Peventing Pollution at Hot Mix Asphalt Plants - Guide Sheet #2 Pollution Pevention Asphalt plants deal with many things that can affect the envionment. Mateials such as aibone dust, contaminated stom wate and used oil can ham the envionment and people if they ae not popely managed. State and fedeal envionmental egulations explain what legally can and cannot be done with these mateials. The egulations descibe how pollution o waste should be contolled, stoed, teated o disposed. A bette solution is to pevent the waste o pollution. What is Pollution Pevention? Pollution pevention is simply not making the waste o pollutant in the fist place. It means doing what we can to educe the amount and toxicity of the pollution we geneate. Peventing pollution may be something as simple as using a catch basin to pevent spills o something as complex as edesigning you opeation to incease efficiency and educe waste. Simple things like choosing nonhazadous solvents can potect the envionment and educe the numbe of envionmental egulations you must comply with. Pollution pevention means thinking about the envionmental impact of you actions and tying to limit that impact. Why Pevent Pollution? When we geneate waste o pollution, we must safely and legally manage that waste o pollution. Whethe it is household tash o waste fom a business, managing wastes costs money. Usually the things we discad ae items we bought. A good example is pape towels. We buy them, use them once and then pay again to have them disposed. If we educe the amount of waste we geneate, we can save money. Reducing costs is a majo eason to pevent pollution. Hee ae a few othes: Impoved wok envionment and woke safety. Reduced liability. What can be done at hot mix asphalt plants? Thee ae many ways to pevent pollution at asphalt plants. Each of these guide sheets has suggestions on ways to pevent pollution. Hee ae a few geneal tips: Make a list of you wastes. Ty to find a way to eliminate each of them. Fo example, if you thow away pape towels, conside using washable shop towels. Include the cost of disposal when you make puchasing decisions. What looks like the least expensive option may cost moe because of disposal o othe management costs. Don't buy moe than you need. The leftoves may become waste. Puchase the lagest pactical containe, containes usually end up as waste, but don t puchase moe than you need. Puchase the least toxic o hazadous poduct available. Check the mateial safety data sheets fo poducts you puchase. If the poduct is toxic o hazadous, ask you supplie fo altenatives. Use the oldest items fist (fist-in, fist-out). If you do have excess o unneeded mateials, see if you supplie can take them back. Use dip pans and splash guads whee spills fequently occu. Fix leaks immediately. Keep wok aeas clean and well oganized to help pevent accidents. Stoe mateials in a way that keeps them fom being damaged. Inspect stoage aeas egulaly fo leaks. Make sue all items ae clealy labeled. Peventing Pollution at Hot Mix Asphalt Plants - Guide Sheet #3 404 Pemits and Wetlands Unde Section 404(a) of the Clean Wate Act, you must get a pemit fom the U.S. Amy Cops of Enginees (Cops) befoe putting dedged o fill mateials into any "wates of the United States" (U.S.). This includes wates used (o usable) as habitat by cetain bids o endangeed species o used to iigate cops sold in intestate commece. The following ae not geneally consideed "wates of the U.S.": Non-tidal dainage and iigation ditches Atificially iigated aeas Atificial lakes o ponds Atificial eflecting o swimming pools Wate-filled depessions except that wate-filled depessions such as those fomed fom quaying can be "wates of the U.S." if the constuction o excavation opeation is abandoned o completed and the body of wate meets the definition of "wates of the U.S." o the site has become a wetland. watebody as a "wate of the U.S." on a case by case basis. The Cops and EPA define wetlands as "Those aeas that ae inundated o satuated by suface o gound wate at a fequency and duation sufficient to suppot, and that unde nomal cicumstances do suppot, a pevalence of vegetation typically adapted fo life in satuated soil conditions. Wetlands geneally include swamps, mashes, bogs and simila aeas." The Cops detemines whethe an aea is a wetland and if an activity equies a pemit. The detemination is based on vegetation, soil and hydology. Befoe issuing a 404 pemit, the Cops will wok with the Depatment of Natual Resouces to get a wate quality cetification called a 401. This cetification is equied unde Section 401 of the Clean Wate Act and state law. The Cops and the Envionmental Potection Agency (EPA) can designate a paticula