Key Duties and Responsibilities Key duties of the position include, but are not limited to, the following: Customer Service Act as first point of contact for road safety matters. Provide professional and timely advice to management, staff and the public with respect to position related matters. Interpret and apply technical concepts and practices to resolve formal complaints, problems and explain policy. Build positive relationships through proactively liaising with the community and key stakeholders. Promote a positive image for Council through efficient and effective responses to public enquiries at the counter, over the phone and on site concerning general enquiries. Coordination of Road Safety Programs Facilitate the Local Government Road Safety Program for Council, fostering existing partnerships and encouraging wider community ownership and participation in road safety issues. Prepare, develop and implement road safety strategic and action plans for Council, with particular emphasis on behavioural/education programs. Ensure compliance with the Program Agreement between Council and RMS through regular reporting, monitoring, evaluating and budget managing. Liaise with local and state government agencies and peak representative bodies, local community, the media and educational establishments in order to develop a platform for delivering road safety messages. Develop, organise and deliver educational and promotional programs to community groups and local schools in relation to Council road safety initiatives. Assist with the development and implementation of educational and consultation plans for the section, including the organisation and facilitation of information or consultation events and internal briefing sessions. Assist in implementing effective marketing programs to enhance community participation in road safety programs and events. Liaise with the media to promote road safety matters. Oversee the production and distribution of all communication materials such as promotional material, media releases, fact sheets, newsletters, brochures and web site updates. Undertake community consultation as required on key strategic issues to develop a deeper understanding of community expectations. Undertake general administrative duties associated with road safety programs for Council. Work with relevant Council staff to contribute to funding applications to support road safety programs. Provide support to Civil Services section as directed by Manager. All other duties as directed. Written Communication Respond to correspondence in accordance with Council s customer service and communication guidelines. Prepare clear and concise reports to Council and relevant governing bodies on issues as they relate to this position. Prepare material for use by the public that clearly and succinctly explains Council policies. Contribute to the development of Council policies that reflect the culture, values and objectives of the organisation. Financial Management Control expenditure within budgets assigned for road safety purposes in conjunction with relevant Council staff and the RMS. Source external funding for programs where necessary and assist with grant funding applications. Ensure works are undertaken and finances are managed within specified budgets. Ensure works are undertaken in compliance with designated resource allocation. Financial progress reports are provided to management in a clear and concise manner according to Council requirements. Selection Criteria Following is the essential and desirable criteria for the position: Essential Tertiary qualifications in communication, education or business. Demonstrated broad understanding of current road safety matters. Demonstrated capacity to prepare strategy documents, reports and government submissions. Current class C drivers licence. Proven ability to design, implement, evaluate and monitor community education programs. Demonstrated experience in consultation processes, particularly with community groups. Demonstrated highly developed written and oral communication skills, including report writing and the ability to relate to people across a range of backgrounds. Proven ability to represent Council to a broad range of agencies, professional people and the community. Demonstrated ability to effectively work individually and in a team environment with minimal supervision. Demonstrated experience and competence in the use of Microsoft Office package. Ability and willingness to work flexible hours as required to meet RMS and Council education/public comments. A thorough knowledge and understanding of the principles and practices of risk management, equal employment opportunity and work health and safety and an ability to apply them to the work practices. Information Package Road Safety Officer (part-time) 17.5 hours per week Position Overview APPLICATIONS CLOSE: Friday 12 June 2015 Ballina Shire Council is seeking an enthusiastic and capable person to develop, implement and promote Council s road safety strategies. The position of Road Safety Officer is a permanent part-time position that is funded by both the Roads and Maritime Services (RMS) and Ballina Shire Council. Reporting to Council s Manager Infrastructure Planning, the position will be responsible for the development and implementation of a road safety strategy and action plans with particular emphasis on behavioural / education programs. The successful person will also be directly involved in developing, organising and delivering educational and promotional programs to community groups and local schools in relation to road safety issues. Urine Test to test for the presence of drugs and/or alcohol. Criminal History Check. Hours of Work The hours of work are 17.5 hours per week, or 35 hours per fortnight. The core hours of work will be spread across Tuesday Thursday. Remaining hours will align with the project requirements of the position. There may be a requirement to work outside of ordinary hours in line with project requirements and flexibility is required to accommodate this. Remuneration Package Conditions of employment will be in accordance with the terms and conditions pursuant to the Local Government (State) Award 2014. The position of Road Safety Officer is assessed at Grade 12 under Council s salary structure, providing a commencement annual salary of $29,800 $34,200 (plus superannuation) for the part-time position, dependent upon skills and qualifications. In addition, Council employees have access to a range of other benefits including educational assistance initiatives, a very attractive training support program and a subsidised non-compulsory uniform.
