Responsible for the analysis and provision of high level expert advice on key safety issues within the health service, and at a State and National level. Responsible for leading the NMHS Medico-Legal Services. Leads the development, implementation and ongoing review of NMHS s external certification and accreditation processes and consumer participation and engagement strategies across the service.
Brief Summary of Duties ED Safety, Quality & Engagement HES Level B 007999 1. Strategic Leadership and Accountability (30%) 1.1 As a member of the NMHS Executive team, contributes to decision making on whole-of-health issues for the organisation. 1.2 Actively promotes, guide and facilitates high standards of practice and professional services. 1.3 Actively leads and promotes organisational cultural change. 1.4 Actively and insightfully contributes to strategic, operational and business planning and policy development. 1.5 Provides leadership and guidance to key organisational stakeholders to facilitate the improvement of organisation performance, systems and processes 1.6 Provides high-level expert advice and support to the Chief Executive, and other Executives, through analysis and assessment of trends and emerging issues within and across the service, and at the state and national levels in relation to the position s portfolio of responsibilities. 1.7 Builds a competent team, driving and building the framework for continuous development of staff to ensure high performance within the directorate. 1.8 Ensures that resources are managed and developed to meet service requirements and area outcomes. 1.9 Ensures that the portfolio s services and activities meet all clinical and/or corporate governance requirements. 2. Communication and Consultation (30%) 2.1 Initiates and facilitates forums and discussion groups to resolve issues relating to safety, quality, and consumer engagement including policy development, strategic and operational frameworks/plans and legislative compliance. 2.2 Initiates, facilitates and maintains strong working relationships in order to effectively liaise, consult and negotiate with all relevant internal and external stakeholders. 2.3 Initial point of contact and interface between NMHS and relevant internal and external agencies on portfolio related matters (e.g. System Manager, Australian Council on Healthcare Standards, Health Consumers Council). 3. Specific Position and/or Operational Responsibilities (40%) 3.1 Provides the strategic direction, planning, leadership and focus for safety and quality, audit and risk, and consumer engagement across NMHS. 3.2 Leads and direct the management and coordination of the service s consumer participation program to ensure greater involvement by local communities in the planning of appropriate services for this population. 3.3 Develops, implements and reviews the key strategies and objectives of the Safety, Quality and Consumer Engagement Directorate. 3.4 Develops implements and reviews the key strategies and objectives of the Audit and Risk Directorate. 3.5 Leads the Medico-legal Services Directorate. 3.6 Leads the development, implementation and ongoing review of NMHS s external certification and accreditation processes. 3.7 Develops, establishes and maintains clinical governance systems and processes for monitoring and reviewing clinical performance and safety and quality of care. 3.8 Champions NMHS s safety and quality initiatives and innovations. 3.9 Oversights NMHS s safety and quality reports, trends and analysis for the Executive and Board. 4. ED Safety, Quality & Engagement HES Level B 007999 4.1 Ensures, as far as practicable, the provision of a safe working environment in consultation with staff under their supervision. 4.2 Participates in an annual performance development review and undertakes performance development review of staff under their supervision. 4.3 Supports the delivery of safe patient care and the consumers experience including identifying, facilitating and participating in continuous safety and quality improvement activities, and ensuring services and practices align with the requirements of the National Safety and Quality Health Service Standards and other recognised health standards. 4.4 Completes mandatory training (including safety and quality training) as relevant to role. 4.5 Performs duties in accordance with Government, WA Health, and Departmental / Program specific policies and procedures. 4.6 Abides by the WA Health Code of Conduct, Occupational Safety and Health legislation, the Disability Services Act and the Equal Opportunity Act. 5.
