2 Result Area 1 Result question 1a: To what extent have hunger and malnutrition been reduced? Reduce malnutrition At national level no reduction has taken place in this respect. Food insecurity affected nearly two and half million people in Mali for year Malnutrition affects women 15 to 49 years and children under five. Of these, 24% are underweight, 12% acute malnutrition, chronic malnutrition 29%, 47% of anemia are at risk of vitamin A deficiency statistics also indicate that 8 % of women 15 and 49 are thin, 20% are overweight, 68% are anemic. The Mali Enquête Nationale sur la Sécurité Alimentaire et Nutritionnelle (ENSAN) report is based on a national survey of 8,586 households, and MUAC measurement of 15,563 children aged 6-59 months. There is little progress on chronic and severe hunger reduction and malnutrition despite a rise of the national rate for undernourished children. Despite recurrent droughts have caused significant food shortages in 2005, 2007, 2010 and 2012, and the crisis policy since 2012, Mali has managed to achieve objectives of the MDG targets in This success can be attributed to sectoral policies and strategies implemented many years in order to improve the legal framework, better manage water resources and help vulnerable groups.the Embassy has actively participated on Water and Land reforms by suppoting the National Investment Programme for the Agriculture Sector and IWRM througt Plan de Passage and IWRM activities. The various programs funded by the Embassy have also contributed on the capacity building of producers and facilitated the support of studies and rural development work. 3 Assessment of results achieved by NL across the entire Result Area 1 Reduce malnutrition B. Results achieved as planned Embassy has supported and contributed to improved agricultural practices, including increased water productivity and decreased water consumption in both the rainy and dry seasons. The introducing of onion seeds for rainy season and the LVHD (Little Volume Hight Density) on modern fish farming will increase the resilience for Malian people related to food secuity. Implications for planning: The activities on food security improvement are on-going and are expected to reach their targets and outcomes on years 2016/17. The value chain program on onion/ sjalot and fish has started various demonstrations for fish (05) and onion/sjalot(40) and will made it on scale starting More than people will be involved with 25,200 on sjalot/onion and on fish related activities. Result Area 2 Result question 2a: To what extent has inclusive and sustainable growth in the agricultural sector been realised? Promote agricultural growth (included livestock and fish) The cereals balance sheet shows a net surplus of tones in 2015 with a huge weight of rice and maize (60%). Results achieved poorer than planned The value chain program started later than expected so there are are no significant results in The major activities of this year are baseline studies and demonstrations tests for onion/sjalot and fish farming with LVHD (Little Volume Hight Density) tests. Implications for planning: The Embassy will request a speeding up of interventions within the Value chain project team. Result Area 3 Result question 3a: To what extent have ecologically sustainable food systems been created? Create ecologically sustainable food systems With the programs PACOP, PASARC, PADIN II in Mopti region, and GAO + program in Gao region good progress has been made on sustainable management of natural ressources. This has partially also been reported in the Water fiche as far as irrigation is concerned. Here the combined data for irrigated and rainfed agriculture are presented. Indicator 1: Proportion of agricultural area under productive and sustainable agriculture (ha) (2012) PACOP, PASARC, PADIN II, GAO+ reports Indicator 2: Number of plant and animal genetic resources for food and agriculture secured in either medium or long term conservation facilities Indicator 3: Proportion of local breeds, classified as being at risk, not-atrisk or unknown level of risk of extinction Result question 3b: To what extent has your programme contributed to this result? As explained under 3a, a number of existing programs are working on this and have well contributed to this result. With CASE and Clusters approach through value chain improvement in Mali, the sustainability of agriculture will be enhanced for each supported value chain by the programme. The indicators mentioned hereunder are too detailed for us, limited data available. Also in our view there is overlap between the suggested indicators - notably 2,3 and 4. Assessment of results achieved by NL across the entire Result Area 3 Create ecologically sustainable food systems B. Results achieved as planned Mali needs reforms to achieve the sustanainable goals for the agricultural sector and the Embassy is supporting the Governement with different programs. At program / project level, useful results have been recorded but at the institutional level more efforts are needed to improve the general situation. More consultation with concerned ministries is required, Implications as well asfor with planning: other development partners.

5 To what extent have general enabling conditions for food and nutrition security (incl. private sector development conditions) been strengthened? (please report here only the type of results that cannot fit under the three food and nutrition security objectives) The broader picture Mali has imported from Netherlands goods for USD 85,711 in 2015 (4.6% of total Imports of goods by Mali) with 59% milk and cereals products and exported USD 10,753,000 (1.2% of total exports of goods from Mali ) to Netherlands, with 61,5% of Edible, fruits, nutes etc, according ITC's trade statistics report From 2014 to 2015 the trade between Mali and Netherlands increased to 3,13 % for Mali importations from Netherlands and 63 % for Mali's exportations to the Netherlands, especially on agrifood sectors. The result depends for a huge part on business links made (105) in 2015 and capacities building programs on Farming, and Private sectors Development Tools (PSD) use on value chains for rice, maize, mango, sesame, and other fruits and nuts.
