1 Annex of the Country Assistance Policy Rolling Plan for Project Planning for Sri Lanka As of April 2016 Basic Policy :Promotion of Economic Growth Priority Area 1 Promotion of Economic Growth Background and current situation Sri Lanka has maintained steady economic growth with its stable security situation after the internal conflict ended in Under such situation, Sri Lanka has been classified as a middle income country. Meanwhile, for a sustainable economic growth, it is necessary for Sri Lanka to promote private investments along with public investments targeting emerging markets such as India. Sri Lanka must boost its competitiveness and superiority in South Asian region by upgrading its economic structure by shifting to service sector, encouraging highly value added manufacturing industry and promoting FDI. Therefore, Sri Lanka should make efforts to provide stable and high quality infrastructure, to upgrade capabilities of the labor force in knowledge based industries and service sectors and to improve a conducive environment for the investors to attract private sector. Although several policies and institutional reforms needed for the improvement of investment friendly environment are included in the budget document of this year, it is necessary to pay attention for the implementation of reforms in future. Strategy For further economic growth in Sri Lanka, mitigation of chronic traffic congestion in Colombo, improvement of transportation infrastructure, linking rural and urban areas, and provision of a stable distribution of low priced electricity are necessary. Japan actively assists the improvement of infrastructure in sectors such as development in transport and electricity, by paying attention in utilizing Japanese technology to promote Sri Lanka s economic development and to contribute in improving the business environment of Japanese companies in Sri Lanka. Japan also pays attention to the promotion of industries which contributes to Sri Lanka s economic growth, including cooperation in the areas of science and technology. Development Issue 1-1 Infrastructure development for economic growth Improvement of Transport Network Summary Rehabilitation and new investment in all sectors of transport network program, such as Airport/Port/Road/Railway, cotinued to be necessary. As for Road sector, assistance will focus on areas in which Japan has a comparative advantage, because (i) emerging donors increase their assistance for the main lines, and (ii) local contractors can handle the small/medium scale road developments. Projects The Galle Port Developmenet Project (I) LA Bandaranaike International Airport Development Project (Phase2) LA Assistance for Port/Airport sector development will be focused, because these sectors assume an important role to obtain foreign currency and to promote Bandaranaike International Airport Development Project (Phase2) economic development. (II) before LA Note As for Railway sector, ( although it has an important network in transportation,) monitoring the progress is continued because (i) this sector faces many challenges at present, and (ii) China and India has been assisting to this sector continuously. Major Bridges Construction Project of the National Road Network LA New Bridge Construction Project over the Kelani River LA The Project for Capacity Development on Bridge Management In order to meet the increasing energy demand, improvement of the reliability of power supply and the energy efficiency are needed. Vavuniya-Kilinochchi Transmission Line Project (II) LA

2 Power Sector Improvement are needed. Although Japan had assisted mainly for the developement of power sources and improvement of electrification, Japan will focus its assistance on the improvement of energy diversification and energy efficiency including renewable energy to build a stable power supply system in the years ahead. Habarana-Veyangoda Transmission Lline Project LA Greater Colombo Transmission and Distribution Loss Reduction Project LA National Transmission and Distribution Network Development and Efficiency Improvement Project LA The Project on Electricity Sector Master Plan Study For Non-revenue water reduction, Japan will assist old-pipe replacement mainly in urban areas together with technical transfer of the measures on non-revenue water reduction. Regarding the water supply, Japan will assist to expand the existing water supply facilities in urban areas as well as to construct new water facilities in rural areas. Japan will also assist to improve water supply management by technology transfer of Japanese knowledge. To prevent water pollution, Japan will identify and prioritize the most important project and implement it based on the analysis of the situation and challenges, and the discussion on the measures with the implementing organization. Japan will take multiple approches for waste management by sorting out the challenges. 3 Priority Area 2 Development of Emerging Regions Background and current situation Strategy In Sri Lanka, 24% of the labour force is engaged in agriculture and most of the low income population live in rural areas. Japan will assist to foster agricultural industries and develop irrigation infrastructure and agro- related facilities for improving livelihood Hence, poverty reduction through the growth of agriculture sector and narrowing down the income gap between cities and rural through industrial development. Japan will also assist to developefishing communities in coast areas, among others. areas remain challenging. Japan will its assist improving the productivity and profitability of agriculture and fishery in the communities. While paddy, the staple food in the country has reached self- sufficiency at national level, the government of Sri Lanka has Japan will provide assistance for mitigating regional vulnerability, demining and help transition to mid and long term development in the the policy of increasing the production of other agricultural produces which have not reached self sufficiency yet. For conflict affected areas, mainly Northern Province. tackling this issue, it is necessary not only to maintain and increase productivity but also to establish farm management practices concerning market trends. Moreover, a