1 SUSSEX COMMUNITY DEVELOPMENT ASSOCIATION Job Description: Health & Wellbeing Programme Manager Reporting to: Director of Services Work pattern: hours per week, Permanent, based Newhaven with regular travel to Eastbourne and other outreach/delivery locations across East Sussex
2 The Organisation Sussex Community Development Association (SCDA) was founded in 1997 and runs a range of projects aimed at supporting the involvement of the whole of the community. Funding comes from a range of sources including European, Lottery and charitable trusts as well as contracts to deliver services and social enterprise projects across East Sussex. These include: Employability supporting unemployed people across East Sussex, specialising in those who find it hardest to find and sustain paid work. Advice & Inclusion delivering a variety of services aimed at promoting inclusion for BME communities; supporting people at risk of anti-social behaviour and hate crime; and offering access to a range of specialist advice provision through partners. Health & Wellbeing delivering a range of services around food; green and open spaces; promoting physical activity and mental health and wellbeing in the community. Community Development delivering targeted and general Youth provision locally; raising the profile of communities in which we work through regular community events; offering a suite of Family Learning and Inclusion activities for parents and carers of Under 5 s. We also manage Denton Island Nursery which Ofsted has registered as Outstanding. Care and Support SCDA s newest work area which offers high quality day care, activities and other services for older people both referred via ESCC Adult Social Care and self-referred. SCDA has a strong track record in partnership working and in the quality of service delivery to meet the needs of the most vulnerable in the community: helping the community help itself. The context of the job The organisation, though fairly small in terms of staff with approximately 128 employees, continues to grow - especially geographically. SCDA values teamwork and supporting colleagues and expects all members of staff to demonstrate flexibility within their specified job role, and offer support to other team members as and when required. SCDA Health & Wellbeing projects remain within a targeted environment where the Health & Wellbeing Programme Manager will be bid writing, managing a team, developing new projects to meet unmet needs, and ensuring projects run to target and time and within specific budgets. Flexibility to travel to the Eastbourne team premises plus outreach and/or other delivery locations in Newhaven and across East Sussex is expected, as well as some evening and weekend work to meet service user and community needs. Additional remuneration is not applicable, as time off in lieu may be granted in line with the policy. This is a full time role where the post holder is able to also work from home as appropriate.
3 Job Purpose The purpose of the role of Health & Wellbeing Programme Manager is to be influential in the strategic development of this emerging work area, and be responsible for the operational line management and direction of a multidisciplinary team, designing, developing, delivering and fundraising for services and activities which cover the Health & Wellbeing needs of the entire age range. The aim of these activities/services and events is to deliver health promotion messages and support, educate and inform service users and communities regarding positive Health & Wellbeing to those most in need. Working collaboratively with the SMT, the post holder will holistically address and meet the needs of the most vulnerable in the community by promoting integrated solutions and integrated working within all work streams. With responsibility for leading bid writing in support of SCDA s Health & Wellbeing activities and services, with assistance from colleagues and SMT, the post holder will ensure quality of provision and that those projects run to agreed budgets and schedules. Main tasks Strategic oversight of Health & Wellbeing service delivery across E. Sussex: Maintain a strategy for promoting and communicating the work of SCDA Health & Wellbeing community based initiatives to partner organisations, a range of funders and the wider community of East Sussex Maintain a strategic overview of the various projects aims, ensuring quality provision and bringing projects in on time and to budget Positively lead and contribute to running SCDA s Low Cost Counselling Service, a social enterprise within the Health & Wellbeing work area, to maximise use of service and generate revenues to support charitable aims Identify gaps in service provision and seek out new and appropriate funding to meet these gaps Work with other work streams and external partners to develop new and innovative ways of meeting community health and wellbeing needs Work at a strategic level, identifying and negotiating access to resources which will enable services without grant funding to survive and become sustainable, where appropriate Develop and maintain oversight of the overall SCDA Health & Wellbeing budget, ensuring regular and accurate allocation of resources as appropriate to detailed funder requirements Develop and contribute to funding tenders to support the ongoing Health & Wellbeing services of SCDA Demonstrate & support creativity and entrepreneurialism in the creation and development of new opportunities, including fundraising Proactively contribute to the design and delivery of services to meet the changing needs of the local community and designated outreach locations where SCDA operates.
4 Strategic responsibility pan SCDA: Lead on designated areas of subject matter expertise for the organisation to assist with disseminating and supporting best practice in these areas e.g. Equality & Diversity, volunteering, Safeguarding, CQI etc. through meetings, assisting with policy creation and or rollout and training for staff. People Management: Manage the motivation, well being and efficiency of the team Ensure that the recruitment, management, training and development of staff is directed to achieving the objectives of SCDA Conduct regular supervisions, performance reviews & annual performance appraisals with staff Ensure all internal HR processes, such as annual leave, sickness and TOIL are followed correctly in respect of self and project team Identify and develop opportunities for collaboration and joint working across the SCDA project areas, sharing staff and own expertise and increasing use of best practice Model good behaviours and a consistent approach to colleagues, direct reports and subordinates Act as a positive ambassador for SCDA in both an internal and external capacity. Operational duties: Have positive influence and impact on the development of services, including new ways of working, under the umbrella of SCDA Health & Wellbeing services by assisting in the creation and design of ongoing quality and method improvements Maintain an overall awareness of the various project budgets that come under the umbrella of SCDA Health & Wellbeing services and their spend over the lifetime of the project/s Report to funders and plan/profile these reports across the year with the team, liaising with finance for relevant required data re spend etc. in advance of reports being prepared Identify and utilise appropriate methods of evaluation to measure effectiveness of services Keep accurate records and provide written reports as required and develop and maintain appropriate recording and monitoring systems Provide management and monitoring information as required by the Director of Services, and participate in ongoing evaluations of SCDA Health & Wellbeing initiatives and the impacts of those initiatives for service users. Other: Meet regularly with line manager for supervision and project reviews and take responsibility to follow through agreed areas of work Organise and chair team briefs and attend various SCDA Health & Wellbeing project s Steering meetings, SCDA staff and managers meetings Promote and comply with SCDA s policies and procedural requirements with special emphasis on Health and Safety Policy Fulfil any other duties as may reasonably fall within the remit of this post in order to provide maximum flexibility in meeting the needs of this area

Experience: Minimum two years experience working at management level (preferably at senior level), in a voluntary or community sector organisation sourcing funding, scoping & developing, delivering and evaluating community initiatives & services to a high quality and to target, Experience of supervising others/managing teams and ongoing team development Experience of bid writing, both at a local and national level, in partnership with others or individually; monitoring & evaluation of projects Experience of working with and contributing to company budgets and other financial data Track record of designing and developing new services, often including innovations and new ways of working, including the relevant policies or procedures Experience of managing complex and multiple budgets Experience of managing reporting to funders, SMT and Board Able to identify partnerships for future funding opportunities Whether directly or indirectly, some experience of working with service users who are facing barriers to accessing services or opportunities, e.g. young people, older people, ex-offenders, lone parents Able to maintain records for funders, SCDA s finance department etc. Essential skills, abilities and knowledge: Able to develop and deliver projects to specified deadlines Organisational and record keeping skills of a high order
6 Proven ability to liaise effectively with colleagues, direct reports and partner organisations Monitoring and evaluation and reporting to a range of funders, stakeholders and Board Experience of multi tasking and multi project working A broad understanding of equal opportunities, data protection requirements and client confidentiality Competent user of MS computer applications e.g. Excel & Word.
