SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF SLUICE VALVE FOR WATER WORKS PURPOSES (50 TO 1200 MM SIZE) ACCORDING TO IS 14846:2000 1.0 LABORATORY: A laboratory shall be maintained which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 1.1 All testing apparatus shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. 2.0 TEST RECORDS: All records of tests and inspection shall be kept in suitable forms approved by the Bureau. 2.1 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3.0 QUALITY CONTROL: It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397 (Part I):1972, IS 397 (Part 2):1985 and IS 397 (Part 3):1980]. 3.1 In addition, effort should be made to gradually introduce a Quality Management System in accordance with the Quality System modules as per IS:/ISO 9001 OR IS/ISO 9002 or IS/ISO 9003 as appropriate to the activities of the organization. 4.0 STANDARD MARK: Each valve shall bear the BIS Standard Mark by transfix label affixed as given in column 1 of the first schedule of the licence provided it conforms to every requirement of the specification. In addition Standard Mark may be marked prominently by stenciling. Further, at the option of the manufacturer and subject to submission of agreement that in case of nonconformance of valve the same would be either scrapped or ISI mark would be defaced, such standard mark maybe permitted to appear at the casting stage. In case of following this practice affixing of standard mark by transfix label would not call for. 5.0 MARKING: In addition, each valve body shall have cast on it the following information: a) The manufacturer s name or trade mark b) The nominal pressure of valve (PN 1.0 or PN 1.6) c) Size of valve (mm) d) Heat number of cast e) Serial no. in punch on top of flanges
f) Year of Manufacture g) Where a valve has been tested for only open end test, it should be marked O distinctly and permanently on flanges adjacent to serial number h) Made in India, if required 6.0 LEVELS OF CONTROL: The tests as indicated in Table 1 and at levels of control specified therein shall be carried out on the whole production of the factory covered by the scheme and appropriate records and charts maintained in accordance with clause 2.0 above. All the production which conforms to the Indian Standard and covered by this licence shall be marked with Certification Mark of the Bureau. 7.0 RAW MATERIAL: The materials for component parts of sluice valves shall conform to the requirements given in table 1 of IS:14846:2000. Where alternative materials are specified in Table 1 of IS:14846:2000, these may be used excepting the combination of stem and wedge nut, that is the wedge nuts shall be made of leaded tin bronze and high tensile brass for use with high tensile brass and stainless steel stems respectively. 7.1 GREY CAST IRON: One test piece representing every two hour production or part there of with a maximum of 3 per melt or heat shall be tested for T.S. & BHN and if the sample passes the cast represented shall be accepted. In case of failure, two more test pieces shall be tested and if either of the two fails the castings represented shall be rejected (sample size will be three times the actual testing to take care of retest etc.) 7.2 LEAD TIN BRONZE. 7.2.1 PHYSICAL TEST: Three tensile test pieces shall be cast for melt of 1000 kg or part thereof. One tensile test shall be carried out in the first instance. If this fails in any of the requirements the other two test pieces should be tested. If either of these fail, the Lot shall be rejected. 7.2.2 CHEMICAL COMPOSITION: In case of both the type of materials (namely, the melt obtained from pre-analyzed ingots and the melt obtained from scrap) to start with new source of raw material every melt shall be tested till three consecutive melts are found satisfactory. On finding three consecutive melts to be satisfactory, the relaxed frequency of testing may be applied. The relaxed frequency of testing shall be every tenth melt in respect of melt obtained from pre-analyzed ingot and every fifth melt (at least one sample for each days casting) in respect of melts obtained from scrap received from same source. The relaxed frequency of testing will, however, by withdrawn as soon as a failure is encountered, in which case testing of every melt will be continued till three consecutive melts are found satisfactory.
7.3 HTB/SS: One sample per consignment shall be tested for both physical and chemical tests if manufacturers Test Certificate is not available. If test certificate indicating conformity to the requirements is obtained with each consignment, testing by licensee may be restricted to once in a year as counter check. 7.4 For other materials test bars/samples and criteria for acceptance shall be as specified in relevant specifications referred to in Table 1 of IS:14846:2000. If test certificate indicating conformity to the requirements is obtained with each consignment testing by licensee may be restricted to once in a year as counter check. 7.5 Manufacture & Dimensions of components of sluice valve shall conform to as given in cl.7 Tables 2 & 3 and figure 1 to 8 of IS:14846:2000. 7.6 Bolts and nuts shall conform to IS:1363 (Pt. 1):1992 and IS 1363 (Pt. 3):1992 respectively. Side headed bolts where necessary may also be used. 7.7 Coating on all cast iron parts shall be as given in cl.9 of IS:14846:2000. 8. HYDROSTATIC PRESSURE TEST: Each valve shall be tested for hydrostatic pressure test in accordance with clause 10.1 of IS:14846:2000. If any valve fails in this test, the valve shall be rejected. 9.0 In respect of all other clauses of the specification and at all stages of manufacture the factory shall maintain appropriate controls and checks to ensure that their product conform to the various requirements of the specification. 10.0 REJECTIONS: A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no case be stored together with that conforming to the specification. 11.0 SAMPLES: The licensee shall supply, free of charge, the samples required in accordance with Bureau of Indian Standard (Certification) Regulations, 1988, as subsequently amended, from his factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 12.0 REPLACEMENT: Whenever a complaint is received soon after the goods with Standard Marks have been purchased and used and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau.
12.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non-conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 13.0 STOP MARKING: The marking of the product shall be stopped under intimation to the Bureau if, any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau. 14.0 PRODUCTION DATA: The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant a statement of quantity produced, marked and exported by him and the trade value thereof end of each operative year of the license (See proforma enclosed).
