Noise Feasibility Study, Proposed 4 Storey Apartment Buildings Page 1 226 Woolwich Street South, Breslau, Ontario December 1, 2017 1 Introduction and Summary HGC Engineering was retained by RHH Rental Properties Inc. to conduct a noise feasibility study for a proposed 4-storey apartment building located at the west of Woolwich Street South, at 226 Woolwich Street South, in the Breslau, Regional Municipality of Waterloo (RMOW), Ontario. The lands are currently a portion of the Breslau Mennonite Church property. The primary source of noise in the area is road traffic on Woolwich Street South to the east of the site. Road traffic data for Woolwich Street South was obtained from RMOW. Road traffic data was used to predict future traffic sound levels at the building façades. The study finds that the road traffic noise is below the Ministry of the Environment and Climate Change (MOECC) plane-of-window sound level criteria during daytime and night-time hours at the proposed apartment building. There are no specific ventilation requirements. Any double glazed window construction meeting the minimum requirements of the Ontario Building Code (OBC) will provide adequate sound insulation for all the dwelling units in the development. The Waterloo Region International Airport is located approximately 2 km to the east of the site. Air traffic was observed during the site visits but the site is located outside the Noise Exposure Forecast Contours of the airport and mitigation for air traffic noise is not required. An industrial area is located to the south east of the site containing many industries and significant trucking activity, the closest of which are Nedlaw Roofing and First Class Fleet Services, a truck repair facility. Calculations based on our observations and discussions with representatives of these facilities indicate that industrial noise may exceed MOECC sound level limits during night time hours at the south façade of the apartment building facing the industrial area. It is recommended that windows to noise sensitive indoor spaces such as bedrooms and living rooms not be located on that façade to remove them as points of reception. Warning clauses are also recommended in order to inform future owners/tenants of the presence of the industrial uses.

Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 2 226 Woolwich Street South, Breslau, Ontario December 1, 2017 2 Description of Site and Significant Noise Sources An aerial photo showing the surrounding area is attached as Figure 1. The proposed development will consist of a 4-storey apartment building. A site plan prepared by James Fryett Architect Inc. is included as Figure 2 which shows the location of the building and the prediction locations. The site is located at 226 Woolwich Street South in Breslau, RMOW, Ontario. Lands to the north, east and west of the proposed site are primarily residential. Lands to the south are in use for industrial purposes. Industrial (stationary) noise and the noise of road and air traffic were all audible on the site. HGC Engineering personnel visited the site on several occasions in October 2017 to investigate the acoustic environment, to measure background sound levels and observe the industrial operations. The acoustical environment surrounding the site is urban, comprised primarily of road and air traffic and industrial noise. 3 Sound Level Criteria Criteria Governing Road Traffic Noise Guidelines for acceptable levels of road traffic noise impacting residential developments are given in the MOECC publication NPC-300 Environment Noise Guideline Stationary and Transportation sources Approval and Planning, release date October 21, 2013, and are listed in Table 1 below. The values in Table 1 are energy equivalent (average) sound levels [LEQ] in units of A weighted decibels [dba]. Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 3 226 Woolwich Street South, Breslau, Ontario December 1, 2017 Daytime refers to the period between 07:00 and 23:00, while nighttime refers to the period between 23:00 and 07:00. The term "Outdoor Living Area" (OLA) is used in reference to an outdoor patio, a backyard, a terrace or other area where passive recreation is expected to occur. Balconies that are less than 4 m in depth are not considered to be outdoor living areas under MOECC guidelines. The RMOW guidelines allow the daytime sound level criteria in an Outdoor Living Area (OLA) to be exceeded by up to 5 dba, without mitigation, provided that a clause warning future occupants of the potential noise excess is included in the Development Agreements, offers of purchase and sale, and rental agreements. Where OLA sound levels exceed 60 dba, physical mitigation is recommended to reduce the OLA sound level to 60 dba or less. MOECC and RMOW guidelines require a central air conditioning or other ventilation system be installed prior to occupancy as an alternative means of ventilation to open windows for dwellings where nighttime sound levels outside bedroom windows exceed 60 dba or daytime sound levels exceed 65 dba outside living/dining room windows. Provision for air conditioning is required when nighttime sound levels at bedroom windows are in the range of 51 to 60 dba or daytime sound levels are in the range of 56 to 65 dba. Sound attenuating building constructions and the use of warning clauses to notify future residents of possible excesses are also required when nighttime sound levels exceed 60 dba at the plane of the bedroom window and exceed 65 dba at the plane of the living/dining room window due to road traffic noise. Air Traffic The guidelines indicate that warning clauses and mandatory central air conditioning is required for any dwellings located above NEF/NEP contours of 30. In addition, building components including windows, doors, walls and ceiling/roof must be designed to achieve the indoor sound level criteria. Indoor sound limits due to air traffic are also defined in the MOECC in publication NPC -300. The maximum allowable Noise Exposure Forecast (NEF) limits are summarized in Table 2.

