The Renewable Energy and Energy Efficiency Department is seeking to recruit a renewable energy specialist consultant (Consultant) having expertise in renewable energy generation projects in Africa. The main responsibility of the Consultant is to lead or participate in the identification, preparation and implementation of bankable renewable energy generation projects led by both public and private sector clients. The Consultant will be responsible for ensuring the technical strength of the Bank s renewable energy activities so as to place the Bank in a leading role in Africa with respect to the development, financing and deployment of renewable energy projects. Introduction / Background The African Development Bank (Bank) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB s primary goal is to reduce poverty and improve
living standards by mobilizing resources in and outside Africa, providing financial and technical assistance for development projects and programs in Africa. Light Up and Power Africa is one of the High 5s, recognizing the central role of energy in the transition toward inclusive green growth in Africa. The Power, Energy, Climate and Green Growth Sector Complex (PEVP) was created to fulfil the objectives of Light Up and Power Africa - principally achieving universal access to electricity by 2025. The AfDB and this Sector Complex will accomplish this by building Africa s energy systems while ensuring green growth. The entire development ecosystem for operational effectiveness, scale, socioeconomic, and environmental impact will be considered fully. The PEVP Complex oversees strategy and policy development in the energy systems space; building alignment across stakeholders and representing the Bank with external stakeholders; developing new, innovative financing instruments; and ensuring delivery under the Light Up and Power Africa agenda. Objectives of the Assignment The main responsibility of the Consultant is to lead or participate in the identification, preparation and implementation of bankable renewable energy generation projects led by both public and private sector clients. The Consultant will be responsible for ensuring the technical strength of the Bank s renewable energy activities so as to place the Bank in a leading role in Africa with respect to the development, financing and deployment of renewable energy projects. 3. Main activities and deliverables Under the overall supervision and guidance of the Division Manager Renewable Energy (PERN1), the Consultant will perform the following: Engage with relevant stakeholders in regional member countries to set up conducive enabling policy and regulatory environment for the development of renewable energy and off-grid access, including setting up quality standards ; Assist regional member countries, along with regional Hub based personnel, in structuring and obtaining funding for renewable energy projects from internal and external climate finance facilities; Mobilize technical assistance resources from various internal and external sources for Renewable Energy enabling environment technical assistance projects; Work with the Power Systems Department and regional member countries in establishing standardized procurement frameworks for procuring utility-scale renewable energy through Independent Power Producers; Support regional member countries to ensure the effective implementation of renewable energy components of their nationally determined contributions; Lead or support, along with Hub-based staff, the process of identification and preparation of renewables related operations (policy, advisory, investment) whilst ensuring country ownership; Provide deep sector expertise for quality assurance of sector studies related to the development of renewable energy projects: preparation of terms of reference, review and validation process of feasibility studies and power sector analysis; Review and quality assurance of project preparation and appraisal documents vis-à-vis technical requirements; Liaise with the Energy Solutions Directorate for the design of innovative financing approaches and the mobilization of resources to develop renewable energy; Contribute to the preparation of knowledge and analytical work for to inform country strategic work as well as new operations in renewable energy, and to the delivery of economic and sector work related to the renewable energy sector; Undertake any other task that the Division Manager or Director may assign.
4. Administration/reporting The consultant will report to the Division Manager, Renewable Energy Division (PERN.1). 5. Duration of the assignment Six (6) months 6. Qualifications and Experience required Qualification: Experience: o At least a Master s degree or its equivalent in Energy, Renewable Energy, Engineering, Economics, Finance or related subjects; o Minimum 8 years of relevant professional experience in project finance and renewable energy projects, of which at least five years in renewable energy business development and/or policy advisory; o Proven experience in renewable energy structuring and advisory (e.g. business models, financial structuring, fund-raising, technical development, community engagement) is advantageous; o Experience in private sector operations including capacity building and advisory functions, and experience of dealing with developers, investors and financial institutions, o Experience in structuring public-private partnerships (PPP) in emerging markets or in a developing country context; o Familiarity with power project development cycle and understanding of lender s requirements for bankability, with experience in renewable energy independent power producers (IPPs); o Additional qualifications in specific renewable energy technology (e.g. wind, solar, biomass, geothermal) project and climate finance, development; o Experience with Development Finance Institutions (DFIs) or international commercial banks, exposure with appraisal, procurement and disbursement processes is desirable; o Knowledge of the African power sector, including institutional, policy and regulatory issues, and field experience in at least one African country required; o Integrity and ability to work in team as well as independently with few supervision; o Full knowledge of the principles of project cycle and project implementation; o Ability to communicate orally and in writing effectively in French or English, with a good working knowledge of the other language; o Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint).
