HUMAN RESOURCES MANAGER JOB DESCRIPTION Role Purpose: Working to the Chief Executive responsible for the delivery of a range of HR Services and advice to the organisation Lead and specialise in all aspects of the Human Resource portfolio of the organisation Implementation of new Human Resource policies and procedures and ensuring all are kept up to date Ensure all Human Resource policies and procedures are reviewed and updated on a regular basis and are compliant with internal standards and statutory requirements Keep Senior Leadership Team and Human Resource team updated on Employment Law changes and circulate to managers any appropriate information and legislative changes Regularly review Employee Handbook Working with Senior Managers to coordinate the recruitment and induction of new staff Build effective working relationships with agencies to ensure that roles are advertised with appropriate online job and media outlets and review annually Provide effective co-ordination of all stages of the recruitment process Manage new staff induction process with the assistance of Human Resource team, Administration team and Training Coordinator Monitor all staff leavers and staff turnover to ensure an excellent staff retention for the organisation Ensure the coordination of staff employment contracts, staff training and performance management processes Provide effective co-ordination of letters to staff in respect of changes in employment terms and conditions and other correspondence required Coordinate the supervision and appraisal setting process to ensure that staff are supported by their managers and the organisation to meet the objectives for their role Co-ordinate a regular staff survey to gauge the satisfaction of staff around their work and the wellbeing of staff Responsible for all training and development activities in the organisation Support the Training Coordinator to create and deliver in-house training/learning sessions on Human Resource related subjects i.e. appraisals, sickness monitoring, grievance/disciplinary etc. Ensure that the training is evaluated to demonstrate value and appropriateness of learning solutions To coordinate the activities of the Human Resource team across the organisation Build effective working relationships with the Senior Managers, Managers and the Team Leaders and provide support and guidance in all matters relating to their organisation structure and people. Suggest and recommend solutions within a risk framework which balances the requirements of the business and employee s needs. Provide effective co-ordination to ensure the Human Resource team respond in a timely manner to staff queries (including terms of employment, sick leave, annual leave, maternity leave, pensions) Human Resources Manager - March 2017 Page 2
Conduct reviews of processes/procedures relating to Human Resource services, producing guidance and support for both managers and staff Line manage the Human Resource Team and Training Officer and supervise their work through clear objective setting, monthly supervision and yearly appraisal Provide guidance and support to Human Resource staff across the organisation through weekly meetings, electronic and telephone communication Work with the and the Senior Leadership Team to support the strategic and operational development of Human Resource across the organisation Manage any performance or capability procedures with staff and support managers to ensure a consistent approach to the leadership of the teams Produce and distribute minutes of meetings where HR are involved including any discipline and grievance meetings. Work with the CEO and SLT to maintain a supportive management culture for all staff Attends Senior Leadership Team and Operational Services Team meetings each month Develop a strong understanding of the Human Resource database, ensuring accurate personnel records are maintained on the database Continue the development of BlueBox across the organisation as a working tool for all aspects of HR related tasks and regular organisational monitoring Co-ordinate the maintaining of all staff data on BlueBox database Coordinate the provision of annual data information to staff to verify to comply with Data Protection Act Ensure accurate annual leave records maintained Ensure accurate sickness records are maintained and provide evidence to managers in auditing and analysing the data to inform on staff wellbeing Keep appropriate records and take part in regular appraisal and supervision All contacts with staff are recorded as appropriate Personnel files are kept up-to-date and accurately maintained Participate in a monthly supervision and yearly appraisal Use personal supervision and appraisal as a tool to develop and grow the role and your own competencies Maintain personal development and knowledge by attending relevant training To work as part of the Carers FIRST organisation and from time to time undertake work as directed by line manager Carers FIRST expects all staff to be flexible to the needs of the service Staff are expected to be supportive of their colleagues and if appropriate to take on additional tasks to support the team Human Resources Manager - March 2017 Page 3
PERSON SPECIFICATION SKILLS AND EXPERIENCE A good all round education including GCSE s (or equivalent) or NVQ level 3 in Business Administration CIPD Qualification or equivalent Human Resource Qualification A minimum of 5 years experience, with up to date knowledge and experience of Human Resources processes and procedures in the workplace Ability to resolve issues demonstrating a good analysis of the options and sound judgment when making decisions Highly competent in own use of IT (Microsoft Office Applications Word, Excel, Powerpoint,Outlook) and mobile telephony Ability to communicate effectively and develop rapport with a wide range of people at all levels of the organisation Ability to practice confidentiality at the highest level and to act with tact and diplomacy Ability to compile comprehensive reports and analysis of staff information to support the managment of staff teams Ability to work at a senior level of the organisation and to demonstrate leadership Ability to work as part of a team that may be spread across geographical locations Ability to travel to meet staff teams working in projects across broad geographical locations Strong time management skills and ability to meet tight deadlines Experience of providing formal induction, supervision and appraisal PERSONAL QUALITIES Self motivated and able to work with a high degree of autonomy Able to stay calm in a crisis and be measured in your response Commitment to excellence Values people and the contribution of all stakeholders High expectations of self and others Non-judgemental Supportive Commitment to values Focussed Proactive Human Resources Manager - March 2017 Page 4
