With a record production of tonnes of cereals during the season, Mali is in general not confronted with a problem of food availability. As a results of recent years with good rainy seasons, Mali has managed to achieve objectives of MDG related food security targets in 2015 and The various programs funded by the Embassy (PADIN II, PASARC, PRCA-SA), focussing on vulnerable groups (women and youth), have through capacity building of agricultural producers (farmers, herders and fishermen), introduction of improved technologies and land/irrigation development contributed to improved food security in the Mopti and Segou regions as shown by Dutch funded programs results in 2016 (see hereunder). 5 Assessment of results achieved by NL across the entire Result Area 1 Assess achieved results compared to planning: Reasons for result achieved: Reduce malnutrition B. Results achieved as planned Thanks to the intervention strategy which is focussing directly on the local producers and their production systems as well as other parts in the value chain (transformation, conservation and marketing). Implications for planning: Intervention strategy of the program will remain the same i.e. implication of the complete value chain and local producers, with a focus on up-scaling and making use of possible synergies between the different sector project activities. Meanwhile it will be essential to adapt to the (in)security situation in Mali, which is detereorating in the centre of Mali. Result Area 2 Result question 2a: To what extent has inclusive and sustainable growth in the agricultural sector been realised? Promote agricultural growth (included livestock and fish) The cereals balance sheet shows a record production of tonnes of cereals in 2016 with a huge weight of rice with T (31.36%), maize (28,27%), milet (21.49%); sorghum (18,27%), 0.04% wheat and 0,25% of "fonio". In 2016, the completed program DEBPEA (formerly supported by the Dutch Embassy) and 2SCALE (funded by DDE) have contributed significantly on inclusive growth of sustainable agriculture. Three projects (PADIN II, PASARC,VCD of fish and onion) continued to develop (in Mopti, Segou and Bamako regions) adapted technologies for rice, fish, sesame, maize, milk,and skin production. With the CASE programme (Competitive Agribusiness Systems and Enterprises) for more 28 value chains, 96 Agriculture clusters, more than households were reached and producers improved their capacities in Soil Fertility Integrated Management (GIFT).

Results achieved as planned. Reasons for result achieved: PADIN-II and PASARC are up to speed and consequently delivering results as planned. Their positive mid-term reviews in 2016 confirm this. PRCA-SA (onions and fish) has after a relatively slow start in 2015 picked up speed in Implications for planning: None specifically. Result Area 3 Result question 3a: To what extent have ecologically sustainable food systems been created? With the Dutch funded programs PACOP, PASARC, PADIN II in Mopti region, good progress has been made on sustainable management of natural ressources. This has partially also been reported in the Water fiche. Here the combined data for irrigated and rainfed agriculture are presented. With 'CASE and Clusters' approach through value chain improvement in Mali, the sustainability of agriculture will be enhanced for each supported value chain by the programme. There is overlap between the suggested indicators.

Reasons for result achieved: Mali needs reforms to achieve the sustanainable goals for the agricultural sector and theeembassy is supporting the Government with different programs. At program / project level, useful results have been recorded but at the institutional level more efforts are needed to improve the general situation. Implications for planning: More consultation with concerned ministries is required, as well as with other Implications for planning: development partners.
9 To what extent have general enabling conditions for food and nutrition security (incl. private sector development conditions) been strengthened? The broader picture Mali imported from Netherlands goods for USD 103,991,000 in 2016 (3.6% of total Imports of goods by Mali), of which 31.5% of agri-food products, Mali exported on the same year USD 9,503,000 (0.8% of total exports of goods from Mali) to Netherlands, with 65.3% of Edible, fruits, nutes etc, according ITC's trade statistics report From 2015 to 2016 Mali's exportations to the Netherlands decreased to 15% delaing with mango's SPH problem in 2016 when Mali's importations from Netherlands incresed to 23.16%. These results depend for a huge part on business links made (170) by the Embassy between Ducth and Malian companies from 2013 to 2016 and the implementation of trade missions and capacities building programs on Mining, Agrifood, Farming, through the promotion of Private sectors Development Tools (PSD) use on value chains for rice, maize, mango, sesame, and other fruits and nuts. Mali ahs oncesed his DB rank from 143 in 2015 to 141 in 2016 by implenting mumber of reformes for an ebaling business environment.