Typically, washrooms and kitchens are considered noise insensitive areas. There are no outdoor noise criteria for aircraft noise because there is no effective means of mitigation. For residential dwellings located between the NEF 25 and 30, the MOECC requires that the dwelling be designed with the provision for central air conditioning. This requirement usually implies forced air heating systems with the ducts sized for future installation of central air conditioning. In addition, building components including windows, doors, walls and ceiling/roof must be designed to achieve the indoor sound level criteria. A warning clause is also required in property and tenancy agreements. For residential dwellings located between the NEF 30 and 35, the MOECC requires that central air conditioning is mandatory with warning clauses in the property and tenancy agreements. In addition, building components including windows, doors, walls and ceiling/roof must be designed to achieve the indoor sound level criteria in Table II. According to MOECC guidelines, redevelopment of existing residential uses and other sensitive land uses or infilling of residential and other sensitive land uses may be considered above 30 NEF/NEF if it has been demonstrated that there will be no negative impacts on the long term function of the airport. This is subject to implementation of appropriate control measures including a Warning Clause. There are no specific requirements if the dwellings are located in the area where the NEF/NEP contours are less than 25.

Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 5 226 Woolwich Street South, Breslau, Ontario December 1, 2017 Criteria Governing Stationary (Industrial) Noise Sources MOECC Guideline NPC-300, is also the MOECC guideline for use in investigating Land Use Compatibility issues with regard to noise. An industrial or commercial facility is classified in MOECC guidelines as a stationary source of sound (as compared to sources such as traffic or construction, for example) for noise assessment purposes. In terms of background sound, the development is located in an urban (Class 1) acoustical environment which is characterized by an acoustical environment dominated by road traffic and human activity. The facade of a residence (i.e., in the plane of a window), or any associated usable outdoor area is considered a sensitive point of reception. NPC-300 stipulates that the exclusionary minimum sound level limit for a stationary noise source in an urban Class 1 area is 50 dba during daytime (07:00 to 19:00) and evening (19:00 to 23:00) hours, and 45 dba during nighttime hours (23:00 to 07:00). If the background sound levels due to road traffic exceed the exclusionary minimum limits, then the background sound level becomes the criterion. The background sound level is defined as the sound level that is present when the source under consideration is not operating, and may include traffic noise and natural sounds. The noise impact assessment is to consider a worst case hour operational scenario which reflects a planned and predictable mode of operation of the stationary source. Commercial activities such as the occasional movement of customer vehicles at retail facilities, couriers and garbage collection are not of themselves considered to be significant noise sources in the MOECC guidelines, nor are activities related to emergency operations or snow removal. The developer s responsibilities are identified in NPC-300, which states that it is the developer s responsibility to ensure that the applicable sound level criteria are met. If noise sources are identified which generate excessive sound levels source controls are generally favoured by the MOECC although NPC-300 further states that outdoor noise control measures at the noise sensitive land use are acceptable.

Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 6 226 Woolwich Street South, Breslau, Ontario December 1, 2017 4 Traffic Noise Assessment Road Traffic Data Road traffic data for Woolwich Street South was obtained from the Region of Waterloo in the form of Annual Average Daily Traffic (AADT) values projected to 2027 and is included in Appendix A. The speed limit on the adjacent portion of Woolwich Street South is 40 km/h. The commercial percentage of traffic comprising of trucks is 6.0% split into 2.0% medium trucks and 4.0% heavy trucks. A day/night split of 90%/10% was used in the analysis. Sample STAMSON output is included in Appendix B. Predictions of the traffic sound levels were made at the dwelling units. The results of these predictions are summarized in Table 4. The acoustic requirements may be subject to modifications if the site plan is changed significantly. Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 7 226 Woolwich Street South, Breslau, Ontario December 1, 2017 Air Traffic The 2011 Composite Noise Contour Map for the Waterloo International Airport was obtained. This Map indicated that the proposed site is located slightly outside of the 25 NEF/NEP contour as shown in Figure 3. The NEF contour map was used to determine the Acoustical Insulation Factors (AIF) required for the building components for the proposed dwellings and mixed use. The MOECC indoor noise criteria for aircraft traffic noise was used as a guideline. 5 Recommendations for Traffic Noise The predictions indicate that traffic sound levels meet MOECC limits during daytime and night-time hours at the location of the proposed apartment building. The following recommendations are provided. Outdoor Living Areas The OLA s of all of the dwelling units have predicted sound levels below the RMOW limits and do not require any mitigation. Indoor Living Areas and Ventilation Requirements The predicted future sound levels at all the dwellings in the development are less than 50 dba during nighttime hours and less than 55 dba during daytime hours. No specific ventilation requirements are needed for the indoor spaces. Building Façade Constructions All the facades of the proposed apartment building will have nighttime sound levels that area less than 60 dba and daytime sound levels that are less than 65 dba. Any exterior wall and double glazed window construction meeting the minimum requirements of the Ontario Building Code (OBC) will provide adequate sound insulation for the building.

Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 8 226 Woolwich Street South, Breslau, Ontario December 1, 2017 6 Stationary Source Assessment This section summarizes the results of observations taken during the site visits to identify the industrial/commercial operations located near the site and potentially significant noise sources associated with their operations. Walk around inspections were conducted. First Class Fleet Service First Class Fleet Service is located immediately to the south of the development site. Discussions with the manager of the facility indicate that activity at this facility occurs only during daytime hours. Services performed at this shop include oil changes and brake, suspension and tire services for trucks. Noise sources include hammering, drilling, operation of an air compressor, welding and the use of pneumatic hand tools. All significant noise sources were located inside the facility. There are eight bays in which different types of servicing are conducted. The building itself is built from concrete block, but noise can emanate from the service bay doors when they are open during summer months. Calculations indicate that because the doors face away from the proposed apartment building sound level excesses are not expected, but these activities can be audible on the development site. Nedlaw Roofing Limited Nedlaw Roofing Limited is also located immediately to the south of the development site. Activity at this facility may occur as early as 6:00 am (a nighttime hour) during summer months when staff arrive and load their vehicles for transport to the jobsite. They typically return in the later afternoon. Discussions with the manager of the facility indicate that tractor trailers deliver roofing materials for storage in the yard. The current fleet involves six pick-up trucks, six medium trucks and a crane truck which fuel up, idle and are loaded with the necessary materials with a fork truck and then head to their designated locations for that day. Equipment is also involved in snow clearing operations during winter months. Mixed Industrial Facilities Further south of the above noted industries are various facilities including Straightline Auto, Pre-Fect Fab Inc., Barefoot Creative, Unit Precast (Breslau) Limited and Unicorn Truck Tank Wash Inc.

All of the facilities were observed to typically operate during daytime hours only (07:00 to 23:00). Potential noise sources from these facilities are mostly from the movement of trucks for material deliveries and sounds from the six bays of the Unicorn Truck Tank Wash facility pressure washers. Furthest to the southeast is Safety Kleen, a petroleum refining operation which also involves significant truck movements and can operate 24 hours per day. Engineering analysis was conducted to determine the sound levels at the upper floors of the proposed apartment building. Upper story windows are considered to have the highest potential for noise impact as they are subject to the least shielding by neighbouring buildings. The worst case hour operational scenario considered in the analysis comprised of: 1. First Class Fleet Service Two trucks arriving and pulling into two bays All eight bays occupied with a truck, being repaired Daytime Operations 2. Nedlaw Roofing Limited Six pick-up trucks, six medium trucks and the crane truck being loaded with materials, refueling, and leaving the facility between 6 and 7 am, which is a nighttime hour A fork truck operating on the site to load pick-up trucks and medium tucks; and to unload the tractor trailer A tractor trailer arriving for delivery of roofing materials during the day. 3. Noise Feasibility Study, Proposed 4 Storey Apartment Building Page 10 226 Woolwich Street South, Breslau, Ontario December 1, 2017 Source sound levels for typical trucking, loading and other industrial activities were used as input to a predictive computer model (Cadna/A version 4.4.145), in order to estimate the sound levels at the proposed apartment building. Cadna/A is a computer implementation of ISO Standard 9613-2, Acoustics Attenuation of Sound During Propagation Outdoors Part 2: General Method of Calculation, which takes into account attenuation due to distance (geometrical spreading), shielding by intervening structures, air attenuation and ground absorption. The resulting predicted sound levels at the proposed building are shown in Table 5 below. The following mitigation recommendations are provided: 1. The proposed building should be constructed with no windows to noise sensitive indoor spaces (e.g. bedrooms, living/dining rooms etc.) on the south façade directly facing the industrial lands. Windows into hallways, staircases, kitchens or laundry rooms are acceptable. 2. We understand that the current version of the site plan and building layout have been designed to accommodate this recommendation. This feature should be maintained in the design of the building.

The presence of the industrial uses should be addressed through the implementation of warning clauses in the tenancy and property agreements and offers of purchase and sale. A typical wording is: Type A: Purchasers are advised that due to the proximity of industrial activity in the industrial area to the southeast, sound levels from these facilities may at times be audible and the industrial operations may change in the future. This sample clause is provided by the MOECC as an example and can be modified by the Municipality as required. 8 Implementation To ensure that the noise control recommendations outlined above are implemented, it is recommended that: 1. Before the issuance of a building permit, the Municipal building inspector or a Professional Engineer qualified to perform acoustical engineering services in the Province of Ontario shall review the building plans to certify that the above noise control recommendations have been implemented in their entirety.