shift from irrigated paddy farming to market oriented diversified agriculture is required to add value to the sector. Furthermore, to stabilize the food supply, the government needs to provide basic infrastructure for agriculture production and distribution, and improve the production technologies and capacity building of farmers as well as relevant government officials. After the end of the internal conflict in 2009, the above mentioned development needs and trends are significant in the emerging regions such as Northern and Eastern Provinces where the armed conflicts were severe. Though much assistance has already been provided in the region, still it is necessary to make efforts to improve the living environment of people considering the social and political context in the region. The conflict affected areas, mainly Northern Province are in transition from emergency relief and rehabilitation to mid and long- term development. Therefore, this region faces challenges of alleviating disparities and shifting to gradual & smooth development. Further, delays in developing basic infrastructure and insufficiency of proper administrative services still remain challenging. Hence, it is necessary to support for the development of basic capacities in terms of know-how and experience, and physical side as well. The return of internally displaced people has mostly been completed. However, the assistance for revitalization of productivity and rebuilding of daily living are still required as social and economic vulnerabilities have been remaining among those communities. So that Japan has to carefully consider to get the involvement of that vulnerable population in production process because of the higher numbers of affected people such as women headed families. 4 Development Issue 2-2 Social and economic improvement in emerging regions Promotion of Regional Development in Emerging Regions To enhance adminstrative capacity, main facilities and systems relating to human resources development will be improved by capacity development of front line officers, assistance for the implementation of development plans and technical cooperation for agriculture and fishery. To tackle inclusive improvement of livelihood, enhancement of production in agriculture,fishery and livestock farming with involving vulnerable population will be implemented.japan will formulate projects for productivity improvement focusing the long term. To improve the environment of production, the revitalization of socioeconomic activities will be assisted through the improvement of basic infrastructure e.g. water supply, irrigation, road construction focusing on primary industry and the enhancement of livelihood. 5 Priority Area 3 Mitigation of vulnerability Background and current situation Sri Lanka is vulnerable to natural disasters such as floods, landslides and droughts. Climate change also has some negative impacts in worsening those disasters. However disaster management is reactive rather than taking preparatory and mitigation measures due to financial constraints. There is a need for organizing capacity,technologies and awareness of disaster readiness for takling a comprehensive disaster management in coordinating authorities concerned,. Indicators on primary health care have become better with increased income levels. However structual change of diseases trends caused by aging of population leads to rise of vulnerability for Non Communicable Diseases (NCD), mainly cardiocirculatory disease. It has become a burden on National Budgets because of the increasing public medical expenses. Sri Lanka has achieved a significant improvement in literacy rate and health indicators compared to its income level with support of Free education, Free health government policy maintained from its independence. However, since decline in quality of these public services is pointed out, there is a need for more improvements to meet the rising requirement level required by the economic growth and structural changes in the population. Strategy Japan will assist to establish an effective and practical disaster management mechanism and introduce disaster prevention measures through the infrastructure development and technology transfer in keeping with the Sri Lanka Disaster Management Act, No. 13 and National Disaster Management Plan. To tackle the structual changes in disease trends, Japan will assist to strengthen preventive healthcare service especially for NCDs, improve health care service and reduce healthcare cost by reinforcing the management. Summary Projects Before Note Climate Change and Disaster Management In order to take preventing measures of mitigating damage of disaster, Japan will assist disaster risk monitoring, planning, and enhancing disaster management including infrastructural measures. Especially Japan will assist following 3 subjects which Japan has rich know-how and experiences. to strengthen governance of disaster management (to enhance organizational, institutinal and legal frameworks) to reduce disaster risk for Flood and Landslide(including infrastructure development and technical transfer) to set up early warning system covering local community. Landslide Disaster Protection Project of the National Road Network The Technical Cooperation for Landslide Mitigation Project The Project for Improving of Metrological Observation, Weather Forecasting and Dissemination Capacity Development Project for Creating Digital Elevation Model Enabling Disaster Resilience Project for the Establishment of a Doppler Weaher Radar Network Disaster Risk Reduction Advisor Feasibility Survey for Disseminating of Landslide Remote Monitoring System LA TCDP PS Grant Aid for Disaster Management Sector GANP 0.76 Health and Medical Sector Regarding reinforcement of health administration capacities, Japan will assist policy making in collaboration Project for Enhancement of Non-Communicable Diseases Management 3.30 with other donors so that the health care master plan ( )" will be implemented satisfactory. Also, Japan 5S-CQI-TQM Implementation in Sri Lanka and African Countries will assist to enhance health care system TTR including restoration of sound health care budget, adequate faclity management and correct human resources management.
