1 SHORT REPORT OF THE MEETING OF THE STANDING COMMITTEE ON PLANT HEALTH (SCPH) HELD ON OCTOBER 2003 [09/03] Chairman: Mr Del Bino for points -2, Mr Vereecke for other points. COMMISSION DIRECTIVE AMENDING ANNEXES II, III, IV AND V TO COUNCIL DIRECTIVE 2000/29/EC AS REGARDS THE HARMFUL ORGANISM ERWINIA AMYLOVORA (BURR.) WINSL. ET AL. Commission Directive amending Annexes II, III, IV and V to Council Directive 2000/29/EC as regards the harmful organism Erwinia amylovora (Burr.) Winsl. et al., contains important technical provisions as regards this harmful organism to better protect the Community. It would update the list of host plants, the production and movement conditions of the plants and the provisions for survey and official control. The new provisions would be applicable as of April Vote: favourable opinion by 77 votes for and 0 votes against. 2. COMMISSION DIRECTIVE AMENDING ANNEXES II, III, IV AND V TO COUNCIL DIRECTIVE 2000/29/EC ON PROTECTIVE MEASURES AGAINST THE INTRODUCTION INTO THE COMMUNITY OF ORGANISMS HARMFUL TO PLANTS OR PLANT PRODUCTS AND AGAINST THEIR SPREAD WITHIN THE COMMUNITY WITH A VIEW OF ITS NOTIFICATION UNDER THE WTO/SPS AGREEMENT (SUBJECT: WOOD). This document deals with revised provisions as regards the import of mainly coniferous wood originating in third countries. It would also align the current provisions on wood packaging material with the provisions of the FAO International Standard n 5 on Guidelines for regulatory wood packaging material in international trade. The text contains elements and suggestions formulated in different Working Groups held on this issue at previous occasions. The text will be notified to the World Trade Organisation under the SPS Agreement. The new provisions would be applicable as of July Indicative vote: favourable opinion by 80 votes for and 7 abstentions. 3. PRESENTATION AND DISCUSSION ON DRAFT COMMISSION DECISION AUTHORISING THE MEMBER STATES TO PROVIDE FOR DEROGATIONS FROM THE PHYTOSANITARY CERTIFICATE REQUIREMENT OF COUNCIL DIRECTIVE 2000/29/EC IN RESPECT OF HEAT-TREATED WOOD OF CONIFERS ORIGINATING IN CANADA. The Commission (SANCO E.) presented a draft Decision authorising the Member States to provide for derogations from the phytosanitary certificate requirement of Directive 2000/29/EC in respect of heat-treated kiln dried sawn wood of conifers originating in Canada, allowing entry into the EC of such wood without documents but marked according an agreed scheme. No major problems were noted. The draft text will be presented for vote at the next meeting of the SCPH. Council Directive 2000/29/EC of 8 May 2000 on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community

FURTHER DISCUSSION ON DRAFT COMMISSION DECISION ON A COMMUNITY POSITION ON THE MODIFICATIONS OF THE APPENDICES TO ANNEX 4 OF THE AGREEMENT BETWEEN THE EC AND THE SWISS CONFEDERATION ON TRADE IN AGRICULTURAL PRODUCTS. A revised version of a draft Commission Decision on a Community position on the modifications of the Appendices to Annex 4 of the Agreement between the EC and the Swiss Confederation on Trade in Agricultural Products was presented by the Commission (SANCO E.), taking into account the comments made by MS in a previous meeting. MS made again various comments and suggestions for changes on this document, in particular on the list of organisations designated by MS to issue plant passports in their respective countries. It was agreed that MS will submit the relevant information on these organisations by 0 November Discussion will therefore continue in the next meeting of the SCPH. 5. INFRASTRUCTURE - PRESENTATION OF REPORT ON WORKING GROUP EXAMINATION OF INFRASTRUCTURE DOSSIERS HELD ON 27 MAY The Commission (SANCO E.) presented the report of the Working group Examination of infrastructure dossiers held in May 2003, with a view of the examination of 5 dossiers submitted by MS in support of their requests for allocation of a Community financial contribution for strengthening inspection infrastructures, for plant health checks on plants and plant products at the points of entry into the Community, pursuant to Article 3 c(5) of Directive 2000/29/EC. In accordance with Commission Regulation (EC) No 998/2002 2, the dossiers contained information and details on the expected expenditures to incur for various equipments and facilities, with a view to strengthen inspection infrastructures. The said report provided recommendations for each of the dossiers, on: - the eligibility of MS claims for the allocation of a Community financial contribution, - the completeness and reliability of information/documentation provided by the applicant MS, - the eligibility and amount of expenditures to be incurred for purchasing equipments and infrastructures. MS made various comments on this presentation. 2 Commission Regulation (EC) No 998/2002 of June 2002 establishing detailed rules for the implementation of the provisions relating to the allocation of a Community financial contribution for Member States in order to strengthen inspection infrastructures for plant health checks on plants and plant products coming from third countries 2
