JOB DESCRIPTION JOB TITLE: SALARY: BASE: MANAGED BY: Partnership Manager 41,616-45,109 pro rata The Association of North East Councils Chief Executive TERMS: Secondment or fixed term contract, reviewed January 2015. 3 days a week. 1. SUMMARY OF THE POST 1.1 The post-holder will be based with the Association of North East Councils and will be responsible for the following areas of activity: driving the vision and catalysing delivery arrangements so that the Cultural Partnership for the North East thrives and becomes recognised as a driver of regional excellence; setting out the Partnership s vision and message, and proactively advocating the Partnership and its role for the North East, assuming responsibility for communications and media relationships in respect of the partnership, working with the ANEC Directorate; working commercially and utilising financial acumen to securing funding for the Partnership and its future sustainability; facilitating the work of the Cultural Partnership for the North East, including work on initiatives and programmes through setting out and delivering against key objectives, promoting coordination so that major events, participation initiatives and opportunities for innovation achieve maximum impact, and securing the funding to make these initiatives and programmes happen; supporting partnership members in their roles; responsibility for informing the Partnership s priorities and ensuring their delivery; providing policy advice, analysis and briefings; producing timely reports on the partnership s progress to ANEC s Regional Chief Executives Group and Leaders and Elected Mayors Group; managing the policy support to the partnership s Steering Group and other Groups as may be established from time to time; and manage events and other partnership initiatives.
2. JOB PURPOSE 2.1 To facilitate and manage the development and implementation of the work of the Cultural Partnership. 2.2 To ensure that the Partnership s activities receive support and are delivered. 2.3 To achieve a sustainable future for the partnership through proactively identifying, lobbying for and securing income from a range of sources including sponsorship, funding applications and philanthropic giving. 2.4 To establish, maintain and strengthen relationships with a wide range of stakeholders, partners and with audiences that the Partnership is targeting. 2.5 To effectively represent the Partnership and communicate its position on a range of policy areas at meetings and events so that the region s voice is heard and its profile raised, nationally and internationally. 2.6 To ensure up to date knowledge of key contacts and developments affecting the partnership s work. 2.7 To produce well-researched, evidential and credible briefings, consultation responses, reports, publications and speeches. 2.8 To carry out any other reasonable duty appropriate to the grade. 2.9 To maintain effective working relationships and contribute to a working environment which is safe, considerate and supportive to all. 2.10 In accordance with relevant legislation and Association policies, the post holder is expected to take reasonable care of his/her health, safety and welfare, and that of other persons who may be affected by the performance of his/her duties. 2.11 The post holder will be responsible for identifying his/her personal training and development needs in discussion with his/her line manager and will be expected to participate in any training and development activities identified and agreed as relevant to his/her personal development. 3. 5. PERSON SPECIFICATION CRITERIA ESSENTIAL DESIRABLE HOW IDENTIFIED Qualifications/ Training Educated to degree level or equivalent Relevant professional qualification.. Evidence of continuing professional development including management development. Understanding of relevant legislation and requirements such as corporate manslaughter, health & safety, procurement, equalities and diversity, risk management etc. Experience & Attributes Knowledge and experience of the cultural agenda in its broadest sense. Experience of operating in the cultural sector. Experience of operating a partnership. Experience of securing sponsorship and other forms of income generation Experience of working with central government and national agencies. Experience of working with partners and with local government. Experience of decision making at the highest level. Experience of operating within a performance management framework. Experience of working with senior partners and politicians Ability to handle a range of policy issues. Ability to research, prepare, communicate and represent policy positions. Ability to apply judgement and assume decision-making responsibility. High standard of advocacy, communication, presentational and interpersonal skills.

Specialist Knowledge Political awareness Understanding of key issues affecting the cultural sector and the North East.
