Natural Resource Sector Compliance and Enforcement Harmonization Project PURPOSE 1. This project will deliver a medium term solution (5-7 years) involving incremental change to the existing systems over the next 3 years. 2. The project will integrate data, unlock value in existing systems, and broaden their relevance across the 10 sector organizations to support current and ongoing business integration. 3. Position existing system components (where possible) for the long term solution being planned by the NRPP initiative. 4. What is NRPP and Why is it Needed?

What is NRPP? The Natural Resource Sector is a key driver of economic activity and employment in the province To support the growth of the economy while providing effective environmental stewardship, the NRS must transform to become an integrated manager of BC s natural resources and to make authorization decisions that appropriately balance social, economic and environmental objectives NRPP involves a significant investment to integrate data, legislation, people, processes, and systems across six Ministries NRPP will deliver meaningful benefits to industry, First Nations, nongovernment organizations (NGOs) and the public Natural Resource Permitting Project NRPP - Clean Energy - October 2014 7

Why is NRPP Needed? Drivers of Transformation Economic and business changes Program changes Technological changes Data Environmental factors Social changes Legislation Demographics Description of Current Challenges Opportunities for economic growth and job creation are being missed due to lengthy and duplicative authorization processes Siloed approach to authorization review and approvals in the NRS does not factor in full cumulative effects on environmental, societal and economic values The NRS has approximately 100 systems supporting authorizations with no or minimal connectivity, creating the need for multiple access points and record keeping systems Data is not integrated, can be difficult to find and in many cases the published data is not the most current, resulting in a lack of transparency and trust in government BC s ecosystems and natural heritage cannot be effectively managed without an integrated view of the province s natural resources Expectations of government service delivery are changing rapidly as a result of advances in technology, resulting in demand for faster service through multiple service delivery channels Current legislation has evolved over time and continues to carry over a number of gaps, limitations and conflicts A decrease in NRS government employees by 7.1% is projected over the next three years, which will increase the time to process authorizations Natural Resource Permitting Project NRPP - Clean Energy - October 2014 8

Proponents are challenged by inconsistent data and information What key data is required? What data exists and how do I find it? Often new data requests and data surface late in the process PRE- APPLICATION APPLICATION REVIEW ENGAGEMENT DECISION There is inconsistent data and information available to proponents: Insufficient up-front integrated geo-spatial data Inconsistencies in the information proponents are asked to provide Trending condition of key values is inconsistent Time is wasted finding data With easily accessible integrated data and with an approved consistent set of values, proponents would know up-front what data they need to submit, how to submit it and why. Resource Stewardship Program Overview The Resource Stewardship Program includes two projects: Cumulative Effects Project Implement CEAM in decision-making in selected areas where assessments have been completed to date For a core set of values standardize assessment procedures and models, assess current condition in all regions and publish maps and data Confirm systems and tools for data access, visualization and reporting Define options and recommendations for legislation or policy to support effective long-term implementation Common Objectives and Integrated Resource Management Project Cataloguing, storing and providing efficient access to and querying of existing land use plans and objectives Development of an integrated common resource objectives development, maintenance and planning framework Selecting pilot areas to assess current state of objectives and test alternative approaches Natural Resource Permitting Project NRPP - Clean Energy - October 2014 14
