4 FRA and TTCI A Unique Partnership TTCI operates the facility under a Care Custody and Control contract TTCI does not pay a rental fee for the site, nor is TTCI compensated by FRA TTCI is required to invest annually in the site over the course of the contract for maintenance and capital improvement activities TTCI is free to conduct business under the terms of the contract on a for profit basis Profits are re-invested in the site, the staff, and in internal research and development TTCI/AAR, 1/11/2012, Filename p4
