1 2 nd Regional Conference on Food Security - Strengthening Food Security through International Agricultural Development - Date: November 6 (Tuesday), 2018 Venue: The-K Hotel (Geomungo Hall), Seoul, Republic of Korea Hosted by Ministry of Agriculture, Food, and Rural Affairs of Korea (MAFRA) & Ministry of Agriculture, Nature and Food Quality of the Netherlands (MANF) Organized by Korea Rural Economic Institute (KREI) The Republic of Korea has contributed to the international development cooperation in agriculture that the country has accumulated rich experiences and outcomes leading the Korean government to holding this meaningful conference with the Netherlands for the enhancement of co-interest in the field of international agricultural development cooperation. The conference will be held on November 6, 2018 in Seoul, Korea inviting representatives from international organizations and governments, experts from renowned institutes and universities, and social community and private sector actors. All the distinguished participants around the world will share their insights, experiences, and strategies related to climate smart agriculture and technology and innovation with international agricultural development cooperation to strengthen the food security in the region. Background Following the Sustainable Development Goal 2: End hunger, achieve food security and improved nutrition and promote sustainable agriculture, a major challenge the world faces is ensuring the amount of food for the growing population. Today, 815 million people suffer from hunger and starvation and nearly two billion people of adults around the globe face health-related issues in the form of nutrient deficiency caused by malnutrition and unbalanced diet while two other billion people are overweight and obese. The Asian region has made meaningful and productive gains in reducing hunger and malnutrition over the past decades but, problems such as climate change currently arising as one of the biggest threats to agriculture will negatively impact food security in the region and those involved in the agricultural sector. In general, agriculture plays the most important role in South Asian economies the livelihoods. The agricultural sector in the region has been developed in terms of productivity and quality of agricultural products. However, at the same time, new challenges have emerged including rapid population growth, urbanization, migration, and climate change resulting in an increased demand of healthy and nutritious foods. In order to ensure accessible, available and affordable healthy and nutritious foods, there should be considerations in sustainability and resilience reflecting the issues. Through the considerations, an increased amount of agricultural production and high-quality food products in the future can be expected. In order to overcome such challenges and difficulties, international agricultural development cooperation can be addressed as the most effective way. The comprehensive international agricultural development cooperation can be realized by bringing all the stakeholders to a place understanding one another and contributing to collective actions. Development cooperation and collaboration such as information exchange, knowledge sharing, and
2 introduction of new technologies and skills can contribute to the achievement of food security that everyone wishes for. Thus, the conference will promote and build up strong partnerships among concerned international stakeholders to strengthen cooperation in line with Sustainable Development Goal 17: Revitalize the global partnership for sustainable development. In line with results drawn from the last year s conference Let s Get to Work Building a food secure future, held in March 2017 in Vietnam, this conference promotes the cooperation and collaboration of public and private sectors and the investments in the agro-food sector through multi-stakeholder partnerships in a sustainable manner. In order to strengthen food security in the region, there needs a strong and comprehensive collaboration within the development community between governments, knowledge institutes, private sector actors, and civil society actors. Inclusive multi-stakeholder partnerships declared in SDG 17 will be a key instrument for the implementation of SDGs and the enhancement of food security that the region faces. Objectives / Expected Outcomes The conference will address the current status of food security in the region and issues related to the topics such as climate smart agriculture through international agricultural development and technology and innovation with ODA. All the participants including presenters, panellists, and audience will share insights and experiences on the topic-related issues and will discuss how the food security could be strengthened and ensured based on their findings and strategies. Research institutes such as Wageningen University, KREI, and Rural Development Administration (RDA) will be invited to introduce their research experiences, findings, and programs for strengthening food security during the conference. Also, civil society actors and private-sector actors are involved in the discussion to share strategies and insights in their perspective to achieve the goal along with other stakeholders. This conference aims to: Bring stakeholders to share their insights and strategies for the achievement of food security in consideration of international agricultural development, climate smart agriculture, and technology and innovation. Have in-depth discussion on the possible, feasible, and sustainable approaches to strengthen food security in the region Themes The conference will focus on the following topics so as to facilitate our search for concrete solutions to longstanding issues and problems in food security: Climate Smart Agriculture (CSA) through International Agricultural Development Cooperation : Extreme weather change, degradation of ecosystem and other climate-induced events bring about challenges to the agricultural sector in developing countries as well as global food security. In order to achieve food security, sustainability and productivity in agriculture, resilience and adaptation to climate change, and reduction in greenhouse gas emissions (GHGs) should be considered, where possible.
3 Technology, Innovation, and ODA : Development technology and innovation are considerably important in increasing high quality and increased production. The current cutting-edge technologies are utilized in a number of different places in the agricultural sector such as greenhouse automation, adoption of hybrid varieties resilient to climate change and environmental conditions, and other technologies in order to meet the demand of the growing population and increase farmers profits. It is believed that the innovation of the agricultural sector will be a key component for the achievement of food security. Guidelines for Participation The suggested sessions for the conference will have a moderator guiding the discussions over the course of the agenda. Speakers will present different topics, followed by expert panel discussions which will then be opened to the audience. Speakers are expected to provide analytical notes in advance, drawn from their own expertise and respective mandate of the sessions. Discussants are expected to make critical comment on the main themes and issues of the corresponding presentation. In preparation of the discussions, speakers are requested to consider following questions, but not limited to: What social characteristics and policy aspects should be considered in building sustainable strategy for the achievement of food security in the field of international agricultural development? What methods and approaches can be considered for effective and sustainable agricultural development, especially reflecting local circumstances of countries? How do we address universality while taking into account diverse countries socio-economic and development-phase differences and national circumstances? How to address the means of implementation/enablers in tackling bottlenecks towards the success of strengthening food security? How to measure and monitor progress of food security considering Sustainable Development Goals? Any possible innovations and/or experimentation for a breakthrough for food security?