Thee ae five U.S. Amy Cops of Enginees Disticts in Missoui. Peventing Pollution at Hot Mix Asphalt Plants - Guide Sheet #4 Ai Quality Issues The most common ai pollutants fom hot mix asphalt plants ae paticulate matte with a diamete of no moe than 10 micons (PM 10 ), sulfu dioxide (SO 2 ), nitogen oxides (NO x ), volatile oganic compounds (VOCs) and cabon monoxides (CO). To potect public health and the envionment, asphalt plants ae equied to take steps to potect ai quality. Thee ae seveal ways this is done. The majo ai quality issues affecting asphalt plants ae National Ambient Ai Quality Standads (NAAQS) New Souce Pefomance Standads (NSPS) Emissions Inventoy Questionnaies (EIQs) Constuction Pemits Opeating Pemits Potable Equipment Pemitting It is impotant that you undestand and follow the equiements that apply to you facility. Getting the equied pemits can take time. Remembe to plan ahead when bidding out a job that will equie a pemit. National Ambient Ai Quality Standads (NAAQS) These standads wee set by the U.S. Envionmental Potection Agency to limit the concentation of pollutants in the ai. The standads apply to PM 10, SO 2, NO x and CO, as well as to some othe pollutants. The impact of emissions fom each facility on ambient ai quality is estimated duing the constuction pemit eview. Facilities that have the potential to exceed the NAAQS will have additional equiements. New Souce Pefomance Standads (NSPS) A fedeal egulation called a New Souce Pefomance Standad applies to all hot mix asphalt plants that began constuction o modification afte a manufactue date of June 11, 1973. This standad limits the paticulate emissions fom you plant. To show that the asphalt plant will meet these emissions limits, you will need a pefomance test at you plant. Geneally, the test should be done within six months afte the plant gets an ai constuction pemit. A qualified fedeal o state obseve must witness the pefomance test. This means you will need to coodinate the testing date and time with the qualified obseve well in advance. Emissions fom hot mix asphalt plants ae limited to a ate not to exceed 90 mg/dscm, (milligams/dy standad cubic mete). Opacity fom the plant is not to exceed 20 pecent. (See guide sheet #6 fo moe infomation.) Emissions Inventoy Questionnaie By Apil 1 each yea, you must submit an Emission Inventoy Questionnaie and emission fees fo you asphalt plant to the Depatment of Natual Resouces o you local ai pollution contol agency. The EIQ includes pocess infomation, emission data and fee calculations. (See guide sheet #9 fo moe infomation.) Constuction Pemits If you want to set up, elocate o change you hot mix asphalt plant, you need an ai constuction pemit fom the Missoui Depatment of Natual Resouces o the local ai pollution contol agency office (see guide sheet #5 fo moe infomation). Opeating Pemits All hot mix asphalt plants must have an Ai Quality Opeating Pemit fom DNR o the local ai pollution contol agency office (see guide sheet #7 fo moe infomation). Relocation Requests fo Potable Equipment You need appoval befoe moving a pemitted potable equipment to a new site. If the new site has been peviously appoved, you must notify DNR seven days pio to elocating the equipment (see guide sheet #8 fo moe infomation). You must have a constuction pemit if you wish to build o change you asphalt plant. All hot mix asphalt plants need an opeating pemit. If you use potable equipment, you need a constuction pemit. Peventing Pollution at Hot Mix Asphalt Plants - Guide Sheet #5 Ai Quality Constuction Pemits If you want to set up o change an asphaltic concete (hot mix asphalt) plant, you need an ai constuction pemit fom the Missoui Depatment of Natual Resouces (DNR) o local ai pollution contol agency office. You must have this pemit befoe you begin constuction, set up o modification of you asphalt plant. The most common ai pollutants fom hot mix asphalt plants ae paticulate matte (PM 10 ), sulfu dioxide (SO 2 ), nitogen oxides (NO x ), volatile oganic compounds (VOCs) and cabon monoxide (CO). PM 10 is paticulate matte with a diamete of no moe than 10 micons. National Ambient Ai Quality Standads (NAAQS) have been set to limit the concentations of PM 10, SO 2, NO x, and CO in the ai to potect public health. Asphalt plants set up, constucted o modified afte May 13, 1982, must have an ai constuction pemit. To get this pemit, you need to complete ai constuction pemit application foms and submit the foms to DNR o you local ai pollution contol agency, listed on the back of this guide sheet. Application foms include an Application fo Authoity to Constuct, and a Constuction Pemit Emissions Inventoy Questionnaie. Infomation