Job Description Job Title: Reference No: Salary: Contract: Job Purpose: Accountable to: Accountable for: Main Duties and Responsibilities: Finance Manager UTCW0021 25-30k (dependent on qualifications and experience) FTP To provide day to day financial management of the College and associated undertakings. Further develop financial controls and lead on monthly and year close, and be responsible for producing the statutory accounts. Ensure provision of management information to allow accurate strategic decision making. Business Manager N/A To provide monthly management accounts for the College, with detailed analysis against budget and prior years, reporting immediately any exceptional problems. Prepare a realistic and balanced budget for college activity assisting in the overall planning process for one, three and five year forecasts, ensuring effective spend. Use the agreed budget to monitor and control performance to achieve value for money. Identify and inform the Business Manager of the causes of significant variance and take prompt corrective action. Propose revisions to the budget, if necessary. Develop (and subsequently work to) internal financial processes, in consultation with the Business Manager. Responsible for ensuring the School Financial Value Standards are met, working with auditors to deliver SFVS to requirements set by the Department for Education. Prepare monthly bank reconciliations and cash flow forecasts. Reconciliation of all balance sheet accounts on a monthly basis with supporting working papers. Operate the college s accounting function, according to the internal financial handbook, complying with EFA financial regulations. Manage the day-to-day transactions of the college bank account and to take responsibility for managing any cash taken in college. Raising invoices for additional fees and managing the debtor ledgers including credit control. Maintenance and control of Fixed Asset Register and undertake periodic spot checks. Provide annual capitation information to staff and provide monitoring and reporting against these during the Academic year. Processing of orders and invoices including payment via BACs. Oversee banking arrangements and payment runs. Provide VAT accounting and associated documentation, including returns to HMRC. Provide statutory annual financial reporting returns in line with Audit requirements. 4 P age
Responsibilities common to all staff: Prepare VAT returns/gift Aid returns for the Trust for review by the Business Manager. Assist in the preparation of Annual Financial Statements. Maintenance of the accounting system and structure. Provision of financial information to support Governors and Governor meetings. Develop and maintain relationships with external auditors and Responsible Officer. Play an active role in supporting staff with new funding opportunities, including assisting in bid writing. Assist with cost/benefit analysis of the lettings within the College and new Community opportunities. Contribute to procurement and value for money activities. Be responsible for the monthly payroll in liaison with the payroll provider, with analysis of costs at individual level and provision of comprehensive supporting documentation of authorised adjustments. 2. Person Specification Qualifications: Essential Minimum of 5 GCSEs (grade A-C) including English & Maths. AAT qualified or minimum or partqualified accountant (ACCA or CIMA) Desirable Be educated to degree level or equivalent. Have experience of working on Academy specific financial software. Skills: Experience, knowledge and understanding: Characteristics: Strong ICT skills. The ability to establish and maintain relationships with staff and work as a member of a team. To communicate effectively, both orally and in written form, and capable of dealing with internal and external stakeholders at all levels. The ability to meet deadlines. The ability to work with high levels of tact, confidentiality and discretion. Have a minimum of 2 years experience in a similar role. Understanding of procurement rules and practices. Demonstrable experience and competence of MS Office applications and their practical application. A commitment to continuous learning. APPENDIX A Clerk to Governors The UTCW Governing Body are seeking an enthusiastic and committed individual to fulfil the role of Clerk to Governors. The successful candidate would work with the Chair of Governors and the Principal and Chief Executive before meetings to prepare agendas, produce, collate and distribute papers, take notes and prepare minutes for approval. You will also provide administrative and procedural support to Governors, ensuring they are kept up to date with current educational developments and legislation. This involves up to (approximately) 10 meetings per academic year, qualifying the post for an Honorarium payment (further details to be discussed at interview stage for candidates who are interested in this post). 7 P age
