Natural Resource Sector Compliance and Enforcement Harmonization Project PURPOSE 1. This project will deliver a medium term solution (5-7 years) involving incremental change to the existing systems over the next 3 years. 2. The project will integrate data, unlock value in existing systems, and broaden their relevance across the 10 sector organizations to support current and ongoing business integration. 3. Position existing system components (where possible) for the long term solution being planned by the NRPP initiative. 4. Support the project vision of Providing the Right data to the Right people at the Right time. Natural Resource Permitting Project NRPP - Clean Energy - October 2014 2

What is NRPP and Why is it Needed?
What is NRPP? The Natural Resource Sector is a key driver of economic activity and employment in the province To support the growth of the economy while providing effective environmental stewardship, the NRS must transform to become an integrated manager of BC s natural resources and to make authorization decisions that appropriately balance social, economic and environmental objectives NRPP involves a significant investment to integrate data, legislation, people, processes, and systems across six Ministries NRPP will deliver meaningful benefits to industry, First Nations, nongovernment organizations (NGOs) and the public Natural Resource Permitting Project NRPP - Clean Energy - October 2014 7
Why is NRPP Needed? Drivers of Transformation Economic and business changes Program changes Technological changes Data Environmental factors Social changes Legislation Demographics Description of Current Challenges Opportunities for economic growth and job creation are being missed due to lengthy and duplicative authorization processes Siloed approach to authorization review and approvals in the NRS does not factor in full cumulative effects on environmental, societal and economic values The NRS has approximately 100 systems supporting authorizations with no or minimal connectivity, creating the need for multiple access points and record keeping systems Data is not integrated, can be difficult to find and in many cases the published data is not the most current, resulting in a lack of transparency and trust in government BC s ecosystems and natural heritage cannot be effectively managed without an integrated view of the province s natural resources Expectations of government service delivery are changing rapidly as a result of advances in technology, resulting in demand for faster service through multiple service delivery channels Current legislation has evolved over time and continues to carry over a number of gaps, limitations and conflicts A decrease in NRS government employees by 7.1% is projected over the next three years, which will increase the time to process authorizations Natural Resource Permitting Project NRPP - Clean Energy - October 2014 8
Proponents are challenged by inconsistent data and information What key data is required? What data exists and how do I find it? Often new data requests and data surface late in the process PRE- APPLICATION APPLICATION REVIEW ENGAGEMENT DECISION There is inconsistent data and information available to proponents: Insufficient up-front integrated geo-spatial data Inconsistencies in the information proponents are asked to provide Trending condition of key values is inconsistent Time is wasted finding data With easily accessible integrated data and with an approved consistent set of values, proponents would know up-front what data they need to submit, how to submit it and why. NRPP will enable a transition from coordination to integration FROM A COORDINATED APPROACH Currently, each Natural Resource Sector Ministry has separate data, legislation, people, processes, and systems to manage and coordinate natural resource activities and authorizations. NRPP will enable a transition from coordination to integration TO AN INTEGRATED APPROACH Transformation will integrate data, legislation, people, processes, and systems across the Natural Resource Sector Ministries and agencies, resulting in integrated natural resource activities and authorizations. This will create efficiency of process and effective management of resources. NRPP Overview
Authorizations Processes Project Overview Three Components to Phase 1: 1. Identify priority authorizations 2. Streamline pre-application requirements and processes 3. Analyse and define future waves of authorizations (if, how and when other authorizations will be addressed by NRPP) The selection criteria for priority authorizations: Phase one priority authorizations: Impact to workload Government priorities Stakeholder interests Fish and Wildlife Water Legislative changes required Selection Criteria Lack of digital system Quick wins Minerals (Notice of Work) Forestry Archaeology Natural Resource Permitting Project NRPP - Clean Energy - October 2014 13
Resource Stewardship Program Overview The Resource Stewardship Program includes two projects: Cumulative Effects Project Implement CEAM in decision-making in selected areas where assessments have been completed to date For a core set of values standardize assessment procedures and models, assess current condition in all regions and publish maps and data Confirm systems and tools for data access, visualization and reporting Define options and recommendations for legislation or policy to support effective long-term implementation Common Objectives and Integrated Resource Management Project Cataloguing, storing and providing efficient access to and querying of existing land use plans and objectives Development of an integrated common resource objectives development, maintenance and planning framework Selecting pilot areas to assess current state of objectives and test alternative approaches Natural Resource Permitting Project NRPP - Clean Energy - October 2014 14
Policy, Regulation and Legislation Program Year 1 Focus Priority Authorizations Program Support and Contribution Support re-design of authorization process Address any legislative/regulatory/policy barriers FOIPPA/Privacy Policy and Regulatory Work Analyze barriers due to FOIPAA legislation Resolve issues with information sharing across the NRS under current legislation Common Client Project Policy Support Support policy work related to Common Client, linking with BC Registries and application to be a Business Number Partner Develop a plan to address additional legislative/regulatory/policy barriers Common Finance Project Support NRS Regulatory Harmonization Review of prior work completed by the sector on billings, securities and fees Determine analysis required on the legislative/regulatory/policy impacts to integrated billings, securities and fees Develop a multiyear strategic plan to integrate legislation/regulation/policy components Complete policy research and analysis and collaborate in development of materials for spring 2015 RFL for 2016 Legislative cycle NRPP - Clean Energy - October 2014 15

Benefits of NRPP
NRPP will enable a data and access partnership Analysis of data: same or similar results Trust through Transparency Application Programming Interface FN Prov Public NGO s Industry Natural Resource Sector Integrated Geo-Spatial Database = Province First Nations Industry NGOs Store, manage and provide access to the data required for decisions ensuring consistency for all authorizations, compliance and enforcement, and cumulative effects assessment Partnerships Shared Governance & Stewardship Natural Resource Permitting Project NRPP - Clean Energy - October 2014 19
What will NRPP mean for Clean Energy BC? Benefits will include: The authorizations process will be predictable, coordinated, and timely with clear expectations and requirements Clients and proponents will be better able to estimate the length of time to decision, which will increase investment in BC Service from the NRS will be more timely and responsive, with significantly increased online self-service opportunities Clients will be able to track natural resource projects seamlessly online over the entire project lifecycle NRS data and information will be accessible and transparent Regional, national, and international investment in natural resource projects and job creation in BC will be stimulated Natural Resource Permitting Project NRPP - Clean Energy - October 2014 20
NRPP will be implemented in 3 phases, with each phase delivering stand-alone functionality Phase 1 Focused on foundational capabilities Phase 2 Build on foundational capabilities Phase 3 Achievement of full benefits By investing in Phase 1, the following capabilities will be delivered: Proponents can apply online, view and track applications for select priority authorizations Projects can be advertised online and collect public comments on proposed projects Decision makers can make better, more durable decisions with higher quality, more integrated information Proponents and the public can use an interactive online map to see an integrated view of information on the land base Proponents and staff can manage client accounts and enable integrated billing and other account management Natural Resource Permitting Project NRPP - Clean Energy - October 2014 21