equested on the foms include the location of the plant and a dawing o map of the site layout with the length and position of haul oads, stoage piles and plant equipment. You will need to list the pocess equipment that will be used, the date it was manufactued, the seial numbe and the ated design pefomance of each piece of pocess equipment. Be sue that you undestand when a constuction pemit is equied and when the Potable Souce Relocation Request is needed. You must apply fo and eceive an ai constuction pemit befoe constucting o modifying a potable asphalt plant. Guide sheet #5, Ai Quality Constuction Pemits, has infomation on this subject. Potable plants also need opeating pemits, just as any othe hot mix asphalt plant does (see guide sheet #7). The constuction pemit allows fo constuction of specified equipment at a specific site. You must not add equipment o move the equipment to a diffeent site until you have the pope pemits to do so. It is paticulaly dangeous because animals and childen ae attacted to its sweet flavo. If they dink the ethylene glycol, it may cause coma o death. Some antifeeze is made of popylene glycol. This mateial is less hazadous to humans and animals than ethylene glycol. The used antifeeze fom a vehicle can hold contaminants that it picks up fom the vehicle engine. Fo example, used antifeeze may contain lead because the antifeeze has dissolved some of the lead solde in the adiato. Waste antifeeze is not cuently a listed hazadous waste unde the fedeal hazadous waste egulations. Howeve, it may be a hazadous waste because of contaminants it has picked up. The test to detemine if used antifeeze is a hazadous waste is called the Toxicity Chaacteistic Leaching Pocedue (TCLP). See guide sheet #14, Hazadous Wastes, fo moe infomation. Recent studies have shown that used antifeeze fom automobiles manufactued afte 1995 is not hazadous waste. This is pimaily because less lead is used in adiato constuction. Used antifeeze is moe likely to be hazadous if it was used in heavy equipment such as bulldozes and buses. This means that antifeeze fom late-model cas and tucks that has not been mixed with othe antifeeze o with othe hazadous wastes does not need to be tested. In this case, you may assume that it is not hazadous and need not test it. Howeve, used antifeeze fom heavy equipment o industial souces will need to be tested to see if it is hazadous waste unless you have some othe way of knowing that it is o is not hazadous. If you wish, you can assume the antifeeze fom you heavy equipment is hazadous without testing it. You would then need to dispose of it as hazadous waste. Thee ae seveal ways to safely and legally manage you used antifeeze: Recycle the antifeeze at you facility (on site ecycling). Send the antifeeze to someone else to eithe ecycle o dispose of it (off site ecycling o disposal). Dischage to public wastewate teatment plant if the plant has appoved the dischage. Recycling The Missoui Depatment of Natual Resouces (DNR) stongly encouages antifeeze ecycling. You can puchase o lease seveal types of antifeeze ecycling equipment. If you used antifeeze is a hazadous waste, the tanspote must have a Missoui license to tanspot hazadous waste, and the waste must have a hazadous waste manifest with it. Make sue the facility you send it to has a esouce ecovey cetification o a hazadous waste teatment, stoage and disposal pemit. Dischage to wastewate teatment plant (pouing it down the dain). If the dains at you facility go to a wastewate teatment plant, not a septic system, you may be able to pou antifeeze down the dain if you have pemission fom the plant. Pouing wastes down the dain is called a dischage. Some wastewate plants will not allow dischages of used antifeeze. Lage quantities can ham the teatment plant. The wastewate teatment plant may not be able to emove all the contaminants fom the used antifeeze. The contaminants then ente lakes, steams and ives. In some situations, wate, and any contaminants it has come into contact with, can flow backwads in a wate line. This can contaminate the wate in you building and even the entie wate supply. Backflow pevention devices pevent this poblem. If you have places whee the wate line comes into diect contact with a potential contaminant, the contaminant can tavel back into the wate line when thee is a change in pessue. This is called a coss-connection. Fo example, if pocess wate fom you equipment cleaning aea flows back into you wate system, you entie wate system could become contaminated with dit, soap and chemicals fom you dity equipment. Backflow pevention devices o assemblies ae installed in wate lines to keep this fom happening.
