2 MADAGASCAR An island state of southern Africa, located in the Indian Ocean at the east of Mozambique, Madagascar is the 5th largest island in the world, with 587,000 km2 area, and million inhabitants in Inherited an unique biodiversity in the world, the country is very vulnerable to climate change The economic outlook is favorable, with growth of 4.0% in 2016 projected to 4.5% in 2017, focusing on wood, agribusiness, construction and public works, tourism and agriculture. 90% of the population lives in poverty; GDP per capita is $ 420, one child in two (under the age of five) suffers from chronic malnutrition Madagascar is also one of the ten countries most exposed to the effects of global warming The forest cover rate in Madagascar is 21.4%.
3 PROSPERER PROGRAM, On December 18, 2007, the Government of the Republic of Madagascar (Government of Madagascar) and the International Fund for Agricultural Development (IFAD) signed an agreement to finance the Support Program for Rural Microenterprise Clusters and Regional Economies ( PROSPERER) Start of the program: April 28, Two additional IFAD loans were approved and respectively implemented on 17 September 2013 and 31 December The program completion date is scheduled for December 31, 2021 and the closing of IFAD loans and grants for June 30, 2022 The total cost of the program is USD 65.1 million The program operates in 35 districts in 9 geographic regions. The program is placed under the Presidency s Ministry in charge of Agriculture and Livestock (MPAE), and is managed by the Ministry of Industry and Development and Private Sector and SMEs (MIDSPP) and Ministry of Commerce and Consumption (MCC)
4 The main goal of the Program is to Promote income increasing through the Rural Micro-Entreprises consolidation PROSPERER est un programme de partenariat public-privé (PPP) PROSPERER is aligned with the objectives of the Agriculture, Livestock and Fisheries Sector Program, the National Climate Change Policy (PNLCC) and the IFAD COSOP ( ), including Strategic Objective 2 (SO2): " access by small rural producers and rural enterprises to remunerative markets and economic opportunities through priority value chain is improved "

6 INBAR AND PROSPERER PARTNERSHIP FRAMEWORK: THE PROMOTION OF THE BAMBOO VALUE CHAIN IN MADAGASCAR The opportunities offered by the bamboo sector to improve the living conditions of the poorest while preserving their environment are not sufficiently exploited but offer enormous potential and deserve careful support Aware of the technological progress made in the use of bamboo in the world,madagascar joined the international network INBAR in L INBAR a bénéficié du don du FIDA n 1177 pour intervenir à Madagascar, Ethiopie, Tanzanie et Mozambique de 2010 à Un autre don du FIDA et de l Union Européenne a été octroyé pour l INBAR à Madagascar, Ethiopie et Tanzanie de 2015 à 2018 La promotion de la filière bambou à Madagascar a été l objet d une collaboration fructueuse entre l INBAR et le Programme PROSPERER depuis 2010 à Madagascar avec la contribution financière du FIDA et de l Union Européenne

11 BAMBOO FOR ENERGY IN MADAGASCAR THE CHARCOAL More than 98% of households use firewood and charcoal 36,000 hectares of forest disappear every year in the great Island.
12 Bamboo as alternative energy in Madagascar Biomass calorific value: bamboo Kcal VS Eucalyptus firewood Kcal The carbonization time: bamboo 24 hours VS Eucalyptus wood 5 days Bamboo allows to fight effectively against the greenhouse effect thanks to a non-negligible absorption of these gases. The absorption of greenhouse gas by bamboo is 5 times greater than an equivalent volume of trees, in addition to producing 35% additional oxygen
