Mountain Valley Pipeline Viewer Page 1 of 5 THE PROBLEM OR CHALLENGE The proposed Mountain Valley Pipeline project has several proposed routes in the County of Roanoke, with each route having specific impacts to citizen property owners, wildlife and natural resources, erosion and sediment controls, and other consequences associated with pipeline construction. Through the process, several different routes have been proposed, causing confusion on the part of Roanoke County government and its citizens. SOLUTION The Mountain Valley Pipeline Viewer application helps address this confusion by providing a visually simple route viewer based on GIS and mapping technology. Questions that had previously required input from technical staff can now be answered independently and quickly by citizens and leaders, creating efficiencies for staff and citizen users alike. The application makes data quickly accessible, with quality printed products available for both citizens and staff. The viewer supports Roanoke County Administration s goal of providing the ability to review potential benefits of the pipeline as well as potential impacts to citizens, businesses and natural resources within the County, collaborative regional efforts, and public education initiatives. The County s Administration and Management sought an efficient way to visualize, share and analyze proposed pipeline routes with elected officials and citizen groups concerned about the pipeline s development. The county s existing GIS infrastructure offered the foundation for an interactive, web based application to meet the requirement established by County Administration. The GIS Services Division in the Communications and Information Technology Department worked closely with Administration and

Mountain Valley Pipeline Viewer Page 2 of 5 Management to deploy an efficient solution that would leverage its investment in the Esri platform consistent with other County applications to offer enhanced public and staff access to data. The team began by implementing an early version of the Basic Viewer template which was renamed and branded as Mountain Valley Pipeline Viewer, a JavaScript based application developed by Esri. Mountain Valley Pipeline Viewer provides the general public and other interested parties important information about the pipeline route, mile post markers, workspace areas and tax parcels in their neighborhood. The Mountain Valley Pipeline Viewer app provides the ability for both County staff and citizens or professionals to locate pipeline activity surrounding a targeted location. The target audience for the solution is diverse and includes citizens of all ages. The County developed an automated solution to prepare the underlying information by allowing the data to be dynamically updated using the Enterprise Geographic Information System (GIS). The GIS Team then took the standard application a step further, by introducing a style consistent with the Department s branding standard and incorporating custom behavior into the application to accommodate local functional requirements. Through a combination of out-of-the-box functionality and customization, the final solution now provides accurate, up-to-date Pipeline activity information that allows end users to self-serve the most recent Pipeline Route for their neighborhood. Ultimately, the customized app helps mitigate the need for time-consuming, manual processes by spatially enabling data from the Enterprise GIS System and facilitating access through a user friendly, interactive, web application. In addition, the app is optimized to be mobile friendly for use on smartphones and tablets and is accessible to a wide array of modern desktop and mobile internet browsers. FINANCIAL AND STAFFING

Mountain Valley Pipeline Viewer Page 3 of 5 County of Roanoke has a Small Government Enterprise License Agreement with Esri. This gives the county the ability to fast track GIS projects. The ELA provides unlimited access to ArcGIS software along with timely and professional assistance from Esri. Microsoft SQL Server 2012 is the Enterprise Database providing a consistent programming model and common tools across the Enterprise. The County has established a web presence that caters to a broad user base with diverse needs and technological capability. The application was largely designed with a singular focus, which creates a comfortable environment that doesn t require instruction or training. To achieve this, the applications were developed with contemporary methods and designed according to the asynchronous module definition (AMD) and Model View View Model (MVVM) patterns leveraging Knockout JS and Twitter Bootstrap libraries. This approach creates a solution that is easily maintained in-house while taking advantage of other commercial technologies that already exist. As a result, the County can deliver rich content based on Esri s ArcGIS for Server and ArcGIS Online offerings. The greatest investment in this project comes from personnel hours dedicated to this project s development. A total of approximately 200 County of Roanoke personnel hours was used to complete this project for a cost of approximately $6,000 used to design, develop and support this project. The hours were used to support the enterprise approach and design, develop, and maintain the enterprise GIS resources. Leaders in Roanoke County, Virginia, wanted a way to give staff and citizens access to review the potential benefits of the pipeline as well as potential impacts to citizens, businesses and natural resources within the County. Mountain Valley Pipeline Viewer is a powerful tool to assist end users in finding important information about the pipeline in their neighborhood. The county decided to use ArcGIS for Local

OVERVIEW In 2015, the Communications and Information Technology Department and County Administration partnered together to create the Mountain Valley Pipeline Viewer. The Pipeline Viewer provides the general public and other interested parties important information about the proposed path of the Mountain Valley Pipeline and how it will impact their community and the environment. Pipeline Viewer allows users to self-select layers to show various pipeline routes, mile post markers, workspace areas and tax parcels geographically. Mountain Valley Pipeline Viewer was developed to support the County Administration ability to review the potential benefits of the pipeline as well as potential impacts to citizens, businesses and natural resources within the County. The pipeline data is updated on-demand to keep the citizens informed with the most up to date information. The app also allows citizens or staff to share information using Email, Twitter, Google Plus and Facebook or embedded URL. In addition, Mountain Valley Pipeline Viewer is optimized to be mobile friendly for use on smartphones and tablets and is accessible to a wide array of modern desktop and mobile internet browsers. The userfriendly application also offers a help section that features instructions on how to navigate throughout the application. BRIEF SUMMARY
