Background Myanmar is experiencing rapid urbanization, high industrial and economic growth so that it leads to a growth in the generation of ordinary household waste, industrial waste and hazardous waste. Industrial growth will increase significantly in the coming years because of large interest for foreign investments and industrial development in Myanmar. The rapid increase in volumes, complexity and hazardous effects of wastes are already facing at the national as well as the local level.

Basel Convention Myanmar ratified the Basel Convention on 6 January 2015 and the Convention entered into force for Myanmar on 6 April 2015. Focal Ministry for Implementation of Basel Convention in Myanmar Ministry of Natural Resources and Environmental Conservation (MONREC)

National Regulations Environmental Conservation Law (2012) provides the Ministry (MONREC) with a legislative basis to regulate issues needed for a comprehensive national approach to hazardous waste management and also to implement the Basel Convention. MONREC has issued the following regulations relevant to hazardous waste management: Environmental Conservation Law (2012) Environmental Conservation Rules (2014) Environmental Impact Assessment Procedures (2015) National Environmental Quality (Emission) Guidelines (2015) Draft Order on Types of Hazardous Wastes

National Regulations (Contd.) Other laws pertaining waste management: The Yangon Water-Work Act (1885) The City of Yangon Municipal Act (1922) The Water Power Act (1927) The Underground Water Act (1930) The City of Yangon Development Law (1990) The Development Committees Law (1993) The City of Mandalay Development Law (2002) The Nay Pyi Taw Development Law (2009) Export and Import Law (2012)

Present Situation on Management of Hazardous Waste in Myanmar Ministry of Natural Resources and Environmental Conservation (MONREC) have a leading role in the future development of environmental policy and implementation including hazardous wastes. City Development Committees are responsible for solid waste management and hazardous industrial waste management. Focal Ministry for Issuing Import and Export License in Myanmar Ministry of Commerce (MOC) The States and Regions also play an important role in the area of hazardous waste management particularly in Yangon and Mandalay.

Project on Hazardous Waste Management (Contd.) Goal To strengthen capacity and competence within MOECAF, and other relevant Ministries, City Development Committees, industry, relevant stakeholders and the public to improve management of hazardous waste in Myanmar. Specific Objectives (1) To contribute to the development of a draft legal framework for hazardous waste (2) To prepare a draft National Implementation Plan for the implementation of the Basel Convention (3) To prepare a draft National Master Plan for hazardous waste management. Project Outcomes (1) Improved management of Hazardous Waste (HW) (2) Proposed regulatory framework for the management of HW in Myanmar, including for the implementation of the Basel Convention is developed.