3 PRESENTATION AND DISCUSSION ON DRAFT COMMISSION DECISION ON A COMMUNITY FINANCIAL CONTRIBUTION FOR CERTAIN MEMBER STATES IN ORDER TO STRENGTHEN INSPECTION INFRASTRUCTURES FOR PLANT-HEALTH CHECKS ON PLANTS AND PLANT PRODUCTS COMING FROM THIRD COUNTRIES. In response to the applications made by MS, and based on the results of the above WG, the Commission (SANCO E.) presented a draft Decision on a Community financial contribution for 2003 for these Member States in order to strengthen inspection infrastructures for plant health checks on plants and plant products coming from third countries, on points of entry in their respective territories. Discussion took place on this draft Decision. This document will be revised, based on these discussions, and presented at the next meeting of the SCPH for discussion and possible opinion. 6. PROGRAMME POSEIDOM - PRESENTATION AND DISCUSSION ON THE 2002 APPLICATION OF THE PROGRAMME OF ACTION IN THE PHYTOSANITARY SECTOR. F presented the report of the actions carried out under programme POSEIDOM, phytosanitary sector, for the year Given the specificity of the regions concerned, the lack of phytosanitary references about the local diseases and the need to educate the population in the phytosanitary field, it has been possible to obtain good results, especially in the following fields: ) control of organisms harmful to plants 2) diagnostic and monitoring of phytosanitary risks, and communication with the local producers. Impressive work has also been realised in the field of pest risk analysis (PRAs), on numerous harmful organisms affecting crops belonging to various botanical families, including major tropical crops like sugar cane, banana, citrus, pineapple, mango and miscellaneous vegetable and ornamental plants. MS congratulated F for the work achieved and made some comments on this presentation. - PRESENTATION AND DISCUSSION ON THE PROGRAMME OF ACTION FOR THE PHYTOSANITARY SECTOR FOR F presented a programme of actions for the phytosanitary sector for In this programme, like in 2002, particular attention will be given to pest risk analysis for harmful organisms specific to the POSEIDOM regions. Thematic actions initiated in the previous years, like control of organisms harmful to plants and diagnostic and monitoring of phytosanitary risks, will also be continued. - PRESENTATION AND DISCUSSION ON DRAFT COMMISSION DECISION ON THE COMMUNITY S FINANCIAL CONTRIBUTION TO A PROGRAMME FOR THE CONTROL OF ORGANISMS HARMFUL TO PLANTS AND PLANT PRODUCTS IN THE FRENCH OVERSEAS DEPARTMENTS FOR Following the presentation by F of its programme, the Commission (SANCO E.) presented a draft Decision establishing the Community s financial contribution to cover expenditure incurred by F for programmes set up in Martinique, Guadeloupe and Guyana for 2003, covering amongst others, an horizontal programme for pest risk analysis for harmful organisms specific to the POSEIDOM regions and activities for the control of organisms harmful to plants and for the diagnostic and monitoring of phytosanitary risks. Discussion took place on this draft Decision. This document will be revised and presented at the next meeting of the SCPH for discussion and possible opinion. 3

REVIEW OF COMMISSION DECISION 2003/64/EC ON PROVISIONAL MEASURES TO PREVENT THE INTRODUCTION INTO AND THE SPREAD WITHIN THE COMMUNITY OF PEPINO MOSAIC VIRUS AS REGARDS TOMATO PLANTS, INTENDED FOR PLANTING. Discussion postponed. 8. MISCELLANEOUS NL reported on the finding of Anoplohora glabripennis (Motschulsky) found in an isolated tree. Eradication measures were applied. UK reported on recent increase of interceptions of Monilinia fructicola (Winter) Honey on fruits originating in China, and of Thrips palmi Karny on fruits of Momordica. S reminded members of the SCPH of the EPPO workshop for phytosanitary inspectors organised in Sweden on 9-22 November The Commission (SANCO.F.4) reported on the development of the database EUROPHYT on interceptions of consignments originating in third countries.
