1 AUTHORIZATION REQUEST FOR FY 2017 CBB Budget Category: Industry Information Name of Contractor: National Livestock Producers Association Name of Organizations Subcontracting: National Institute for Animal Agriculture End Date: September 30, 2017 I. OVERVIEW A. AR Description: Assuring the health and productivity of livestock is the key to sustaining an adequate food supply and contributing to an expansion of international trade. Antibiotics are one tool that has been used to achieve these goals. It is of utmost importance that beef consumers have confidence in the safety of their food. It is also of utmost importance that beef producers have the ability to provide their animals with the necessary care to ensure the animal's well-being. The judicious use of antibiotics in beef production is an area in which continuous improvement is imperative. This AR describes a plan of work to continue a national dialogue, through a national symposium, on the use of antibiotics in food animals, the science surrounding the antibiotic and antimicrobial resistance issue, and development of information to be utilized in communicating with producers and consumers. B. Committee Name: Safety Committee Proposed Cost * : $66,500-BPOC ($196,500-total) Specific Tactic Information: Facilitation of a national symposium to continue focused dialogue among animal health, human health, and producer experts about antibiotic use and resistance in cattle and other food animals. This includes developing and disseminating digital content that will further the reach and engagement of key antibiotics messages. Tactic 6A: Symposium Development This symposium will build upon information and consensus from five previous symposia, funded in part by the Beef Checkoff. The National Institute for Animal Agriculture (NIAA) will again serve as a subcontractor to this project. The Institute comprises livestock producers, producer organizations, animal health officials, veterinarians, checkoff organizations, and agribusiness leaders representing all of the major species and sectors in animal agriculture. * Proposed Cost includes Beef Board/BPOC, direct plus implementation. Amount in parenthesis includes total cost, direct plus implementation, for all funding sources. NLPA 1710 Page 2
3 This event engages key stakeholders from both human and animal health. A few examples include the Centers for Disease Control (CDC), the Federal Drug Administration (FDA), USDA, American Veterinary Medical Association (AVMA) and state public health offices. It also includes experts from all points along the beef supply chain (producers, packers, retailers, etc.), industry associations, and other animal agriculture groups. As was the case with the most recent symposia, it will be an open dialogue among scientists, producers, consumers, and others to come to consensus around strategies that may be used to measure the judicious use of antibiotics in animal agriculture. Protect & Enhance Beef s Value Measurable objectives: Reach: N/A Engagement: N/A KOL Amplification: 200 o 200 stakeholders from the following segments will be represented at the Symposium: Human Health Professionals Animal Agriculture Producers Processors Retailers Government Other o Of those who attend the event, the following targets will be achieved: 25% represent industry 30% represent government / human health 20% represent colleges/universities 25% represent commercial organizations o A plan to effectively utilize metrics identified at this symposium will be in place by September 30, 2017 to address the judicious use of antibiotics in animal agriculture. Proposed cost*: $44,000-BPOC ($174,000-total) Tactic 6B: Producer engagement The producer voice is essential to outcomes of the antibiotic symposium. Their experiences, desires and feedback must be heavily considered before any type of regulation, or overall industry change related to the judicious use of antibiotics is implemented. This effort will include working closely with the Federation of State Beef Councils and Beef Checkoff NLPA 1710 Page 3
4 contractors to include NCBA s communications, Beef Quality Assurance teams, etc. The producers will have engagement before, during and after the event by being active participants throughout the entire process. Protect & Enhance Beef s Value Measurable objectives: Reach: N/A Engagement: N/A KOL Amplification: 40 o A minimum of 10 beef producers will be selected to participate in all facets of the symposium. o Post-symposium, 75% of the beef producers chosen will formally share their recommendations with key stakeholders who will be making decisions about next steps of implementing new potential strategies that will look at judicious use of antibiotics at a producer level. Proposed cost*: $14,700-BPOC Tactic 6C: Digital Content Creation & Management The products of the symposium will be the development of valuable information and science that may be used to further communicate valid and essential facts to all producers about the use of antibiotics in food animal production. This information will be made available to producers in various forms to include an Executive Summary about the key messages discussed at the Symposium as well as in the form of online proceedings of the Symposium and other forms of new digital content. Dissemination will occur through various communication channels and collaboration with other industry stakeholders to reach as many producers as possible.
