3 Background In year 2005, Department of Farmer Welfare and Agriculture Development started exploring the use of ICT in Agriculture Department realized that ICT provides a great opportunity in Reaching the Unreachable. In year 2005, Based on the discussion within department, a Project was conceptualized and looked forward for its funding. In consultation with GOI, a project was submitted and Department of Agriculture & Co- operation, Govt. of India sanctioned Rs lakh under AGRISNET" for strengthening / promoting ICT in Agriculture in MP.

6 Project Objectives 1. To ensure that every farmer have an easy and round the clock access to all possible relevant information at their door-step. 2. To equip farmer and field level worker with advance information on weather, anticipated pest problems, probable market trends to minimize the risk and optimize the returns. 3. To develop an online help desk for providing information of various departmental schemes and programs. 4. Effective monitoring and evaluation of departmental schemes and programs.

7 Project Objectives 5. To develop realistic actual demand estimation system for accessing requirement of agricultural inputs from village level, to ensure their quality and timely distribution. 6. To reduce the time, cost and energy spent by farming community for registering and tracking their application status. 7. To optimize the use of available human resource spread through out state by introducing Employee Management System.

17 Project Methodology Preparation of RSDs (Requirement Specification Documents) Software development was outsourced to CRISP. Identification of training needs, design of training modules Training Plan to train about 4000 staff members from department through out state. Procurement of computer peripherals along with three years post purchase dedicated service support from manufacturer. Provision for setingup a Kisan Gyan Kendra with proper electrical connection, earthing and furniture up to Block level. After discussion with Govt. of Madhya Pradesh on status of SWAN, connectivity is ensured up to block level through a tender process. BSNL was selected to provide connectivity up to block level till the SWAN become operational.

19 Salient Features 24X7 availability of latest information & interactive platform in Hindi Information regarding the latest Package of Practice, New varieties & their availability, Crop Management Technologies to improve the ROI (return on investment) of Farmers. The agricultural advisory services availability and rate of Agri. input, Information on various schemes and programmes, day to day Agricultural activity, Market Prices and Meteorological Information, etc. can be provided to farmers more frequently and intensively. Saved up to 65% of time and efforts of field force by reducing the paper work, to concentrate more on field and farmers productivity. Availability of Real time ground level and archived data enables the Policy and Decision making process faster and accurate according to the situation.

20 Salient Features Broadcasting of important information like Weather Prediction, Pest attack & Control, Market Prices in Mandi,, benefited the farmers in selection of crop/variety, management and marketing of their farm produce. The communication channel between block and other offices of Agriculture can be made more IT friendly, quick and efficient using . Block offices, the executive edge of department can readily access the decisions and guidelines of the higher offices including targets and allotments. Employee Management System enable to facilitate effective and efficient Management & Deployment of staff.

21 Salient Features Scalibility and Replicability The project is designed to accommodate any number of schemes, components, input, reporting locations. The Monitoring and management of demand generation, distribution and availability of inputs can be further scalable to incorporate private agencies. The MIDSS s and EMS is replicable to all those Government Department having functional similarity in hierarchy and execution of schemes

23 Project Achievements Broad Geographical Coverage : All 07 divisions, 48 districts, 99 SDAO's,, 81 ASCO's and 313 block offices have been provided dedicated computers, printers, power back up and internet connection facility to run KRISHINET staff members upto the grass root level have been trained to monitor & operate KRISHINET. KRISHINET is entirely in Hindi Language & accessible to more than 70 lakh farming related families (About 75% of total population) in MP through internet.

24 Project Achievements Improvement in Services: Reporting of real time data as rainfall, sowing, inputs, schemes the data is entered online and reports generated at district, zonal and Head office. Similarly all package of practices, application forms are available to farmers. Transparency: All schemes along with availability of assistance in each scheme are openly available in a transparent manner. Contacts of each officer at different levels in search mode is available. Public grievances system has also been computerized.

25 Project Achievements Number of Transactions: Numbers of hits during April 2008 were 2, 81,469. Numbers of transaction entries during April 2008 were 32,849
