DESCRIPTION OF WORK: General Description: The capital renewal portion of the project will provide upgrades to key building infrastructure systems that are not currently code compliant, have reached the end of their service life, or have become too inefficient to warrant preservation in addition to targeted tenant-improvements. Upgrades to the building infrastructure systems and expanding the quantity and quality of instructional and research lab spaces are essential to supporting the recent campus academic planning efforts to expand STEM programs. This centrally located existing core-campus building of 66,723 assignable square feet (ASF) / 114,269 gross square footage (GSF). Constructed in 1966, Pierce Hall been the recipient of a major seismic upgrade and an addition in 2000. Pierce Hall currently houses multiple instructional and research programs. The current Pierce Hall occupancy profile includes: Chemistry, Biochemistry, Earth Sciences, Environmental Sciences, Physics and Astronomy, Plant Pathology and Microbiology, Mathematics, Electrical Engineering, Mechanical, Engineering, Bioengineering, and Undergraduate Academic Advising for the College of Natural and Agricultural Sciences. The proposed building infrastructure project would address the life, fire, safety code deficiencies, which are currently under review, and optimize building performance and annual operating efficiencies (e.g. energy, water, chilled water usage) through building systems infrastructure up grades. These improvements also would set the stage to realize program based renovations within the existing facility to address the campuses evolving teaching and research needs, principally in the wet-laboratory based science and engineering disciplines. The Pierce Hall project combines two projects occurring simultaneously, to be constructed in (2) two phases: Phase 1 (North and South Wing) will have a 12-month construction duration Phase 2 (Center Wing) will be 18-month construction duration Pierce Hall Infrastructure Improvements Instruction - Provide new class laboratories on the first and second floors of the North Wing and one new general assignment classroom in the south wing Site Work - Reconfigure loading dock area, with new trash and storage enclosure, site walls and paving repairs HVAC - HVAC System Upgrades - Upgrade the HVAC system throughout and replace all Air Handling units, valves, fans heat exchangers and control systems Electrical - Provide a new 277v/480 transformer substation and distribution boards for distribution to new 277v/480v equipment in the basement - Install new lighting panel board breakers (277v) conduit and 277v lighting - Replace core panel boards in the 120v/208v distribution system

Plumbing - Replace existing compressed air system, vacuum air system, and deionized-water systems, and new domestic water system Fire Protection - Replace existing control panel and install new stand pipes complete with fittings on each flight for future connection Disabled Access - Correct non-compliant conditions to meet current accessibility regulations, including stairs, elevators and new handrails at the exterior ramps Building Shell and Waterproofing - Replace roof and replace windows - Address water intrusion problem along first floor perimeter walls at existing planters Pierce Hall Interior Improvements Research Laboratories - Provide new research labs in the North Wing third floor Instruction - Renovate (4) existing instructional labs and service area on the Center Wing first floor; complete accessibility improvements in renovated spaces South Wing Tenant Improvements - Convert second floor restrooms to a small conference room, janitor room, and vestibule Electrical - Provide and Emergency Generator and enclosure Building Shell - Exterior Wall Framing in North Wing Core Finishes - Floor, wall and ceiling finishes, lighting in core areas and lobby Fire Protection System - Provide fire sprinklers in the entire building Fire alarm System - Replace fire alarm system (horns, strobes etc.) The University has bid and awarded a CM at Risk Contract to W.E. O Neil Construction Co. of California (hereafter "CM/Contractor"). CM/Contractor is responsible for bidding and awarding all subsequent subcontractor Bid Packages, including the Bid Packages listed hereafter, which are only accessible to be bid by the Subcontractors who are on the approved Prequalified Subcontractor List. The successful Subcontractor Bidder shall sign a Master Subcontract Agreement MSA and a project specific Work Order directly with CM/Contractor, and shall be bound by all the terms of the contract between University and CM/Contractor. Refer to Prime Contract Agreement, which contains the contract between University and CM/Contractor, attached to the subcontract bidding documents and incorporated by this reference, to be released at a later date per the instructions below.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and / or any labor on site, including and University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/01/16, and $15 per hour as of 10/01/17) and shall comply with all applicable federal, state and local working condition requirements.
