROPERTIES: 8.1 SAMPLING: Sampling shall be as per Clause 9.1 of IS 15997:2012. 8.2 Tests: Tests for Mechanical Properties shall be carried out as per Cl. 9 of IS 15997:2012. 9 RE-TEST: 9.1 Re-tests for Product Analysis: If the results of the product analysis do not meet the composition requirements given in Tables 1 and 2 of IS 15997:2012, unless otherwise agreed to between the purchaser and the manufacturer, two new samples shall be taken from different pieces from the same cast. Should the two analysis

satisfy the requirements, the lot represented shall be accepted. Should either of the samples fail, the material shall be taken as not complying with this standard. 9.2 Re-tests for Mechanical Properties: If the sample selected as specified in 9.1 of IS 15997:2012 fails to meet the requirements given in Table 3 of IS 15997:2012, two further samples shall be selected from the same lot for making fresh tensile test piece and tested. The material shall be considered to conform to the requirement as given in Table 3 of IS 15997:2012, if both the additional tests are satisfactory. Should either of the test pieces fail the manufacturer shall have the right, if he so desires to re-heatreat before two fresh samples are taken for testing. Should the two test pieces satisfy the requirement as given in Table 3 of IS 15997:2012, the lot represented shall be accepted. Should either of the samples fail, the material shall be taken as not complying with this standard. 10. REJECTION: Records shall be maintained for reasonable time for which information relating to the rejection of material on the basis of weight which do not conform to IS 15997 shall be available. Such rejected material shall not be mixed up with that which conforms to the specification. 11. SAMPLE: The licensees shall supply, free of cost, the sample or samples required in accordance with Bureau of Indian Standards Certification Marks Regulation: 1988 as subsequently amended, from his factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 12. REPLACEMENT: Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. 12.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non-conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 13. STOPPAGE AND RESUMPTION OF MARKING: The marking of the product shall be stopped under intimation to Bureau if, at any time there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order, or if directed to do so by Bureau for any reason. The marking may be resumed as soon as the defects are removed and the Bureau gives the permission to do so. The information regarding resumption of marking shall also be sent to Bureau. 14. PRODUCTION DATA -The licensee shall send to BIS as per the enclosed Performa-1 to be authenticated by a Chartered Accountant a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the license.,

BUREAU OF INDIAN STANDARDS (Central Marks Department - 2) Our ref:cmd-2/16:15997/grouping guidelines 14 07 2016 Sub: Grouping Guidelines for Low Nickel Austenitic Stainless Steel Sheet and Strip for Utensils and Kitchen Appliances as per IS 15997:2012 for drawl of sample for considering Grant of Licence/Inclusion In order to align with existing guidelines for steel items and uniform practice is followed across ROs/BOs/IOs, the following procedure to be adopted towards grant of licence and inclusion of additional varieties. 1. Due to large size variations, Grouping as per different variety of stainless steel on the basis of chemical composition/alloying elements and drawing samples for each SI.No Group Grade Remarks Designation 1 2 3 Group 1 Group 2 Group 3 N1 N2 N3 One sample of any size of any Grade Designation with surface finish No.1 may be drawn. If sample is tested for higher Grade Designation the recommendation may include lower Grade Designation. However, as the product shall be supplied in any of the standard finishes as per table 4 of IS 15997:2012 or any other finishes as mutually agreed upon between the purchaser, the sample drawn shall also include one sample of mill finish, preferably 2B or 2D in absence of 2B and one sample of polished/ground finish, preferably No.4 or No.3 in absence of No.4, based on the manufacturing capabilities of the applicant/licensee. Note: If sample of grade designation N3 is tested then N2 and N1 may also be covered. Similarly, if sample of grade designation N2 is tested then N1 may also be covered. 2. As stated above, if one sample from superior grade designation of any thickness of Low Nickel Austenitic Steel Sheet and Strip for Utensils and Kitchen Appliances is drawn and tested for all the requirements of the specification as applicable to the variety tested and the sample passes, then licence may be granted/inclusion be done for that Grade designation along with that of the inferior grade designation to it for Stainless Steel Sheets and Strips of all sizes for Utensils, provided that the firm is having all the necessary manufacturing and testing facilities for the manufacture and testing of the sizes/grade designations/varieties of Low Nickel Austenitic Stainless

Steel Sheet and Strip for Utensils and Kitchen Appliances to be included in the licence. 3. Surface Finish: The material shall be supplied in any of the standard finishes on both surfaces for mill finishes and one or both surfaces for polished/ground finishes. Also other finishes may be mutually agreed upon between the purchaser and the manufacturer at the time of enquiry and order. Hence, surface finish type shall be restricted depending upon the manufacturing facilities available with the firm and accordingly the same may be covered in the scope of licence. 4. Manufacturing/Testing facilities & capabilities to be verified with respect to sizes/grade designations/varieties and accordingly same may be covered in the scope of license. 5. While considering GOL/Inclusion of additional varieties, it shall be ensured that the applicant/ licensee has got the complete manufacturing and testing facilities for all the sizes/grade designations/varieties applied. 6. During the operation of license, BO shall ensure that all the sizes/grades/designation/varieties covered in the license are drawn for independent testing on rotation over a period of time.
