1 LABORATORY SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF BORAX ACCORDING TO IS 1109:1980 A laboratory shall be maintained which shall be suitably equipped and staffed where different tests shall be carried out in accordance with the methods given in the specification. 1.1 Calibration: All testing instruments shall be periodically checked and calibrated. Records of such checks/calibration shall be maintained. 1.1.1 The frequency of calibration of following instruments shall be as under: i.) ph meter : Once every day before use with the standard ph solutions ii.) Weighing balance : Once in a year iii.) Hot air oven : Once in a year For all other instruments, frequency of calibration shall be once a year. Calibration shall be done from NABL accredited laboratories wherever they are available in the same city. In case, where such laboratories are not available, traceability to a National Measurement System (NPL) to be ensured. 2. TEST RECORDS 2.1 All records of analysis and tests shall be maintained in the Tables 1A, Table 1B, Table 1C, Table 2 and Table 3 given at ANNEX A 2.2 Copies of any records that may be required by BIS shall be made available at any time on request. 3. QUALITY CONTROL 3.1 It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the products as envisaged in this Scheme [See IS 397 (Part 1) to IS 397 (Part4)]. 3.2 In addition, effort should be made to gradually introduce a Quality Management System/Environment Management system in accordance with IS/ISO 9001:2008 and IS/ISO 1 of 12

14001:2004. 4. MARKING 4.1 Standard Mark The Standard Mark as given in Column (l) of the first Schedule of the licence shall be stenciled with indelible ink or printed on labels applied to the container/bags of borax provided always that the material in each container to which this mark is applied conforms to every requirement of the specification. 4.2 Other Marking Each package shall bear legibly and indelibly the following information. a) Name and grade of the material b) Name and address of the manufacturer and his recognized trade mark if any; c) Gross and net mass in grams d) Date of manufacture e) Batch number; f) Full details of analysis as prescribed in Table-1 of IS 1109 shall also be printed on the label of Analytical Reagent grade(ar). g) BIS certification details, visit website www.bis.org.in 5. REQUIREMENTS The test records of the three grades of the material shall be maintained as per Table 1A, Table 1B and Table 1C of ANNEX A respectively as mentioned in Clause 3 of IS 1109: 1980. 6. PACKING 6.1 The Technical(TECH) and Pure Grades of the material shall be packed in well-closed, sound, clean and dry jute bags lined with polyethylene sheets or as agreed to between the purchaser and the supplier as mentioned in clause 4.1 of IS 1109: 1980 and records maintained as per Table 2 of Annex A 6.2 The Analytical reagent (AR) grade shall be packed in well-closed wide-mouth glass or poly ethylene bottles as mentioned in clause 4.1.1 of IS 1109: 1980 and records maintained as per Table 3 of Annex A. 7. LEVELS OF CONTROL The tests as indicated in Table 1 of ANNEX B and at levels of control specified therein, shall be carried out on the whole production of the factory covered by this scheme and appropriate 2 of 12

records maintained in accordance with clause 2.0 above. All the production which conforms to the Indian Standard shall be marked with Certification Mark of the Bureau. 7.1 CONTROL UNIT For the purpose of this Scheme, the total quantity of each grade of Borax manufactured continuously from a blender at a time in a period of 24 hours shall constitute a control unit. 7.2 On the basis of test and analysis results decision regarding the conformity or otherwise of a control unit of borax to the requirements of the specification shall be made as follows: 7.2.1 A sample shall be taken at the packing stage after every hour which shall be examined visually. It shall be in the form of hard, colourless or white crystals, granules or powder consisting essentially of sodium tetraborate decahydrate and free from visible impurities and other foreign matter. If the sample does not conform to the specification in the above mentioned description requirement, the material manufactured during that hour prior to the drawl of sample shall either be rejected or reprocessed for its conformity to these requirements of the specification. 7.2.2 One sample shall be drawn from every control and tested for test parameters as given in table 1. If the sample fails to conform to anyone or more of these requirement(s) as given in the specification, the entire material in the control unit shall not be marked. The material may, however, be reprocessed and the defect(s) rectified. Such reprocessed material when tested again shall conform to all the requirements of the specification. 7.2.3 In respect of all other clauses of the specification, the factory shall maintain appropriate controls and checks to ensure that the product conforms to the various requirements of the specification. 8. REJECTION A separate record shall be maintained giving information relating to the rejection of units of Borax which do not conform to the specification and the method of their disposal. Such material, if packed in containers, shall in no case be stored together with that conforming to the specification. 9. SAMPLES The licensee shall supply, free of charge, the sample or samples required in accordance with the Bureau of Indian Standards (Certification) Regulations from his factory or godown. BIS shall pay 3 of 12

for the samples taken by it from the open market. 10. REPLACEMENT Whenever a complaint is received soon after the goods with the Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components shall be replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS. The firm should have its own complaint investigation systems as per IS/ISO 10002:2004. 10.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not "conforming to" their relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases 11 STOP MARKING The marking of the product shall be stopped under intimation to BIS, if at any time, there is some difficulty in maintaining the conformity of the product to the specification or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS. The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 12 PROODUCTION DATA The licensee shall send to BIS as per the enclosed proforma at ANNEX C to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit /undertaking, a statement of quantity produced, marked and exported by him and the trade value there of end of each operative year of the licence. 13 SUPPLIER LIST The Licensee shall also maintain details of the Standard Mark Product supplied to their customers in the format enclosed at ANNEX D. 4 of 12
