JOB AND PERSON SPECIFICATION Position Title: General Manager People, Performance & Culture Reports Directly to: Chief Executive Officer Responsible for: HR, WHS Member of: Executive Management Team Grade: NA - Executive About St John St John is a charity in the South Australian community working for the Service of Humanity. Our vision for the future, whether acting alone or in partnership with others, is the provision of charitable and humanitarian services to individuals, groups and organizations. Our relief work for persons in sickness, distress, suffering or danger recognizes no barrier of race, colour or creed. Within South Australia, St John engages some 2,000 volunteers supporting the community in the provision of First Aid services and Community engagement. St John also employs approximately 90 paid staff, located at State Office and across the state. Purpose of the Position A champion of St John s ability to attract, retain, and develop a passionate, informed and committed workforce and volunteer membership base, this role will drive and lead the strategic growth of the People, Performance and Culture ( PPC ) portfolio and the related support offered to all areas of St John. This role is responsible for the development and implementation of effective people management and wellbeing frameworks, policies and procedures. A key objective of this role is to ensure the delivery of high quality, responsive support services and reporting, utilising the full resources of St John. As a member of the Executive Management team, this role will contribute to overall business planning, and act as steward of the organisation s monitoring and performance against the 2012-2017 Strategic Plan. Provide expert advice to the Chief Executive Officer and General Managers on strategic and operational people management and business planning requirements. Develop organisational development plans for the PPC division and the wider St John organisation. Coordinate the annual business planning cycle and provide reporting on St John s progress against the 2012-2017 Strategic Plan. Promote the functions of the PPC division to the organisation via effective and regular communications. Ensure a high quality HR and WHS service is provided across all areas of St John. Lead human resource management, workplace health & safety and industrial relations, (including workforce planning, performance management and development). Prepare and negotiate non-eba contracts as required. Work closely with senior leaders / managers (paid and volunteer) providing expert guidance, coaching and support on various HR matters, in order to ensure a consistent and equitable approach to people management Develop and assist with the implementation of change management strategies to support organisational growth.

Key accountabilities The key accountabilities for this role include, but are not limited to, the following areas: Strategy Coordinate and assist in developing strategic and business unit plans for all areas of St John. Develop a PPC strategy to contribute towards the achievement of the business strategy. Establish and implement business unit goals, objectives, policies, and operating procedures. Provide reports to CEO, Board and other key stakeholders as required and undertake strategic analysis for workforce planning and organisational development. Develop a strategic compensation system that rewards high performance and provides a process for annual salary reviews. Operations Develop and implement policies and procedures that ensure compliance with legislative requirements and which promotes a safe, healthy and positive working environment. Provide advice and guidance to managers and staff on organisation structure, workforce planning ` and people development. Provide advice and guidance to managers and staff on issues impacting their performance and employment to ensure early resolution of issues. Oversee the management of Human Resources and WHS personnel, and ensure that a high standard of quality support is provided to stakeholders. Stakeholder Management Maintain positive and productive working relationships with key stakeholders including the Board, Operations Branch, relevant areas and levels of government, employee representatives and external service providers. Interact with other St John managers to provide consultative support on people, performance & culture issues. Financial Management Develop and monitor the business unit s operating budget and ensure proper budgetary controls are exercised. Monitor the organisation s human capital overheads. Ensure compliance to all regulatory and financial obligations. People & Organisational Management Provide people management leadership through setting direction, monitoring and developing performance, building morale and generating a sense of common purpose. Responsible for the day-to-day leadership, management and support of the PPC team, including recruitment, monitoring delivery against objectives, quality standards, personal development, coaching and appraisal.

Create a safe and healthy work environment through ensuring compliance with WHS legislation. Workplace Health & Safety Maintain current First Aid Certificate, Manual Handling and Infection Control Training and ensure staff also maintain training. Ensure day-to-day management of Work, Health and Safety issues within the work area and demonstrate leadership and communication on these matters. Undertake risk assessment of the work area when workplace changes occur (including renovations, painting, new equipment etc). Ensure staff and volunteers are aware of workplace health and safety responsibilities, and that these are effectively undertaken (including workplace assessments etc).
