1 2 nd Global ODA Forum for Sustainable Agricultural Development Sustainable Agricultural Development in International Setting: Cooperative s Role and Prospect Date: May 11 (Friday), 2018 Venue: The Westin Chosun (Grand Ballroom), Seoul, Republic of Korea Hosted by Ministry of Agriculture, Food, and Rural Affairs of Korea (MAFRA) & International Fund for Agricultural Development (IFAD) Organized by Korea Rural Economic Institute (KREI) Background In spite of technological advances in food production and food value chain system, issues related with agricultural development, including food security, persist as approximately 850 million people undernourished around the globe. Faced with this grave challenge, international organizations and governments have arduously strived to address food security issues and develop rural areas for decades. At the same time, through all those years, the international community has consistently engaged in discussions to promote changes to policy implementation paradigm in agriculture and rural development since 2015 when the Sustainable Development Goals were agreed and ratified by most countries, convened at the United Nations headquarter. Out of all SDGs, 1) end of poverty in all its forms [Goal 1], 2) sustainable agriculture [Goal 2], 3) inclusive institutions [Goal 16] and 4) partnership through cooperation [Goal 17] are especially expected to play a significant role in enhancing people s quality of life and strengthening institutional capacity for sustainable development in agriculture and rural areas, with a special focus on achieving zero hunger. Cooperatives, in particular, are gaining special attention as an institution and a major mediator for the capacity building of key players and stakeholders in the agriculture and rural sector, including small scale producers who have often been considered as the weakest within the agricultural value chain system. In the meantime, Korea has built extensive experiences on cooperative management by successfully, and, in some cases, with some failures worth careful consideration, establishing and operating various forms of cooperatives through its modern history. We expect that our deliberation on cases of cooperative management in countries and by institutions would serve as a foundation in finding more advanced solutions for agricultural development challenges at global level and will offer meaningful insights for the improvement of existing agricultural/rural institutions and policies related with cooperative management in key partner countries. This forum is Korea s another initiative in its efforts toward global sustainable agricultural and rural development and, this year, Korea and IFAD plan to jointly hold this meaningful event. The forum will be held on May 11, 2018, and representatives from organizations and governments around the world would be invited to share their lessons and insights learned from policy experiences related with their cooperative management. They will also introduce current related policies, including policy implementation, project management and best practices to achieve sustainable creation and/or management of rural/agricultural cooperatives. Objectives / Expected Outcomes

2 The forum will discuss the roles and the importance of cooperatives in agricultural and rural development for communities, especially the ones in developing countries, by sharing key countries (including Korea's) experience in organizing and operating agricultural/rural cooperatives. It will also address some vital factors in planning and implementing strategies for supporting cooperatives: key aspects of cooperative management, like business components, institutional setting (i.e. supporting law system), stakeholders role, capacity building of community members (i.e. intangible knowledge transfer and social cohesion between community members), financing schemes, operation practices, and others, will be covered throughout the sessions of the forum. This forum aims to: Themes Bring stakeholders together to share their own strategies and know-hows for cooperative management in the agriculture and rural sector so that we can find useful sets of options for overall regional development and capacity building; Have in-depth discussion on the best approaches to improve effectiveness in the management of cooperatives. The forum will focus on the following topics so as to facilitate our search for concrete solutions to some long-standing issues and problems in the area of cooperative management: Roles and Importance of Cooperatives for International Agricultural Development; Korea s Experience of Cooperative Management in the Agriculture and Rural Sector; Cases of Cooperative Management in Key Countries and the Cases of International Assistance for Cooperatives in Developing Countries Guidelines for Participation A working agenda has been annexed to this concept note. The suggested sessions for the forum will have a moderator guiding the discussions over the course of the agenda. Speakers will present different topics, followed by expert panel discussions which will then be opened to the wider audience. Speakers are expected to provide analytical notes in advance, drawn from their own expertise and respective mandate of the sessions. Discussants are expected to make critical comment on the main themes and issues of the corresponding presentation. In preparation of the discussions, speakers are requested to consider following questions, but not limited to: What social characteristics and policy aspects should be considered in building sustainable strategy for enhanced cooperative management in international setting? What methods and approaches can be considered for effective and sustainable cooperative management, especially reflecting local circumstances of countries? How do we address universality while taking into account diverse countries socio-economic differences and national circumstances/history? How to address the means of implementation/enablers in tackling bottlenecks towards successful cooperative management? How to measure and monitor progress of cooperative management in achieving development goals? Any possible innovations and/or experimentation for a breakthrough in improving cooperative management in agricultural sector and rural areas?
